शुुद्धीीपत्रक व पुुरकपत्र दिि—. २९ जून, २०१८ रोजी पारि�त केले असून सदर शुुद्धीीपत्रक व पुुरकपत्र महाारााष्ट्र शाासनाच्या रााजपत्रात

दिि—. ३० जून, २०१८ रोजी प्रसि�द्ध करण्यात आले आहे; आणि� ज्याअर्थीी, उक्त नि�यमावली दिि—.१/०९/२०१८ पासून अंमलात आली आहे ;

आणि� ज्याअर्थीी, उक्त वि¦कास योजनेमध्ये सॉल्ट पॅन महसूूल वि¦भाागातील भूकर क्र.४ (पै.) व ५(पै.) ही जमीन पुुनर्ववसन व

पुुनर्स्था�ा�पन (RR२.१) या आरक्षणााने, बेस्ट बस सुुवि¦धा (ET१.४) या नाामनि�र्देशनााने व नैसर्गि�िक क्षेेत्र (NA) इ. ने बाधिि˜त होत आहे;

आणि� ज्याअर्थीी, शासन नगरवि¦कास वि¦भाागाकडीील दिि—. २८/०५/२०२५ रोजीचे अधिि˜सूचनेन्वये सॉल्ट पॅन महसूूल वि¦भाागातील भूकर क्र.

५(पै.) या मि�ळकतीचे ३८४६.०८ चौ.मी. क्षेेत्राावरीील उक्त वि¦कास योजनेमध्ये दर्शवि¦लेले ‘नैसर्गि�िक क्षेेत्र’ वगळूून सदर जागेवर EVM

किं�ंवा डोंगर अस्ति�ित्वात नसल्याचे व उक्त जमि�नीीपैकी बरीच जागा मुं�बई मेट्रो रेल कॉर्पोरेशन लि�. यां�नाा मेट्रो प्रकल्पाचे कामाकरि�ताा

तात्पुुरत्या स्वरूपात देण्यात आली असून सदर जमि�नीीवर एम.एम.आर.सी.एल. ने बां�धकाम केल्याचे दिि—सून येत असल्याचे नमूूद करून उक्त

जमि�नीीवरीील ‘नैसर्गि�िक क्षेेत्र’ वगळूून सदर जमि�नीीचा साार्ववजनि�क वापर करण्यासााठी योग्य असे आरक्षण दर्शवि¦ण्याबाबत वि¦नंंती केली आहे ;

आणि� ज्याअर्थीी, त्यानुुषंंगाने शासन महसूूल वि¦भाागाकडून नगरवि¦कास वि¦भाागास संदर्भभ प्राप्त झााला असून, त्यामध्ये असे नमूूद

आहे की, मा. मंत्रीमंडळााचे दिि—. १६ मार्चच २०२४ रोजीचे बैठकीीमध्ये झाालेल्या नि�र्णणयााचे अनुुषंंगाने सॉल्ट पॅन महसूूल वि¦भाागातील भूकर

क्रमांं�क ५ (पै.) ची १३,८४३.८२ चौ. मी. जमीन ‘आयएएस असोसि�एशनलाा’ यां�नाा ‘नाागरी सेवा संस्थाा जि�मखानाा’ करि�ताा देण्याचे

शासन महसूूल वि¦भाागाचे वि¦चारााधीन आहे; आणि� ज्याअर्थीी, महसूूल वि¦भाागाने त्यानुुसाार, सॉल्ट पॅन महसूूल वि¦भाागातील भूकर क्रमांं�क

४ (पै.) चे ६,४७५ चौ. मी. इतके क्षेेत्र मुं�बई उपनगर जि�ल्ह्यााकरि�ताा ईव्हीएम आणि� व्हीव्हीपीीएटी मशीन्स सााठवण्यासााठी गोदाम बांं�धणेे

व पार्किं�ंग या प्रयोजनााकरि�ताा व भूकर क्रमांं�क ५ (पै.) चे १३,८४३.८२ चौ. मी. क्षेेत्र ‘आयएएस असोसि�एशनलाा’ ‘नाागरी सेवा संस्थाा

जि�मखानाा’ या प्रयोजनााकरि�ताा प्रदान करणेेकरि�ताा उक्त जमि�नीीवरीील ‘नैसर्गि�िक क्षेेत्र’ वगळूून योग्य असे आरक्षण दर्शवि¦ण्यासााठी उक्त

वि¦कास योजनेत फेेरबदल करणेेबाबत शासन नगरवि¦कास वि¦भाागास वि¦नंंती केली आहे ;

आणि� ज्याअर्थीी, वरीील वि¦नंंतीच्या अनुुषंंगाने उक्त महाानगरपाालि�केने दिि—. १० मार्चच २०२५ रोजीचे पत्राान्वये शासन नगरवि¦कास

वि¦भाागास अहवााल साादर केला असून, सदर प्रकरणीी शासनााने योग्य तो नि�र्णणय घेेण्याबाबत वि¦नंंती केली आहे ;

आणि� ज्याअर्थीी, जि�ल्हााधिि˜कारी, मुं�बई शहर तसेच शासन महसूूल वि¦भाागाने केलेली वि¦नंंती व त्यावरीील बृहन्मुं�बई महाानगरपाालि�केचा

अहवााल वि¦चाराात घेेता, उक्त जागेवर साार्ववजनि�क वापरााकरि�ताा योग्य असे आरक्षण दर्शवि¦ण्यासााठी सॉल्ट पॅन महसूूल वि¦भाागातील भूकर

क्रमांं�क ४ (पै.) चे ६,४७५ चौ. मी. क्षेेत्र व भूकर क्रमांं�क ५ (पै.) चे १३,८४३.८२ चौ. मी. इतक्या क्षेेत्रााकरि�ताा उक्त वि¦कास योजनेमध्ये

खालील परि�शिि§ष्टामध्ये दर्शवि¦ल्याप्रमाणेे फेेरबदल करणेे हे साार्ववजनि�क हि�तााचे दृष्टीने आवश्यक आहे, असे शासनााचे मत झााले आहे ;

आणि� ज्याअर्थीी, उक्त अधिि˜नि�यमाच्या कलम ३७ च्या पोट-कलम (१कक) अन्वये प्राप्त अधिि˜कारााचा वापर करून शासनााने

समक्रमां�कााची दिि—.०५/०९/२०२५ रोजीची सूचनाा (यापुुढेे याचा उल्लेख “उक्त सूचनाा” असाा करणेेत आलेला आहे) त्यासोबतचे

परि�शिि§ष्टामध्ये नमूूद प्रस्तावि¦त फेेरबदलावर (यापुुढेे याचा उल्लेख “प्रस्तावि¦त फेेरबदल” असाा करणेेत आलेला आहे) जनतेेकडून

हरकती/सूचनाा मागवि¦ण्यासााठी प्रसि�द्ध केली आहे आणि� ज्याद्वाारे प्रस्तावि¦त फेेरबदलाबाबत प्राप्त होणाऱ्या हरकती/सूचनांं�वर संबंधिि˜तां�नाा

सुुनावणीी देण्याकरीता तसेच उक्त अधिि˜नि�यमाच्या कलम ३७(१कक) अन्वये वि¦हि�त केलेली कार्ययवाही पूर्णण करून प्रस्ताव शासनाास

साादर करणेेसााठी उप संचालक, नगर रचनाा, बृहन्मुं�बई यां�चीी ‘अधिि˜कारी’ (यापुुढेे ज्यां�चाा उल्लेख “उक्त अधिि˜कारी” असाा करण्यात आला

आहे.) म्हणूून नि�युुक्ती करण्यात आली आहे ;

आणि� ज्याअर्थीी, प्रस्तावि¦त फेेरबदलाची उक्त सूचनाा महाारााष्ट्र शाासन रााजपत्र (असााधारण भााग-१ कोकण वि¦भाागीय पुुरवणीी)

मध्ये दिि—. २३ सप्टेंबर २०२५ रोजी प्रसि�द्ध करण्यात आली होती आणि� उक्त अधिि˜कारी यां�नीी अधिि˜नि�यमाचे कलम ३७(१कक) अन्वये

वैधानि�क कार्ययवाही पूर्णण करून दिि—. १३ नोव्हेंबर २०२५ रोजीच्या पत्राान्वये त्यां�चाा अहवााल नगर रचनाा संचालनाालयामार्फत शासनााचे

अंति�म मंजुरीीसााठी साादर केला आहे ;

आणि� ज्याअर्थीी, उक्त अधिि˜कारी यां�नीी साादर केलेला अहवााल वि¦चाराात घेेता व संचालक, नगर रचनाा, महाारााष्ट्र रााज्य, पुुणेे यां�चेेशी

सल्लामसलत केल्यानंंतर सदर प्रस्तावि¦त फेेरबदल मंजूर करणेे आवश्यक असल्याचे शासनााचे मत झााले आहे.

आता त्याअर्थीी, उक्त अधिि˜नि�यमाच्या कलम ३७(१कक)(ग) अन्वये प्राप्त अधिि˜काराात आणि� त्या संदर्भाभाा�तील सर्वव शक्तींचा

वापर करून शासन याद्वाारे :—

(अ) उक्त प्रस्तावि¦त फेेरबदलाचे प्रस्तावास खालील परि�शिि§ष्टामध्ये नमूूद केलेप्रमाणेे मंजुरीी देत आहे.

(ब) सदरचीी अधिि˜सूचनाा शाासकीय रााजपत्रामध्ये प्रसि�द्ध झाालेचा दिि—नांं�क हाा उक्त फेेरबदल अंमलात आलेचा दिि—नांं�क

असेल.

(क) उक्त महाानगरपाालि�केस उक्त वि¦कास योजनेच्या मंजुरीी सोबतच्या फेेरबदलाचे परि�शिि§ष्टामध्ये शेवटच्या नोंंदीनंंतर

खालील परि�शिि§ष्ट समाावि¦ष्ट करणेेचे नि�र्देश देत आहे.

NOTIFICATION

Maharashtra Regional and Town Planning Act, 1966.

No. TPB-4324/2232/CR-68/2025/UD-11.—Whereas, the Municipal Corporation of Greater

Mumbai is the Planning Authority for the area within its jurisdiction (hereinafter referred to as

“the said Corporation”) as per the provision of Maharashtra Regional and Town Planning Act, 1966

(hereinafter referred to as “the said Act”);

Whereas, in exercise of the powers conferred by sub-section (1) of Section 31 of the Maharashtra

Regional and Town Planning Act, 1966 (hereinafter referred to as “the Said Act”), the State

Government vide Notification No. TPB-4317/629/CR-118/2017/DP/UD-11, Dt. 08/05/2018 (hereinafter

referred to as “the said Notification”) has accorded sanction to the Draft Development Plan-2034

of Greater Mumbai (hereinafter referred to as “the said Development Plan”) along with the

Development Control and Promotion Regulations-2034 for Greater Mumbai with modifications

shown in SCHEDULE-A appended to the said Notification excluding the substantial modifications

as shown in SCHEDULE-B appended to the said Notification; And whereas, Government has issued

corrigendum of even number dt. 22nd June, 2018; and whereas, thereafter Government has issued

a Corrigendum and Addendum of even number dt. 29th June, 2018 to the said Notification, which

is published in Government Gazette dt. 30th June, 2018; and whereas, the said Regulations have

come into force from 1/09/2018;

And whereas, as per the said Development Plan, the land bearing C.S. No.4(pt) & (5(pt) of

Salt Pan Division, Mumbai is affected by reservation of Rehabilitation & Resettlement (RR2.1),

designation of BEST Bus Facilities (ET1.4) and Natural Area (NA); And whereas, Government vide

its notification dated 28/05/2025 has sanctioned modification proposal in respect of land admeasuring

3846.08 sq.mt. of C.S. No.5 (pt.) to show reservation of ‘Government Office-RO2.1 (EVM & VVPAT

Machines Warehouse) by deleting ‘Natural Area (NA)’ ;

And whereas, District Collector, Mumbai City vide his letter dated 23/10/2024 (hereinafter

referred to as “the said letter”) addressed to Government in Revenue Department has requested to

delete ‘Natural Area (NA)’ shown on the land admeasuring 6,475 sq.mt. of C.S. No.4(pt) and 17,689

sq.mt. of C.S. No.5(pt.) of Salt Pan Division, Mumbai (hereinafter referred to as “the said land”) and

to show the suitable reservation so as to use the said Land for public purpose by stating in the said

letter that the said Land is not affected by mangroves or hills and most part of the said land has been

transferred to Mumbai Metro Rail Corporation Limited (MMRCL) on temporary basis and there are

some structures on some part of the said land;

And whereas, accordingly Government in Urban Development Department has received a

reference from Government in Revenue Department wherein it is stated that as per decision taken

in Hon. Cabinet meeting dated 16/03/2024, the Revenue Department is considering to allot the

land admeasuring 13,843.82 sq.mt. of C.S. No.5(pt) to ‘IAS association’ for ‘Civil Services Institute

Gymkhana’; And whereas, Revenue Department has requested Urban Development Department to

modify the said Development Plan to show suitable reservation so as to allot the land admeasuring

6,475 sq.mt. of C.S. No.4(pt.) for construction of the warehouse for the storage of EVM&VVPAT

Machines of Mumbai Suburban District and for parking and the land admeasuring 13,843.82 sq.mt.

of C.S. No.5(pt.) for ‘Civil Services Institute Gymkhana’ to ‘IAS association’ by deleting ‘Natural Area

(NA)’ shown in the said Development Plan;

And whereas, the said Corporation vide its letter dated 10/03/2025 has submitted its report

on the above said request wherein, the said Corporation has requested the Government in Urban

Development Department to take the appropriate decision in the subject matter;

And whereas, considering the request of the District Collector, Mumbai City, Revenue

Department and report of the said Corporation, the Government is of the opinion that in the public

interest it is expedient to modify the said Development Plan in respect land admeasuring 6,475

sq.mt. of C.S. No.4(pt.) and the land admeasuring 13,843.82 sq.mt. of C.S. No.5(pt.) so as to show

the suitable reservation/use on the said land for public purpose;

And whereas, in exercise of the powers conferred under Sub-Section (1AA) of Section 37 of the

said Act, Government had issued Notice of even no. dated 05/09/2025 (hereinafter referred to as “the

said Notice”) for inviting suggestions/objections from the general public with regard to the proposed

modification as mentioned in the Schedule appended to the said Notice (hereinafter referred to as

“the proposed modification”) and appointed the Deputy Director of Town Planning, Gr. Mumbai as

the Officer (hereinafter referred to as “the said Officer”) to complete the procedure as stipulated under

Section 37(1AA) of the said Act and to submit a Report on the objections / suggestions received in

respect of the proposed modification to the Government after giving hearing to the concerned persons;

And whereas, the said Notice was published in the Maharashtra Government Gazette (Extra-

ordinary Part-I, Kokan Division Supplement) dated 23/09/2025 and the said Officer has submitted

his report vide letter 13/11/2025 through the Director of Town Planning, Maharashtra State, after

completing the legal procedure stipulated under Section 37(1AA) of the said Act;

And whereas, after considering the Report of the said Officer and after consulting the Director of

Town Planning, Maharashtra State, the Government is of the opinion that the proposed modification

is required to be sanctioned.

Now, therefore, in exercise of the powers conferred upon it under section 37(1AA)(c) of the said

Act, the Government hereby :—

(A) Sanctions the proposed modification as described more specifically in the Schedule given

hereunder.

(B) Fixes the date of publication of this Notification in the Official Gazette as the date of coming

into force of this modification.

Development Plan, after the last entry, the Schedule referred hereunder shall be added.

Schedule

1. “The ‘Natural Area (NA)’ shown on the land admeasuring 6,475 sq.mt. of C.S. No.4(pt.)

is deleted. The land so deleted from ‘Natural Area (NA)’ is included in ‘R Zone’ and reserved for

‘Government Office- RO2.1 (EVM & VVPAT Machines Warehouse)’.

2. “The ‘Natural Area (NA)’ shown on the land admeasuring 13,843.82 sq.mt. of C.S. No.5(pt.)

of Salt Pan Division, Mumbai is deleted. The land so deleted from ‘Natural Area (NA)’ is included in

‘R Zone’ for the use of ‘Civil Services Institute Gymkhana’.”

This Notification shall also be published on the Government website-www.maharashtra.gov.in

(Acts/ Rules).
