).— भाारतााच्या संंविि¦धाानााच्या अनुुच्छेेद ३०९ च्या परंंतुुकााद्वाारेे प्रदाान केेलेेल्या
अधि�काारांं�चाा वापर करून आणिि” याबाबतीत केेलेेलेे सर्वव विि¦द्यमान नि�यम, आदेेश किं�ंवा संंलेेख यांं�चेे अधि�क्रमण करुन, महााराष्ट्रााचेे राज्यपाल,
याद्वाारेे, महााराष्ट्र शासनााच्या जलसंंपदाा विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील अभि�यांं�त्रि�कीी सेेवेेतील कनि�ष्ठ अभि�यंंता (यांं�त्रि�की),
गट-ब (अरााजपत्रि�त) या पदााच्या सेेवाप्रवेेशाचेे विि¦नि�यमन करण्यासाठीी पुुढीील नि�यम करीीत आहेेत:-
१. संंक्षिȦप्त नाव व प्राारंंभ :- (१) या नि�यमांं�स, जलसंंपदाा विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील अभि�यांं�त्रि�कीी सेेवेेतील
कनि�ष्ठ अभि�यंंताा (यांं�त्रि�कीी), गट-ब (अराजपत्रि�त) या पदााचेे (सेेवाप्रवेेश) नि�यम, २०२६ असेे म्हणाावेे.
(२) हेे नि�यम महाारााष्ट्र शाासन रााजपत्रात प्रसि�ध्द केेल्याच्या दि�नांं�काापासूून अंंमलाात येेतील.
२. व्याख्या :- या नि�यमात, संंदर्भाभाा�नुुसार दुुसराा अर्थथ आवश्यक नसेेल तर,-
(क) “नि�युुक्ती प्राधि�काारी” याचाा अर्थथ, कनि�ष्ठ अभि�यंंताा (यांं�त्रि�कीी), गट-ब (अराजपत्रि�त) या पदाावर नि�युुक्ती करण्यासाठीी
सक्षम प्राधि�काारी असणाारेे विि¦भाागाचेे मंंत्री, असा आहेे;
(ख) “पदवीी” याचाा अर्थथ, सांं�विि¦धि�क विि¦द्यापीठाची कोणत्याही विि¦द्या शाखेेची पदवीी किं�ंवा ति�च्याशी समतुुल्य असल्याचेे
शासनाानेे घोोषिि¨त केेलेेली अन्य कोणतीीही अर्हहताा, असा आहेे;
(ग) “विि¦भााग” याचाा अर्थथ, महााराष्ट्र शासनााचाा जलसंंपदाा विि¦भााग असा आहेे;
(घ) "विि¦भाागीय परीक्षा" याचाा अर्थथ, जलसंंपदाा विि¦भाागातील कनि�ष्ठ अभि�यंंताा विि¦भाागीय परीक्षा (काायम करण्यासाठीी) नि�यम,
२०२४ नुुसार महााराष्ट्र अभि�यांं�त्रि�कीी प्रशि�क्षण प्रबोधि�नीी, नााशि�कद्वाारेे घेेतलीी जाणारी परीक्षा, असा आहेे;
(ङ) "पदविि¦काा" याचाा अर्थथ, मान्यतााप्राप्त परि�संंस्थेेची पदविि¦काा, असा आहेे;
(च) "शासन" याचाा अर्थथ, महााराष्ट्र शासन, असा आहेे;

३. जलसंंपदाा विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील अभि�यांं�त्रि�कीी सेेवेेतील कनि�ष्ठ अभि�यंंताा (यांं�त्रि�कीी), गट-ब (अराजपत्रि�त)
या पदाावरील नि�युुक्ती, पुुढीील नि�कष
पूूर्णण करणाऱ्या व त्यासाठीी घेेतलेेल्या स्पधाा� परीक्षेेच्या नि�काालाच्या आधाारेे, महााराष्ट्र लोकसेेवा आयोगानेे
शि�फाारस केेलेेल्या उमेेदवाारांं�मधूू
न नाामनि�र्देेशनााद्वाारेे करण्यात येेईल :-
(१) वयोमर्या�दाा. -
(क) कि�मा
ान वयोमर्या�दाा :- या पदााच्या भरतीच्या जाहि�राातीनुुसार अर्जज करण्याच्या अंंति�म दि�नांं�काास, अठराा वर्षेे
वय पूूर्णण झाालेेलेे;
(ख) कमाल वयोमर्या�दाा :- या पदााच्या भरतीच्या जाहि�राातीनुुसार अर्जज करण्याच्या अंंति�म दि�नांं�काास, राखीव
प्रवर्गाा�तीील नसलेे
ल्या व्यक्तींंसाठीी अडतीस वर्षेे वय पूूर्णण झाालेेलेे आणिि” राखीव प्रवर्गाा�तीील व्यक्तींंसाठीी त्रेेचााळीीस वर्षेे वय
पूूर्णण झाालेेलेे.
(२) कि�मा
ान शैैक्षणि�क अर्हताा :- यांं�त्रि�कीी (मॅॅकेेनि�कल) अभि�यांं�त्रि�कीी किं�ंवा स्वयंंचल (ऑटोमोबाईल) अभि�यांं�त्रि�कीी
किं�ंवा उत्पादन (प्रॉडक्शन) अभि�यांं�त्रि�कीी किं�ंवा उत्पादन (प्रॉडक्शन) तंंत्रज्ञाान यामध्येे पदविि¦काा किं�ंवा पदवीी धाारण केेलेेली व्यक्ती.
४.
वि�भाागीय परीक्षेेची तरतूूद :- नि�यम ३ मध्येे नमूूद केेलेेल्या पदाावर नाामनि�र्देेशनााद्वाारेे नि�युुक्त केेलेेल्या व्यक्तीस, जर
विि¦भाागीय परीक्षा उत्तीीर्णण होण्यापासूून सूूट देेण्यात आलेेली नसेेल तर, त्या व्यक्तीनेे विि¦हि�त काालावधीीत किं�ंवा संंधीमध्येे ही परीक्षा उत्तीीर्णण होणेे
आवश्यक असेेल. जर ती व्यक्ती विि¦हि�त काालावधीीमध्येे किं�ंवा संंधीमध्येे विि¦भाागीय परीक्षा उत्तीीर्णण झााली नााही तर, ती व्यक्ती, उक्त परीक्षा
उत्तीीर्णण होईपर्यंंत किं�ंवा विि¦भाागीय परीक्षा उत्तीीर्णण होण्यापासूून ति�लाा सूूट देेण्यात येेईपर्यंंत, वार्षिि¨िक वेेतनवााढीीसाठीी किं�ंवा पुुढीील पदोन्नतीीच्या
पदांं�वरील पदोन्नतीीसाठीी पात्र असणाार नााही आणिि” ती, ति�चीी सेेवाज्येेष्ठताा गमावील.
५. हिं�ंदी आणि� मरााठी भााषाा परीक्षाा :- नि�यम ३ मध्येे नमूूद केेलेेल्या पदाावर नाामनि�र्देेशनााद्वाारेे नि�युुक्त केेलेेली व्यक्ती, अगोदरच
मरााठीी भााषा व हिं�ंदी भााषा परीक्षा उत्तीीर्णण नसेेल किं�ंवा त्या परीक्षा उत्तीीर्णण होण्यापासूून ति�लाा सूूट देेण्यात आलेेली नसेेल तर, ती व्यक्ती,
शासनाानेे, त्याबाबतीत, वेेळोवेेळीी केेलेेल्या नि�यमांं�नुुसार, नि�युुक्तीनंंंतर विि¦हि�त काालमर्याा�देेत मरााठीी भााषा व हिं�ंदी भााषा परीक्षा उत्तीीर्णण करीील.
या परीक्षा उत्तीीर्णण होईपर्यंंत, ती व्यक्ती, वार्षिि¨िक वेेतनवााढीीसाठीी किं�ंवा पुुढीील पदोन्नतीीच्या पदांं�वरील पदोन्नतीीसाठीी पात्र असणाार नााही.
६. संंगणक हााताळणी प्रमााणपत्र :- नि�यम ३ मध्येे नमूूद केेलेेल्या पदाावर नाामनि�र्देेशनााद्वाारेे नि�युुक्त केेलेेल्या व्यक्तीनेे, अगोदरच
संंगणक हातााळणीी प्रमाणपत्र धाारण केेलेेलेे नसेेल किं�ंवा असेे प्रमाणपत्र धाारण करण्यापासूून ति�लाा सूूट देेण्यात आली नसेेल तर, ती व्यक्ती,
शासनाानेे, त्याबाबतीत वेेळोवेेळीी विि¦हि�त केेलेेलेे संंगणक हातााळणीी प्रमाणपत्र, नि�युुक्तीनंंंतर विि¦हि�त काालमर्याा�देेत धाारण करीील, अन्यथाा,
ती व्यक्ती, तेे प्रमाणपत्र धाारण करीीपर्यंंत, वार्षिि¨िक वेेतनवााढीीसाठीी किं�ंवा पुुढीील पदोन्नतीीच्या पदाावरील पदोन्नतीीसाठीी पात्र असणाार नााही.
७. लहाान कुुटुंंȾबाचेे घोोषणाापत्र :- (१) नि�यम ३ मध्येे नमूूद केेलेेल्या पदाावर नाामनि�र्देेशनााद्वाारेे नि�युुक्तीसाठीी शि�फाारस केेलेेली
व्यक्ती, महााराष्ट्र नाागरी सेेवा (लहान कुुटुंंȾबाचेे प्रति�ज्ञाापन) नि�यम, २००५ याच्या तरतुुदींंनुुसार किं�ंवा शासनाानेे, याबाबत वेेळोवेेळीी केेलेेलेे
अन्य कोणतेेही नि�यम, कााढलेेलेे आदेेश किं�ंवा कोणतेेही संंलेेख यांं�नुुसार लहान कुुटुंंȾबाचेे प्रति�ज्ञाापन सादर करीील.
(२) लहान कुुटुंंȾबाचेे प्रति�ज्ञाापन सादर करण्याच्या दि�नांं�काास, दोनपेेक्षा अधि�क अपत्येे असणाारी व्यक्ती, शासकीीय सेेवेेतील
नि�युुक्तीसाठीी अपात्र असेेल.
(३) एखाद्या व्यक्तीची शासकीीय सेेवेेत नि�युुक्तीपूूर्वीी किं�ंवा त्यानंंंतर, जर ति�लाा, नि�युुक्तीच्या वेेळीी किं�ंवा त्यानंंंतर दोनपेेक्षा अधि�क
अपत्येे असल्याचेे सि�द्ध झाालेे तर, ती व्यक्ती, शासकीीय सेेवेेतील उक्त पदाावर नि�यमि�तपणेे ठेेवण्यासाठीी अपात्र असेेल.
८. बदलीी संंबंंधाातील तरतूूद :- नि�यम ३ मध्येे नमूूद केेलेेल्या पदाावर नि�युुक्त केेलेेली व्यक्ती, राज्यस्तराावर ठेेवण्यात आलेेल्या
सेेवाज्येेष्ठताा सूूचीनुुसार, महााराष्ट्र राज्यात कोठेेही बदलीीसाठीी पात्र असेेल.
९. इतर आदेेश / नि�यम लागूू होणेे :- कोणत्याही शासकीीय कर्ममचााऱ्याच्या नि�युुक्तीपूूर्वीी किं�ंवा त्यानंंंतर, शासनाानेे वेेळोवेेळीी
नि�र्गगगमि�त केेलेेलेे कोणतेेही नि�यम किं�ंवा नि�र्णणय यांं�मध्येे शासनाानेे विि¦नि�र्दि�िष्ट केेलेेल्या अटी व शर्ती देेखील नि�यम ३ मध्येे नमूूद केेलेेल्या पदाावर
नि�युुक्त केेलेेल्या व्यक्तीस लागूू असतीील.

NOTIFICATION
Constitution of India.
No. RTR-1517/CR.250/EST(Tech).— In exercise of the powers conferred by the proviso to article
309 of the Constitution of India and in supersession of all the existing rules, orders or instruments
made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules
regulating recruitment to the post of Junior Engineer (Mechanical), Group B (Non-Gazetted),
in the Engineering Service under the administrative control of the Water Resources Department of
the Government of Maharashtra, namely :—
1. Short title and commencement- (1) These rules may be called the Junior Engineer
(Mechanical), Group B (Non-Gazetted) in the Engineering Service under the administrative control
of the Water Resources Department (Recruitment) Rules, 2026.
(2) These rules shall come into force on the date of publication of these rules in the Maharashtra
Official Gazette.
2. Definitions- In these rules, unless the context requires otherwise,—
(a) “Appointing Authority” means the Minister of the Department who shall be the competent
authority to appoint on the post of Junior Engineer (Mechanical), Group B (Non-Gazetted);
(b) “Degree” means a degree of any discipline of a statutory university or any other
qualification declared by the Government to be equivalent thereto;
(c) “Department” means the Water Resources Department of the Government of
Maharashtra;
(d) “Departmental Examination” means examination conducted by the Maharashtra
Engineering Training Academy, Nashik in accordance with the Junior Engineer in the Water
Resources Department Departmental Examination (for confirmation) Rules, 2024;
(e) “Diploma” means a diploma of a recognized institution;
(f) “Government” means Government of Maharashtra;
3. Appointment to the post of the Junior Engineer (Mechanical), Group B (Non-Gazetted) in
the Engineering Service under the administrative control of the Water Resources Department shall
be made by nomination from amongst the candidates recommended by the Maharashtra Public
Service Commission on the basis of result of the Competitive Examination conducted therefor, who
fulfils the following criteria, namely:-
(i) Age Limit-
(A) Lower Age Limit- Eighteen years of age completed as on the last date of receipt of
application as per the advertisement for recruitment to the post.
(B) Upper Age Limit- Thirty-eight years of age completed for the persons not belonging to
reserved category and forty-three years of age completed for the persons belonging to reserved category
as on the last date of receipt of application as per the advertisement for recruitment to the post.
(ii) Minimum Educational Qualification- A person holding diploma or degree in Mechanical
Engineering or Automobile Engineering or Production Engineering or Production Technology.
4. Provision for Departmental Examination- A person appointed to the post mentioned
in rule 3 by nomination, shall be required to pass the Departmental Examination, within the time
limit or opportunities, unless he has been exempted from passing the same. If the person does not
pass the Departmental Examination within the prescribed time limit or opportunities, then he shall
not be eligible for annual increment or promotion to the next promotional post and shall loose his
seniority, until the person passes the said Examination.

5. Hindi and Marathi Languages Examination- A person appointed to the post mentioned
in rule 3 by nomination shall pass the Marathi and Hindi languages examinations as per the rules
made in that behalf by the Government, from time to time, within the prescribed time limit after
appointment, unless he has already passed or has been exempted from passing those examinations.
He shall not be eligible for annual increment or promotion to the next promotional post, until he
passes those examinations.
6. Certificate in Computer Operations- A person appointed to the post mentioned in rule
3 by nomination shall possess a Certificate of Computer Operations prescribed by the Government,
from time to time, within the prescribed time limit after appointment, unless he already possesses
or has been exempted from possessing such certificate otherwise, he shall not be eligible for annual
increment or promotion to the next promotional post, until he possesses the same.
7. Declaration of Small Family- (1) A person recommended for appointment by nomination
to the post mentioned in rule 3 shall submit a declaration of Small Family as per the provisions of
the Maharashtra Civil Services (Declaration of Small Family) Rules, 2005 or any other rules, orders
or any instruments issued in this behalf by the Government, from time to time.
(2) A person having more than two children on the date of submission of Declaration of Small
Family shall be disqualified for the appointment in Government Service.
(3) After appointment of a person in the Government service, if it is proved that he has more than
two children at the time of appointment or thereafter, then he shall be disqualified for continuing
on the said post in Government Service.
8. Provision regarding transfers- A person appointed to the post mentioned in rule 3 shall
be liable to be transferred anywhere in the State of Maharashtra, as the seniority list of the said
post is maintained at State level.
9. Applicability of other Orders/Rules- The terms and conditions specified by the
Government, in any rules, or resolutions issued by Government from time to time, before or subsequent
to the appointment of any Government Servant shall also be applicable to the person appointed on
the post mentioned in rule 3.
