क्रमांं�क पीीएमएवााय-२.०-२०२५/सीीआर-१७२/जीएनडीी-२.—ज्याअर्थीी, शाासकीीय सेवाा किं�ंवाा लाभ किं�ंवाा अनुदाान वि�तरणाासाठीी

ओळखपत्र म्हणूून आधाारचाा वाापर केल्याने शाासकीीय वि�तरण प्रक्रि�या सुलभ होते, पारदर्शशकताा आणि� परि�णाामकाारकताा येते, तसेेच

लाभाार्थींनाा त्यां�चेे लाभ सहज व सुलभरि�त्या मि�ळणे, ज्यायोगे एखाद्यााची ओळख सि�द्ध करण्यासाठीी एकाापेक्षाा अनेक काागदपत्रे सादर

करण्याची आवश्यकताा न राहणेे ;

आणि� ज्याअर्थीी, गृहनि�र्माा�ण वि�भााग (यापुढेे ज्याचाा “ वि�भााग ” असा उल्लेख करण्यात येत आहे) हे राज्यातील पात्र लाभाार्थींनाा

आर्थि�िक सहााय्य आणि� अनुदाान प्रदाान करण्यासाठीी प्रधाानमंंत्री आवाास योजनाा (शहरीी) २.० (यापुढेे ज्याचाा “ योजनाा ” असा उल्लेख

करण्यात येत आहे) राबवि�त आहे, सदर योजनेच्या मागगदर्शशक तत्त्वांं�नुसार आणि� दि�नांं�क १५ ऑक्टोोबर २०२४ रोजीच्या शाासन

नि�र्णणयाानुसार, सर्वव संबंधि�त नाागरी स्थाानि�क स्वरााज्य संस्थाा, प्रादेशि�क वि�काास प्राधि�करण आणि� शाासनााने या संदर्भाभाा�त अधि�कृृत केलेल्या

इतर संस्थांं�माार्फफत (यापुढेे ज्याचाा “ अंमलबजावणीी यंत्रणाा ” असा उल्लेख करण्यात येत आहे) राबवि�ण्यात येत आहे ;

आणि� ज्याअर्थीी, या योजनेंंतर्गगत, पात्र लाभाार्थीी म्हणजेे आर्थि�िकदृृष्ट्याा दुर्बबल घटकाातील (ईडब्ल्यूएस), शहरीी भाागात राहणाारे

आणि� देशााच्या कुठल्याही भाागात ज्याचे पक्के घर नााही, अशाा कुटुबां�तीील पतीी, पत्नी, अवि�वााहि�त मुलगा/मुलगी हे या योजनेंंतर्गगत पात्र

लाभाार्थीी असतीील, ज्याचे वाार्षिि¨िक कौटुंंȾबि�क उत्पन्न मुं�बई महाानगर प्रदेश (एमएमआर) वगळताा राज्यात इतरत्र रुपयेे तीन लाखां�पर्यंत

आणि� मुं�बई महाानगर प्रदेश (एमएमआर) क्षेत्राासाठीी रुपयेे सहाा लाखां�पर्यंत असेल, असे लाभाार्थीी या योजनेंंतर्गगत नि�श्चि�ित केलेल्या

कोणत्याही एकाा घटकांं�तर्गगत लाभ घेऊ शकताात. (यापुढेे ज्याचाा “ पात्र लाभाार्थीी ” असा उल्लेख करण्यात येत आहे) ;

आणि� ज्याअर्थीी, सदर योजनेंंतर्गगत, केंद्र शाासन आणि� राज्य शाासनााचे अनुदाान, जसे की व्यक्ति�िगत स्वरुपातील घरकुल बांं�धकााम

(बीएलसीी) आणि� भाागीदाारी तत्त्वाावरीील परवडणाारी घरे योजनाा (एएचपीी) अंतर्गगत केंद्र हि�श्शाापोटी प्रति� घरकुले रुपयेे एक लाख पन्नाास

हजाार आणि� राज्य हि�श्शाापोटी प्रति� घरकुले एक लाख अनुदाान तसेेच परवडणाारी भााडे तत्वाावरीील घरां�सााठीी (एआरएच) नाावि�न्यपूर्णण

तंत्रज्ञाान अनुदाान म्हणूून केंद्र हि�श्शाापोटी रुपयेे तीन हजाार प्रति� चौ. मी. प्रति� घरकुल व राज्य हि�श्श्यापोटी रुपयेे दोन हजाार प्रति� चौ.मी.

प्रति� घरकुल तसेेच योजनेच्या मागगदर्शशक सुचनांं�नुुसार इतर अनुषां�गि�क लाभ (यापुढेे ज्याचाा “अनुदाान” असा उल्लेख करण्यात येत

आहे) अंमलबजावणीी यंत्रणाामार्फफत पात्र लाभाार्थींनाा वि�तरि�त केले जाईल ;

आणि� ज्याअर्थीी, उक्त योजनेमध्ये राज्य शाासनााच्या हि�श्श्याकरि�ताा महााराष्ट्र राज्याच्या एकत्रि�त नि�धीीतून होणाारा पुनराावर्ती खर्चच

समाावि�ष्ट आहे ;

त्याअर्थीी, आधाार (वि�त्तीीय आणि� इतर अनुदााने, लाभ आणि� सेवांं�ची लक्ष्यििȤित वि�तरण) अधि�नि�यम, २०१६ (१८ पैकी २०१६)

(यापुढेे ज्याचाा “ उक्त अधि�नि�यम ” म्हणूून उल्लेख करण्यात येत आहे) च्या कलम ७ अन्वयेे, महााराष्ट्र शाासन याद्वाारे खालीलप्रमाणे

अधि�सूूचि�त करते, म्हणजेे :—

१. (१) योजनेंंतर्गगत लाभ मि�ळण्यास पात्र असलेेल्या व्यक्तीने एकाात्मि��क संकेत स्थळाावर (Unified Web Portal) नोंंदणीी

करणे आणि� आधाार क्रमांं�क असल्याचाा पुरावाा देणे किं�ंवाा आधाार प्रमाणीकरण करणे आवश्यक असेल ;

(२) योजनेंंतर्गगत लाभ प्राप्त करून घेणाारी कोणतीीही व्यक्ती, जि�च्याकडेे आधाार क्रमांं�क नााही किं�ंवाा जि�नेे अद्यााप आधाारसाठीी

नोंंदणीी केलेली नााही, ति�नेे योजनेसाठीी नोंंदणीी करण्यापूर्वी आधाार नोंंदणीीसाठीी अर्जज करणे आवश्यक असेल, अटी व शर्तींच्या

अधीन राहून अशी व्यक्ती उक्त अधि�नि�यमाच्या कलम ३ नुसार आधाार क्रमांं�क मि�ळवण्यास पात्र असेल, आणि� अशाा व्यक्तीने

आधाारसाठीी नोंंदणीी करण्यासाठीी युनि�क आयडेंटि�फि�केेशन अथॉॉरि�टीी ऑफफ इंडि�याा (यूआयडीीएआय) च्या संकेतस्थळाावर

(www.uidai.gov.in) उपलब्ध आधाार नोंंदणीी केंद्राच्या यादीपैकी कोणत्याही आधाार नोंंदणीी केंद्राला भेट द्याावी ;

(३) आधाार (नोंंदणीी आणि� अद्याावत ) वि�नि�यम, २०१६ च्या वि�नि�यम १२ नुसार, वि�भाागाने अंमलबजावणीी यंत्रणांं�माार्फफत,

ज्या लाभाार्थ्यां�ं�नीी अद्यााप आधाारसाठीी नोंंदणीी केलेली नााही अशाा लाभाार्थ्यां�ं�सााठीी आधाार नोंंदणीी सुवि�धाा प्रदाान करणे आवश्यक

आहे, आणि� जर संबंधि�त गट, ताालुकाा किं�ंवाा तहसीीलमध्ये कोणतेेही आधाार नोंंदणीी केंद्र नसेेल, तर वि�भााग त्याच्या अंमलबजावणीी

यंत्रणांं�माार्फफत, यूआयडीीएआयच्या वि�द्यमाान नोंंदणीीकर्त्यां�ं�शी समन्वय साधून किं�ंवाा स्वतःः यूआयडीीएआय नोंंदणीीकर्ताताा� बनून सोयीस्कर

ठि�कााणी आधाार नोंंदणीी सुवि�धाा प्रदाान करेेल :

परंंतु, जोपर्यंत व्यक्तीला आधाार क्रमांं�क प्रदाान केला जात नााही, तोपर्यंत योजनेंंतर्गगत लाभ त्या व्यक्तीला खालील काागदपत्रे

सादर करण्याच्या अधीन राहून दि�लेे जातील, म्हणजेे :—

(a) त्याने/ति�नेे नोंंदणीी केली असल्यास, त्याचाा/ति�चाा आधाार नोंंदणीी पोचपाावतीी; आणि�

(b) खालीलपैकी कोणतेेही काागदपत्रे, म्हणजेे :—

(i) छाायाचि�त्राासह बँक किं�ंवाा पोस्ट ऑफि�स पासबुुक ; किं�ंवाा

(ii) शाासनााने वि�नि�र्दि�िष्ट केलेले कोणतेेही इतर काागदपत्रे :

परंंतु पुढेे असे की, वरीील काागदपत्रे संबंधि�त अंमलबजावणीी यंत्रणेेने त्या उद्देेशाासाठीी वि�शेेषत: नि�युुक्त केलेल्या

अधि�कााऱ्याकडूून तपाासण्यात येतील.

२. योजनेंंतर्गगत, लाभाार्थींनाा सहजरि�त्या लाभ मि�ळाावाा यासाठीी उक्त आवश्यक बाबींबाबत लाभाार्थीीनाा माहि�तीी करून देण्याकरि�ताा

प्रसि�द्ध माध्यमांं�द्वाारे व्यापक प्रसि�द्धीी करण्यात येईल याची वि�भााग आपल्या अंमलबजावणीी यंत्रणेेच्या माध्यमातून व्यवस्थाा करेेल.

३. जेथेे लाभाार्थीीच्या अस्प्ष्ट बायोमेट्रि�क्समुुळे किं�ंवाा इतर कोणत्याही काारणाामुळे आधाार प्रमाणीकरण शक्य होत नााही, तेथेे खालील

उपाययोजनाा अवलंंबण्यात येतील : —

(a) बोटांं�च्या ठशांं�ची गुणवत्ता खराब असल्यास, प्रमाणीकरणाासाठीी इंटि�ग्रेेटेड रि�स्क इन्फॉॉर्मेशन सि�स्टम स्कॅन किं�ंवाा चेहराा

प्रमाणीकरण सुवि�धाा अवलंंबली जाईल, त्यायोगे वि�भााग त्याच्या अंमलबजावणीी यंत्रणांं�माार्फफत सुलभरि�त्या लाभ वि�तरणाासाठीी

बोटांं�चे ठसेे प्रमाणीकरणाासह इंटि�ग्रेेटेड रि�स्क इन्फॉॉर्मेशन सि�स्टम स्कॅनर किं�ंवाा चेहराा प्रमाणीकरणााची व्यवस्थाा करेेल ;

(b) बोटांं�चे ठसेे किं�ंवाा इंटि�ग्रेेटेड रि�स्क इन्फॉॉर्मेशन सि�स्टम स्कॅन किं�ंवाा चेहराा प्रमाणीकरणााद्वाारे बायोमेट्रि�क प्रमाणीकरण

यशस्वी न झााल्यास, जि�थेे शक्य आणि� स्वीकाार्यय असेल ति�थेे आधाार वन-टाइम पासवर्डड (ओटीपीी) किं�ंवाा टाइम-बेस्ड वन-टाइम

पासवर्डड (टीओटीपीी) अधि�प्रमाणीकरण मर्या�दि�त वेळ वैधतेेसह, यथाास्थि�ितीी उपलब्ध करून दि�लेे जाईल ;

पासवर्डड (टीओटीपीी) प्रमाणीकरण शक्य नसेेल, ति�थेे योजनेंंतर्गगत लाभ भौति�क आधाार पत्रााच्या आधाारे दि�लाा जाऊ शकतोो, ज्याची

सत्यताा आधाार पत्राावर छाापलेेल्या क्वि�िक रि�स्पॉन्स (क्यूआर) कोडद्वाारे तपाासताा येते आणि� क्वि�िक रि�स्पॉन्स कोड वााचकााची

आवश्यक व्यवस्थाा वि�भाागाद्वाारे त्याच्या अंमलबजावणीी यंत्रणांं�माार्फफत सोयीस्कर ठि�कााणी केली जाईल.

४. उपरोोक्त मुद्यांं�व्यति�रि�क्त, योजनेअंतर्गगत कोणतााही पात्र लाभाार्थीी त्याच्या/ति�च्या वाास्तवि�क

लाभाापासून वंचि�त राहू नयेे, याची

खात्री करण्यासाठीी वि�भाागामार्फफत त्याच्या अंमलबजावणीी यंत्रणांं�द्वाारे भाारत सरकाार, मंंत्रि�मंंडळ सचि�वाालय, थेेट लाभ हस्तांं�तरण (DBT)

मि�शन यांं�च्या दि�नांं�क १९ डि�सेंंबर २०१७ च्या काार्या�लयीन ज्ञाापनाामध्ये नमूूद केल्यानुसार अपवाादाात्मक प्रकरणांं�ची हातााळणी करण्यात

येईल. ही अधि�सूूचनाा महााराष्ट्र शाासनााच्या अधि�कृृत राजपत्रात प्रकााशि�त झााल्यापासून लागू होईल.

HOUSING DEPARTMENT

NOTIFICATION

Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016.

No. PMAY-2.0-2025/CR-172/GND-2.—Whereas, the use of Aadhaar as an identity document

for the delivery of services or benefits or subsidies simplifies the Government delivery processes,

brings in transparency and efficiency, and enables beneficiaries to receive their entitlements directly

in a convenient and seamless manner by obviating the need for producing multiple documents to

prove one’s identity ;

And whereas, the Housing Department (hereinafter referred to as “ the Department ”) is

administering the Pradhan Mantri Awas Yojana (Urban) 2.0 (hereinafter referred to as “the Scheme”)

for providing financial assistance and subsidies to eligible beneficiaries in the State in accordance

with the Scheme guidelines and the Government Resolution, dated the 15th October 2024, which is

being implemented through all the concerned Urban Local Bodies, Regional Development Authorities

and other Agencies authorised by the Government in this behalf, (hereinafter referred to as “the

implementing Agencies”) ;

And whereas, under the Scheme, the eligible beneficiary means a member of family belonging

to the economically weaker section (EWS) category, residing in urban areas and not owning a pucca

house anywhere in the country, who can be a husband, wife, unmarried son or unmarried daughter

from the family, having an annual income up to rupees Three Lakh classified as Economically

Weaker Section (EWS) across the State and rupees Six Lakh for Mumbai Metropolitan Region

(MMR) area, to purchase or construct a house or avail benefit for only one vertical component of

the Scheme (hereinafter referred to as “the eligible beneficiary”) ;

And whereas, under the said Scheme, subsidies of the Central Government and the State

Government, such as Central Assistance of rupees One Lakh Fifty Thousand per unit and State

Government Assistance of rupees One Lakh per unit under beneficiary lead construction (BLC) and

affordable housing in Partnership (AHP) and Technology Innovation Grant (Central assistance)

of rupees Three Thousand per sq.m. per unit and (State assistance) of rupees Two Thousand per

sq.m. per unit under affordable rental housing (ARH) (hereinafter referred to as “the benefit”)

are disbursed through the implementing Agencies to eligible beneficiaries and all other grants in

accordance with the extant Scheme guidelines ;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the

Consolidated Fund of the State of Maharashtra towards the share of the State Government ;

Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and

Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as “the said

Act”), the Government of Maharashtra hereby notifies the following, namely : —

1. (1) An individual eligible to receive benefits under the Scheme shall be required to register

on the Unified Web Portal and furnish proof of possession of Aadhaar number or undergo Aadhaar

authentication ;

(2) Any individual desirous of availing benefits under the Scheme, who does not possess an

Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for

Aadhaar enrolment before registering for the Scheme, provided that such individual is entitled to

obtain Aadhaar number as per section 3 of the said Act, and such individual shall visit any Aadhaar

Enrolment Centre list available at Unique Identification Authority of India (UIDAI), website

www.uidai.gov.in to get enrolled for Aadhaar ;

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the

Department through its implementing Agencies, is required to after Aadhaar enrolment facilities for

the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar Enrolment

Centre is located in the respective Block, Taluka or Tehsil, the Department through its implementing

Agencies, shall provide Aadhaar enrolment facilities at convenient locations in co-ordination with

the existing Registrars of UIDAI or by itself becoming UIDAI Registrar themselves :

Provided that, till the Aadhaar is assigned to the individual, the benefits under the Scheme

shall be given to such individual, subject to the production of the following documents, namely :-—

(a) If he/she has enrolled, his/her Aadhaar Enrolment Identification slip ; and

(b) any of the following documents, namely :—

(i) Bank or Post Office Passbook with photograph ; or

(ii) Any other document as specified by the Government :

Provided further that, the above documents shall be checked by an officer specifically designated

by the concerned implementing Agency for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the

Department through its Implementing Agency shall make all the required arrangements to ensure

that wide publicity through the media shall be given to the beneficiaries to make them aware of

the said requirement of Aadhaar.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiary

or for any other reason, the following remedial mechanisms shall be adopted namely :—

(a) in case of poor finger-print quality, Integrated Risk Information System scan or face

authentication facility shall be adopted for authentication, thereby the Department through

its implementing Agencies shall make provisions for Integrated Risk Information System

scanners or face authentication along with finger-print authentication for delivery of benefits

in a seamless manner ;

(b) in case the biometric authentication through finger-prints or Integrated Risk

Information System scan or face authentication is not successful, whenever feasible and

admissible authentication by Aadhaar One-Time Password (OTP) or Time-based One-Time

Password (TOTP) with limited time validity, as the case may be, shall be offered ;

One-Time Password (TOTP) authentication is not possible, benefit under the Scheme may be

given on the basis of physical Aadhaar letter whose authenticity can be verified through the

Quick Response (QR) Code printed on the Aadhaar letter and the necessary arrangement of

Quick Response Code reader shall be provided at the convenient locations by the Department

through its implementing Agencies.

4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme

is deprived of his/her due benefit, the Department through its implementing Agencies shall follow

the exception handling mechanism as outlined in the Office Memorandum of Direct Benefit Transfer

Mission, Cabinet Secretariat, Government of India, dated 19th December 2017.
