क्रमांक संकीर््ण-२०२२/प्र.क्र.२९/ कोषा प्रशा-४.—ज्याअर्थी, ओळख पटविण्याकरिता आधार क्रमांकाच्या वापरामुळे, व्यक््तींना

सोयीस्कर व अखंडपणे अर््थसहाय्य, लाभ व सेवा मिळविणे शक्य होते, ओळख पटविण्यासाठी बहुविध दस्तऐवजांची गरज टळते,

प्रक्रिया सुलभ होतात आणि पारदर््शकता व कार््यक्षमतेला चालना मिळते:

आणि� ज्याअर्थीीी, भारत सरकारच्या इलेक्ट्रॉॉनि�क्स व माहि�ती तंत्रज्ञाान मंत्रालयाने, भारतीय वि�शि�ष्ट ओळख प्राधि�करणााशी (UIDAI)

वि�चारवि�नि�मय केल्यानंतर, दि�नांं�क ११ मार्चच, २०२६ च्या पत्र क्रमांं�क १३ (४)/२०२०-ईजी- दोन (खंड- पाच) याद्वाारे, ‘ सुशासनासाठी

(सामाजि�क कल्याण, नवोपक्रम, ज्ञाान) आधार अधि�प्रमाणन नि�यम, २०२०’ (यात यापुढेे ज्याचा नि�र्देश, ‘ उक्त नि�यम ’ असा केला

आहे) याच्या नि�यम ३ च्या पोट-नि�यम (१) अन्वये वि�हि�त केलेल्या प्रयोजनां�सााठी, लेखा व कोषागारे संचालनालय, महाराष्ट्र शासन,

मुंं�बई (यात यापुढेे ज्याचा नि�र्देश, ‘ उक्त वि�भाग ’ असा केला आहे) यास अशी मुभा दि�लेली आहे की, उक्त वि�भागास, आधार क्रमांं�क

धारकाची ओळख पटवि�ण्यासाठी अधि�प्रमाणन करण्याची मुभा देण्यात यावी आणि� अधि�प्रमाणन करताना आधार क्रमां�कााचा वापर

करण्याची आणि� उक्त नि�यमांं�च्या नि�यम ५ तसेच ‘आधार (वि�त्तीीय व इतर अर्थथसहाय्य, लाभ व सेवा यां�चेे लक्ष्यिȤित वि�तरण) अधि�नि�यम,

२०१६’ (यात यापुढेे ज्याचा नि�र्देश,‘ उक्त अधि�नि�यम ’ असा केला आहे) याच्या कलम ४ च्या पोट-कलम (४) च्या खंड (ब) च्या

उप-खंड (दोन) अन्वये ते अधि�सूचि�त करण्याची परवानगी देण्यात यावी;

आणि� ज्याअर्थीीी, आधार अधि�प्रमाणन, (एक) सुशासनासाठी डि�जीटल मंचांं�च्या वापरास चालना देणेे (दोन) सामाजि�क कल्याण

लाभांं�च्या ऱ्हासास प्रति�बंध करणेे आणि� त्यां�चेे लक्ष्यिȤित वि�तरण सुनि�श्चिĐित करणेे, आणि� (तीन) उक्त नि�यमांं�च्या नि�यम ३ च्या पोट-नि�यम

(१) अन्वये वि�हि�त केल्याप्रमाणेे कर्मचाारी, नि�वृत्ति�वेतनधारक, आणि� लाभार्थी यांं�करि�ता सुरक्षि�त व कार्ययक्षम सेवा देऊन त्याद्वाारे त्यां�चेे

जीवनमान उंचावणेे आणि� उक्त प्रयोजनासाठी आधार अधि�प्रमाणन करणेे स्वेच्छाा तत्त्वावर असेल आणि� उक्त अभि�करण, सुशासनास

पाठबळ देणेे, लाभांं�च्या गैरवापरास प्रति�बंध करणेे, आणि� परवलीचा शब्द (ओटीपी), बायोमेट्रि�क, किं�ंवा ई-केवायसी पद्धती वापरताना

सेवां�चेे वि�तरण सुरक्षि�त व कार्ययक्षम करण्यास चालना देणेे यांं�करि�ता लॉग इन करताना केवळ ओळख पडताळणीीसाठी आणि� सेवार्थथ,

नि�वृत्ति�वेतनवाहि�नी, राष्ट्रीय नि�वृत्ति�वेतन योजना (एनपीएस), शासकीय भवि�ष्यनि�र्वा�ह नि�धी (जीपीएफ), आणि� कर्जे व अग्रिĺमे परि�माणेे,

यां�संंबंधातील गुं�ताागुं�तीीचे व्यवहार करताना आधार अधि�प्रमाणन करील. (यात यापुढेे ज्याचा नि�र्देश वापरावयाची बाब (बाबी) असा केला

आहे).

त्याअर्थी, आता, सुशासनासाठी (सामाजिक कल््ययाण, नवोपक्रम, ज्ञान) आधार अधिप्रमाणन नियम, २०२० च्या नियम ५ तसेच

आधार (वित्तीय व इतर अर््थसहाय्य, लाभ व सेवा यांचे (लक्ष्यित ) वितरण) अधिनियम, २०१६ च्या कलम ४ च्या पोट-कलम (४)

मधील खंड (ब) चे उप-खंड (दोन) यांच्या अनुसार, महाराष्टट्र शासन, याद्वारे पुढील बाबी अधिसूचित करीत आहेत :—

१. लेखा व कोषागारे संचालनालय, महाराष्टट्र शासन, अधिनियमात तरतूद केल्याप्रमाणे, येथे अधिप्रमाणनाच्या प्रयोजनासाठी आधार

क्रमांक धारकाची पूर््वसूचित संमती मिळवील.

(२) उक्त नियमांच्या नियम ३ च्या पोट-नियम (२) नुसार, आधार अधिप्रमाणन हे स््ववेच््छछा तत्त्वाव

र असून, लेखा व कोषागारे

संचालनालय, महाराष्टट्र शासन, आधार क्रमांक धारकास ओळख पटवणाऱ्या पर््ययायी व व््यवहार््य साधनांची माहिती देईल आणि आधार

अधिप्रमाणन करण्यास नकार देणाऱ्या किंवा असमर््थ असणाऱ्या, आधार क्रमांक धारकास कोणतीही सेवा नाकारणार नाही :—

(क) कायमस््वरूपी खाते क्रमांक (पॅन) पत्र;

(ख) महाराष्टट्र शासनाने दिलेले सेवा ओळखपत्र; आणि

(ग) सक्षम प्राधिकाऱ्यास स््ववीकारण्यायोग्य असलेले शासनाने दिलेले इतर कोणतेही छायाचित्र ओळखपत्र.

२. ही अधिसूचना शासकीीय राजपत्रात प्रसिद्ध झाल्याच्या दिनांकापासून अंमलात येईल.

NOTIFICATION

Aadhar (Targeted Delivery of Financial and Other Subsidies. Benefits and Services) Act, 2016.

No. Sankirna-2022/C.R.29/Kosha Prasha-4.—Whereas the use of Aadhaar number to establish

identity enables individuals to receive subsidies, benefits and services in a convenient and seamless

manner, obviates the need for multiplicity of documents to establish identity, simplifies processes

and promotes transparency and efficiency :

And whereas the Ministry of Electronics and Information Technology, Government of India, after

consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter

No. 13(4)/2020-EG-II (Vol-V), dated 11th March, 2026 to the Directorate of Accounts and Treasuries,

Government of Maharashtra Mumbai (hereinafter referred to as the said department) for the purposes

prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social

Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said Rules) that the

said Department may be allowed to perform authentication and be permitted the use of Aadhaar

number during authentication for establishing identity of Aadhaar number holder and notify the

same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section

4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies. Benefits and Services) Act,

2016 (hereinafter referred to as the said Act) :

And whereas, the Aadhaar authentication shall be performed for the purpose of (i) enabling usage

of digital platforms for good governance, (ii) preventing dissipation and ensuring targeted delivery

of social welfare benefits, and (iii) promoting ease of living by facilitating secure and efficient access

to services for employees, pensioners, and beneficiaries as prescribed under sub-rule (1) of rule 3

of the said Rules and the performance of Aadhaar authentication for the said purpose shall be on

voluntary basis and that the said Agency shall perform the Aadhaar authentication only for identity

verification during login and critical transactions across Sevaarth, Nivruttivetanwahini, National

Pension Scheme (NPS), Government Provident Fund (GPF), and Loans and Advances modules, to

support good governance, prevent misuse of benefits, and enable secure, efficient service delivery

using OTP, biometric, or e-KYC methods.(hereinafter referred to as the use case(s)).

Now, therefore, in pursuance of rule 5 of the Aadhar Authentication for Good Governance (Social

Welfare, Innovation, Knowledge) Rules, 2020 read with sub-clause (ii) of clause (b) of sub- section (4)

of section 4 of the Aadhar (Targeted) Delivery of Financial and Other Subsidies Benefits and Services)

Act, 2016 the Government of Maharashtra hereby notifies the following, namely :—

1. The Directorate of Accounts and Treasuries, Government of Maharashtra, as provided

in the Act, shall obtain the informed consent of the Aadhaar number holder for the purpose of

authentication herein.

(2) As per sub-rule (2) of rule 3 of the said Rules, Aadhaar authentication is on voluntary

basis the Directorate of Accounts and Treasuries, Government of Maharashtra shall inform

the Aadhaar number holder of alternate and viable means of identification and shall not deny

any service to he Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar

authentication, namely :—

(a) Permanent Account Number (PAN) Card;

(b) Service Identity Card issued by the Government of Maharashtra;

and

(c) Any other government-issued photo identity document acceptable to the competent

authority.

2. This notification shall come into effect from the date of its publication in the Official Gazette.
