क्रमांं�क संंकीर्णण-२०२४/प्र.क्र.२१७/आस्थाा-१(ई-१२९२१८६/१७३६०७५).— भाारतााच्या संंविि¦धाानााच्या अनुुच्छेेद ३०९ च्या

परंंतुुकााद्वाारेे प्रदाान केेलेेल्या अधि�काारांं�चाा वापर करून आणि� याबाबतीत केेलेेलेे सर्वव विि¦द्यमाान नि�यम, आदेेश व संंलेेख यांं�चेे अधि�क्रमणण

करून, महााराष्ट्रााचेे राज्यपाल, याद्वाारेे, महााराष्ट्र शासनााच्या महसूूल विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील नि�वडश्रेेणीी अपर जि�ल्हाधि�काारी,

अपर जि�ल्हाधि�काारी, नि�वडश्रेेणीी उप जि�ल्हाधि�काारी, उप जि�ल्हाधि�काारी, तहसि�लदाार, गट-अ व नाायब तहसि�लदाार, गट-ब (राजपत्रि�त)

या पदााच्या सेेवाप्रवेेशाचेे विि¦नि�यमन करणाारेे पुुढीील नि�यम करीीत आहेेत :—

१.

या नि�यमांं�स, नि�वडश्रेेणीी अपर जि�ल्हाधि�काारी, अपर जि�ल्हाधि�काारी, नि�वडश्रेेणीी उप जि�ल्हाधि�काारी, उप जि�ल्हाधि�काारी,

तहसि�लदाार, गट-अ व नाायब तहसि�लदाार, गट-ब (राजपत्रि�त) सेेवाप्रवेेश नि�यम, २०२६ असेे म्हणाावेे.

२. या नि�यमाात संंदर्भाभाा�नुुसार दुुसराा अर्थथ अपेेक्षििȦत नसेेल तर,—

(क) “नि�युुक्ती प्रााधि�काारी” याचाा अर्थथ,—

(एक) मुुख्यमंंत्री, महााराष्ट्र राज्य, हेे नि�वडश्रेेणीी अपर जि�ल्हाधि�काारी, अपर जि�ल्हाधि�काारी व नि�वडश्रेेणीी उप

जि�ल्हाधि�काारी, गट-अ या पदाावर उमेेदवााराची नि�युुक्ती करण्यासाठीी सक्षम प्राधि�काारी असतीील ;

(दोन) विि¦भाागाचेे प्रभाारी मंंत्री, हेे उप जि�ल्हाधि�काारी, तहसि�लदाार, गट-अ व नाायब तहसि�लदाार, गट-ब (राजपत्रि�त)

या पदाावर उमेेदवााराची नि�युुक्ती करण्यासाठीी सक्षम प्राधि�काारी असतीील ;

असा आहेे ;

(ख) “पदवीी” याचाा अर्थथ, सांं�विि¦धि�क विि¦द्यापीठाची कोणणत्याही शाखेेतील पदवीी किं�ंवा शासनाानेे त्याच्याशी समतुुल्य म्हणूून

घोोषिि¨त केेलेेली अन्य कोणतीीही अर्हहताा, असा आहेे;

(ग) “वि�भााग” याचाा अर्थथ, महााराष्ट्र शासनााचाा महसूूल विि¦भााग, असा आहेे;

(घ) “आयोग” याचाा अर्थथ, महााराष्ट्र लोकसेेवा आयोग, असा आहेे;

(ड) “पदोन्नतीची पात्रता” याचाा अर्थथ, शासनााच्या सामाान्य प्रशासन विि¦भाागानेे वेेळोोवेेळी कााढलेेलेे नि�यम, शासन नि�र्णणय

किं�ंवा आदेेश यांं�मध्येे पदोन्नतीीसाठीी विि¦नि�र्दि�िष्ट केेलेेल्या अटी व शर्तीनुुसार असलेेली पदोन्नतीीची पात्रताा, असा आहेे;

(च) “शाासन” याचाा अर्थथ, महााराष्ट्र शासन, असा आहेे;

३. “नि�वडश्रेेणीी अपर जि�ल्हाधि�काारी,गट-अ” या पदाावरील नि�युुक्ती,—

(क) “अपर जि�ल्हाधि�काारी, गट-अ” हेे पद धाारणण करणााऱ्या तसेेच उक्त पदाावर तीन वर्षांंɕहूून कमीी नसेेल इतकीी नि�यमि�त व

अखंंड सेेवा झाालेेल्या व्यक्तींंमधूून ज्येेष्ठतेेच्या आधाारेे, पदोन्नतीीसाठीी पात्र असणााऱ्या योग्य व्यक्तींंच्या पदोन्नतीीनेे करण्यात येेईल;

४. “अपर जि�ल्हाधि�काारी, गट-अ” या पदाावरील नि�युुक्ती,-

(क) “नि�वडश्रेेणीी उप जि�ल्हाधि�काारी, गट-अ” हेे पद धाारणण करणााऱ्या तसेेच उक्त पदाावर तीन वर्षांंɕहूून कमीी नसेेल इतकीी

नि�यमि�त व अखंंड सेेवा झाालेेल्या व्यक्तींंमधूून ज्येेष्ठतेेच्या आधाारेे, पदोन्नतीीसाठीी पात्र असणााऱ्या योग्य व्यक्तींंच्या पदोन्नतीीनेे

करण्यात येेईल;

५. “नि�वडश्रेेणीी उप जि�ल्हाधि�काारी, गट-अ” या पदाावरील नि�युुक्ती,—

(क) “उप जि�ल्हाधि�काारी, गट-अ” हेे पद धाारणण करणााऱ्या तसेेच उक्त पदाावर तीन वर्षांंɕहूून कमीी नसेेल इतकीी नि�यमि�त व

किं�ंवा

(ख) पदोन्नतीीनेे योग्य उमेेदवाार उपलब्ध न झााल्यास, सामाान्य प्रशासन विि¦भाागानेे, त्याबाबतीत, वेेळोोवेेळी, केेलेेल्या अटी व

शर्तींंनाा अनुुसरून, शासनााचाा मंंत्राालयीन अर्हहतााप्राप्त अवर सचि�व

हेे पद धाारणण करणााऱ्या अधि�कााऱ्याच्या प्रति�नि�युुक्तीनेे करण्यात येेईल.

६. “उप जि�ल्हाधि�काारी, गट-अ” या पदाावरील नि�युुक्ती एकतर,—

(क) “तहसि�लदाार, गट-अ” हेे पद धाारणण करणााऱ्या तसेेच उक्त पदाावर तीन वर्षांंɕहूून कमीी नसेेल इतकीी नि�यमि�त व अखंंड

सेेवा झाालेेल्या व्यक्तींंमधूून ज्येेष्ठतेेच्या आधाारेे, पदोन्नतीीसाठीी पात्र असणााऱ्या योग्य व्यक्तींंच्या पदोन्नतीीनेे करण्यात येेईल; किं�ंवा

(ख) आयोगामाार्फफत घेेण्यात आलेेल्या स्पधाा� परीक्षेेच्या नि�काालाच्या आधाारेे, आयोगानेे शि�फाारस केेलेेल्या उमेेदवाारांं�मधूू

न

नाामनि�र्देेशनााद्वाारेे, पुुढीील नि�कष

पूूर्णण करणााऱ्या उमेेदवाारांं�मधूू

न करण्यात येेईल:-

(एक) वयोमर्या�दाा,—

(एक) कि�माान वयोमर्याा�दाा.— उक्त पदााच्या भरतीसाठीी जाहि�राातीत नमूूद केेलेेल्या अर्जज स्वीकृृतीच्या अंंति�म

दि�नांं�काास अठराा वर्षांंɕपेेक्षाा कमीी वयाचाा नसाावा.

(दोन) कमााल वयोमर्याा�दाा.— उक्त पदााच्या भरतीसाठीी जाहि�राातीत नमूूद केेलेेल्या अर्जज स्वीकृृतीच्या अंंति�म

दि�नांं�काास राखीव प्रवर्गांंɕतील नसलेे

ल्या व्यक्तींंसाठीी वय ३८ वर्षांंɕपेेक्षाा अधि�क नसाावेे आणि� राखीव प्रवर्गांंɕतील

व्यक्तींंसाठीी वय ४३ वर्षांंɕपेेक्षाा अधि�क नसाावेे.

(दोन) कि�मा

ान शैैक्षणि�क अर्हताा.— पदवीी धाारणण केेलेेली आहेे, असा उमेेदवाार;

(ग) पदोन्नतीीनेे किं�ंवा सरळसेेवेेनेे नि�युुक्ती करताानाा योग्य उमेेदवाार उपलब्ध न झााल्यास, सामाान्य प्रशासन विि¦भाागानेे,

त्याबाबतीत, वेेळोोवेेळी, केेलेेल्या अटी व शर्तींंनाा अनुुसरून, शासनााचाा मंंत्राालयीन अर्हहतााप्राप्त अवर सचि�व

हेे पद धाारणण करणााऱ्या

अधि�कााऱ्याच्या प्रति�नि�युुक्तीनेे करण्यात येेईल.

७. “तहसि�लदा

ार, गट-अ” या पदाावरील नि�युुक्ती एकतर,—

(क) “नाायब तहसि�लदाार, गट-ब (राजपत्रि�त)” हेे पद धाारणण करणााऱ्या तसेेच उक्त पदाावर तीन वर्षांंɕहूून कमीी नसेेल इतकीी

करण्यात येेईल;

पूूर्णण करणााऱ्या उमेेदवाारांं�मधूू

न करण्यात येेईल:-

(एक) वयोमर्या�दाा,-

दि�नांं�काास अठराा वर्षांंɕपेेक्षाा कमीी वयाचाा नसाावा.

दि�नांं�काास राखीव प्रवर्गांंɕतील नसलेे

व्यक्तींंसाठीी वय ४३ वर्षांंɕपेेक्षाा अधि�क नसाावेे.

(दोन) कि�मा

ान शैैक्षणि�क अर्हताा,- पदवीी धाारणण केेलेेली आहेे, असा उमेेदवाार;

८. “नाायब तहसि�लदाार, गट-ब (राजपत्रि�त)” या पदाावरील नि�युुक्ती एकतर,—

(क) “सहाायक महसूूल अधि�काारी, गट-क” आणि� “मंंडळ अधि�काारी, गट-क” हेे पद धाारणण करणााऱ्या तसेेच उक्त पदाावर

तीन वर्षांंɕहूून कमीी नसेेल इतकीी नि�यमि�त व अखंंड सेेवा झाालेेल्या व्यक्तींंमधूून, ज्येेष्ठतेेच्या आधाारेे, पदोन्नतीीसाठीी पात्र असणााऱ्या

योग्य व्यक्तींंच्या पदोन्नतीीनेे करण्यात येेईल; किं�ंवा

स्पष्टीकरण.— सहाायक महसूूल अधि�काारी, गट-क किं�ंवा मंंडळ अधि�काारी, गट-क यांं�चीी ज्येेष्ठताा सूूची, त्यांं�च्या नि�युुक्तीच्या

दि�नांं�कााआधाारेे संंबंंधि�त महसुुली विि¦भाागस्तराावर तयाार करण्यात येेईल.

समजाा, उक्त दोन्ही पदेे धाारणण करणााऱ्या दोन किं�ंवा अधि�क अधि�कााऱ्यांं�चीी नि�युुक्ती एकााच दि�वशीी झाालेेली असल्यास, त्यांं�चीी

ज्येेष्ठताा त्यांं�च्या नि�म्न पदाावरील नि�युुक्तीच्या दि�नांं�काानुुसार नि�श्चिĐित करण्यात येेईल.

तसेेच नि�म्न पदाावरील नि�युुक्तीचाा दि�नांं�कहीी समाान असल्यास, ज्येेष्ठताा नि�श्चिĐित करताानाा वयानेे ज्येेष्ठ अधि�कााऱ्यास प्राधाान्य

देेण्यात येेईल.

पूूर्णण करणााऱ्या उमेेदवाारांं�मधूू

न करण्यात येेईल :—

(एक) वयोमर्या�दाा,—

दि�नांं�काास अठराा वर्षांंɕपेेक्षाा कमीी नसाावेे.

दि�नांं�काास राखीव प्रवर्गांंɕतील नसलेे

व्यक्तींंसाठीी वय ४३ वर्षांंɕपेेक्षाा अधि�क नसाावेे.

(दोन) कि�मा

ान शैैक्षणि�क अर्हताा,- पदवीी धाारणण केेलेेली आहेे, असा उमेेदवाार;

९. नि�यम ३ तेे ८ मध्येे नमूूद केेलेेल्या पदांं�वरील नि�युुक्ती ही, नि�युुक्ती प्राधि�कााऱ्याच्या माान्यतेेनेे करण्यात येेईल.

१०. (क) नि�यम ६ मध्येे नमूूद केेलेेल्या पदाावर पदोन्नतीीनेे व नाामनि�र्देेशनाानेे अनुुक्रमेे ६०:४० या प्रमााणाात नि�युुक्ती करण्यात येेईल.

(ख) नि�यम ७ मध्येे नमूूद केेलेेल्या पदाावर पदोन्नतीीनेे व नाामनि�र्देेशनाानेे अनुुक्रमेे ६०:४० या प्रमााणाात नि�युुक्ती करण्यात येेईल.

(ग) नि�यम ८ मध्येे नमूूद केेलेेल्या पदाावर पदोन्नतीीनेे व नाामनि�र्देेशनाानेे अनुुक्रमेे ८०:२० या प्रमााणाात नि�युुक्ती करण्यात येेईल :

परंंतुु, सहाायक महसूूल अधि�काारी, गट-क आणि� मंंडळ अधि�काारी, गट-क या संंवर्गाा�तीील व्यक्तींंनाा पदोन्नतीी देेण्याचेे प्रमााणण,

प्रत्येेक विि¦भाागासाठीी प्रत्येेक संंवर्गाा�चीी संंख्या विि¦चाारात घेेऊन शासनााकडूून सर्वसााधाारणण किं�ंवा विि¦शेेष आदेेश अथवाा शासन नि�र्णणयाद्वाारेे

विि¦नि�र्दि�िष्ट करण्यात येेईल त्याप्रमााणेे असेेल.

११. नि�यम ६, ७ व ८ मध्येे नमूूद केेलेेल्या पदांं�वर नाामनि�र्देेशनाानेे नि�युुक्ती झाालेेल्या आणि� एकत्रि�त परि�वीक्षााधीन प्रशि�क्षणण काार्ययक्रम

(सीपीटीपी) या अंंतर्गगगत प्रशि�क्षणण घेेणााऱ्या उमेेदवाारास, त्याची सेेवाज्येेष्ठताा संंबंंधाातील बाबी, विि¦भाागीय परीक्षाा, व इतर सेेवा संंबंंधि�त बाबी

यांं�चेे, सामाान्य प्रशासन विि¦भाागाद्वाारेे, वेेळोोवेेळी, कााढलेेल्या नि�यम व विि¦नि�यम यांं�नुुसार विि¦नि�यमन करण्यात येेईल. तथाापि�, जर उमेेदवाार हा

विि¦हि�त केेलेेल्या काालमर्याा�देेत उक्त प्रशि�क्षणण काार्ययक्रम (सीपीटीपी) समााधाानकाारकरीीत्या पूूर्णण करण्यात अपयशी झााल्याचेे आढळूून आला

तर, त्याची सेेवा समााप्त केेली जाण्यास पात्र असेेल.

१२. (क) नि�यम ३, ४, ५, ६, ७ व ८ मध्येे नमूूद केेलेेल्या पदांं�वर पदोन्नतीीनेे नि�युुक्त कराावयाची व्यक्ती, उक्त पदाावर पदोन्नतीी

देेण्यापूूर्वीी अगोदरच हिं�ंदी भााषा व मरााठीी भााषा परीक्षाा उत्तीीर्णण नसेेल किं�ंवा त्या परीक्षाा उत्तीीर्णण होण्यापासूून ति�लाा सूूट देेण्यात आलेेली नसेेल

तर, ती, त्याबाबतीत, शासनाानेे, वेेळोोवेेळी केेलेेल्या नि�यमांं�नुुसार हिं�ंदी भााषा व मरााठीी भााषा परीक्षाा उत्तीीर्णण करीील.

(ख) नि�यम ६, ७ व ८ मध्येे नमूूद केेलेेल्या पदांं�वर नाामनि�र्देेशनााद्वाारेे नि�युुक्त केेलेेली व्यक्ती, अगोदरच हिं�ंदी भााषा व मरााठीी

भााषा परीक्षाा उत्तीीर्णण नसेेल किं�ंवा त्या परीक्षाा उत्तीीर्णण होण्यापासूून ति�लाा सूूट देेण्यात आलेेली नसेेल तर, ती, त्याबाबतीत, शासनाानेे,

वेेळोोवेेळी केेलेेल्या नि�यमांं�नुुसार, नि�युुक्तीनंंंतर विि¦हि�त काालमर्याा�देेत हिं�ंदी भााषा व मरााठीी भााषा परीक्षाा उत्तीीर्णण करीील. ती व्यक्ती, या

परीक्षाा उत्तीीर्णण होईपर्यंंत, वार्षिि¨िक वेेतनवााढीीसाठीी किं�ंवा पुुढीील पदोन्नतीीच्या पदांं�वरील पदोन्नतीीसाठीी पात्र असणाार नााही.

१३. (क) नि�यम ३, ४, ५, ६, ७ व ८ मध्येे नमूूद केेलेेल्या पदांं�वर पदोन्नतीीनेे नि�युुक्त कराावयाची व्यक्ती, उक्त पदाावर पदोन्नतीी

देेण्यापूूर्वीी अगोदरच संंगणक हातााळणीी प्रमााणणपत्र धाारणण करीीत नसेेल किं�ंवा असेे प्रमााणणपत्र धाारणण करण्यापासूून ति�लाा सूूट देेण्यात आली

नसेेल तर, ती, याबाबतीत शासनाानेे, वेेळोोवेेळी, केेलेेल्या नि�यमांं�नुुसार किं�ंवा आदेेशांं�नुुसार विि¦हि�त केेलेेलेे संंगणक हातााळणीी प्रमााणणपत्र

धाारणण करीील.

(ख) नि�यम ६, ७ व ८ मध्येे नमूूद केेलेेल्या पदांं�वर नाामनि�र्देेशनााद्वाारेे नि�युुक्त कराावयाच्या व्यक्तीनेे, ति�लाा संंगणक हातााळणीी

प्रमााणणपत्र धाारणण करण्यापासूून सूूट देेण्यात आली नसेेल तर, ती, याबाबतीत, शासनाानेे, वेेळोोवेेळी, केेलेेलेे नि�यम किं�ंवा कााढलेेलेे

आदेेश यांं�द्वाारेे विि¦हि�त केेलेेलेे संंगणक हातााळणीी प्रमााणणपत्र, नि�युुक्तीनंंंतर विि¦हि�त काालमर्याा�देेत धाारणण करीील. ती व्यक्ती, तेे प्रमााणणपत्र

धाारणण करीीपर्यंंत, वार्षिि¨िक वेेतनवााढीीसाठीी किं�ंवा पुुढीील पदोन्नतीीच्या पदाावरील पदोन्नतीीसाठीी पात्र असणाार नााही.

१४. (क) नि�यम ६,७ व ८ मध्येे नमूूद केेलेेल्या पदाावर नाामनि�र्देेशनााद्वाारेे नि�युुक्त केेलेेली व्यक्ती, महााराष्ट्र नाागरी सेेवा (लहान

कुुटुंंȾबाचेे प्रति�ज्ञाापन) नि�यम, २००५ याच्या तरतुुदींंनुुसार किं�ंवा याबाबत, शासनाानेे, वेेळोोवेेळी, केेलेेलेे अन्य कोणतेेही नि�यम, कााढलेेलेे

आदेेश किं�ंवा कोणतेेही संंलेेख यांं�नुुसार लहान कुुटुंंȾबाचेे प्रति�ज्ञाापन सादर करीील, अन्यथाा अशी व्यक्ती उक्त पदाावर नि�युुक्तीसाठीी पात्र

असणाार नााही.

(ख) लहान कुुटुंंȾबाचेे प्रति�ज्ञाापन सादर करण्याच्या दि�नांं�काास, दोनपेेक्षाा अधि�क अपत्येे असणाारी व्यक्ती, शासकीीय सेेवेेतील

नि�युुक्तीसाठीी अपात्र असेेल.

(ग) एखाद्या व्यक्तीची शासकीीय सेेवेेत नि�युुक्ती झााल्यानंंंतर, जर ति�लाा, नि�युुक्तीच्या वेेळी किं�ंवा त्यानंंंतर दोनपेेक्षाा अधि�क

अपत्येे असल्याचेे सि�द्ध झाालेे तर, ती व्यक्ती, शासकीीय सेेवेेतील उक्त पदाावर काायम राहण्यास अपात्र असेेल.

१५. नि�यम ३, ४, ५, ६, ७ व ८ मध्येे नमूूद केेलेेल्या पदांं�वर नि�युुक्त केेलेेल्या व्यक्तींंची ज्येेष्ठताा यादी राज्यस्तराावर ठेेवली जाणाार

असल्यानेे, सदर पदांं�वर नि�युुक्त केेलेेली कोणतीीही व्यक्ती महााराष्ट्र राज्यात कोठेेही बदलीीसाठीी पात्र असेेल.

कोणणत्याही शासकीीय कर्ममचााऱ्याच्या नि�युुक्तीआधी किं�ंवा नि�युुक्तीनंंंतर, शासनाानेे, वेेळोोवेेळी, नि�र्गगगमि�त केेलेेलेे कोणतेेही

नि�यम किं�ंवा घेेतलेेलेे नि�र्णणय यांं�मध्येे, शासनाानेे विि¦नि�र्दि�िष्ट केेलेेल्या अटी व शर्ती संंबंंधि�त शासकीीय कर्ममचााऱ्यास देेखील लागूू असतीील.

Constitution of India.

No. Misc. 2024/C.R.217/EST-01(E-1292186/1736075).— In exercise of the powers conferred by

the proviso to article 309 of the Constitution of India and in supersession of all the existing rules,

orders or instruments made in this behalf, the Governor of Maharashtra is hereby pleased to make

the following rules regulating recruitment to the posts of Selection Grade Additional Collector,

Additional Collector, Selection Grade Deputy Collector, Deputy Collector, Tahsildar Group-A and

Naib Tahsildar, Group-B (Gazetted) under the administrative control of the Revenue Department

of the Government of Maharashtra, namely :—

1. These rules may be called the Selection Grade Additional Collector, Additional Collector,

Selection Grade Deputy Collector, Deputy Collector, Tahsildar, Group-A and Naib Tahsildar, Group-B

(Gazetted) Recruitment Rules, 2026.

2. In these rules, unless the context requires otherwise,—

(a) “Appointing Authority” means,—

(i) the Chief Minister, Maharashtra State, shall be the competent authority to appoint

a candidate to the posts of Selection Grade Additional Collector, Additional Collector,

Selection Grade Deputy Collector, Group-A; and

(ii) the Minister-in-charge of the Department shall be the competent authority to

appoint a candidate to the posts of Deputy Collector, Tahsildar, Group-A and Naib Tahsildar,

Group- B (Gazetted);

(b) “Degree” means degree of any discipline of a Statuary University or any other

qualification declared by the Government to be equivalent thereto;

(d) “Commission” means the Maharashtra Public Service Commission;

(e) “Eligibility for promotion” means the eligibility for promotion in accordance with the

terms and conditions specified for promotion in Rules, Resolutions or Order issued by the General

Administration Department of the Government, from time to time;

(f) “Government” means the Government of Maharashtra.

3. Appointment to the post of the Selection Grade Additional Collector, Group-A shall be

made,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority

from amongst the persons holding the post of Additional Collector, Group-A and having not less

than three years regular and continuous service on the said post;

4. Appointment to the post of the Additional Collector, Group-A shall be made,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority

from amongst the persons holding the post of Selection Grade Deputy Collector, Group-A and

having not less than three years regular and continuous service on the said post;

5. Appointment to the post of the Selection Grade Deputy Collector, Group-A shall be made,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority

from amongst the persons holding the post of Deputy Collector, Group-A and having not less

than three years regular and continuous service on the said post; or

(b) by deputation of an eligible officer holding the post of Under Secretary to Government

in the Mantralaya Secretariat, in accordance with the terms and conditions issued by the

General Administration Department in that behalf, from time to time, if suitable candidates

by promotion is not available.

6. Appointment to the post of Deputy Collector, Group-A shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority

from amongst the persons holding the post of Tahsildar, Group-A and having not less than three

years regular and continuous service on the said post; or

(b) by nomination from amongst the candidates recommended by the Commission on the

basis of the result of the Competitive Examination conducted therefor, who fulfils the following

criteria, namely :—

(I) Age Limit.—

(i) Lower Age Limit.— Not less than eighteen years of age as on the last date of

receipt of applications as per advertisement for recruitment to the said post.

(ii) Upper Age Limit.— Not more than thirty-eight years of age for the persons

not belonging to reserved categories and not more than forty-three years of age for the

persons belonging to reserved categories as on the last date of receipt of applications

as per advertisement for recruitment to the said post.

(II) Minimum Educational Qualification.— A candidate possess a degree;

the Mantralaya Secretariat, in accordance with the terms and conditions issued by the General

Administration Department in that behalf, from time to time, if suitable candidates by promotion

or nomination is not available.

7. Appointment to the post of Tahsildar, Group-A shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority

from amongst the persons holding the post of Naib Tahsildar, Group-B (Gazetted) and having

not less than three years regular and continuous service on the said post; or

(b) by nomination from amongst the candidates recommended by the Commission on the

basis of the result of the Competitive Examination conducted therefor, who fulfils the following

criteria, namely :—

(I) Age Limit.—

(i) Lower Age Limit.— Not less than eighteen years of age as on the last date of

receipt of applications as per advertisement for recruitment to the said post.

(ii) Upper Age Limit.— Not more than thirty-eight years of age for the persons

not belonging to reserved categories and not more than forty-three years of age for the

persons belonging to reserved categories as on the last date of receipt of applications

as per advertisement for recruitment to the said post.

(II) Minimum Educational Qualification.— A candidate possess a degree;

8. Appointment to the post of Naib Tahsildar, Group-B (Gazetted) shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority

from amongst the persons holding the posts of Assistant Revenue Officer, Group-C and Circle

Officer, Group-C and having not less than three years regular and continuous service on the

said posts; or

Explanation.— The seniority list of the posts of Assistant Revenue Officer, Group-C and

Circle Officer, Group-C shall be prepared at the respective revenue division based on their date

of appointment.

In case two or more officers holding either of the said posts are appointed on the same date,

their seniority shall be determined according to the date of appointment to their feeder post.

Further, if the date of appointment to the feeder post is also the same, preference shall be

given to the officer who is senior in age while determining seniority,

(b) by nomination from amongst the candidates recommended by the Commission on the

basis of the result of the Competitive Examination conducted therefor, who fulfils the following

criteria, namely :—

(I) Age Limit,—

(i) Lower Age Limit.— Not less than eighteen years of age as on the last date of

receipt of applications as per advertisement for recruitment to the said post.

(ii) Upper Age Limit.— Not more than thirty-eight years of age for the persons

not belonging to reserved categories and not more than forty-three years of age for the

persons belonging to reserved categories as on the last date of receipt of applications

as per advertisement for recruitment to the said post.

(II) Minimum Educational Qualification,— A candidate possess a degree;

9. Appointment to the posts mentioned in rules 3 to 8 shall be made with the approval of the

Appointing Authority.

10. (a) Appointment to the post mentioned in rule 6 by promotion and nomination shall be

made in the ratio of 60:40, respectively.

(b) Appointment to the post mentioned in rule 7 by promotion and nomination shall be

made in the ratio of 60:40, respectively.

Provided that, the proportion in which persons from the cadre of Assistant Revenue Officer,

Group-C and Circle Officer, Group-C are to be promoted shall be as may be specified by the

Government by the general or specific order or Government Resolution for each Division after

considering the strength of each cadre.

11. A person appointed to the posts mentioned in rules 6, 7 and 8 by nomination undergoing

training under Combined Probationary Training Programme (CPTP), the service matters pertaining

to their seniority, departmental examination and other service matters shall be regulated by rules

and regulations prescribed by the General Administration Department, from time to time. However,

if a person fails to complete the said training programme (CPTP) satisfactorily, within the prescribed

period, his services shall be liable to be terminated.

12. (a) A person to be appointed to the posts mentioned in rules 3, 4, 5, 6, 7 and 8 by promotion

shall pass the Marathi and Hindi languages examination as per the rules made in this behalf by the

Government, from time to time, unless he has already passed or has been exempted from passing

those examinations, before getting promoted to the said post.

(b) A person appointed to the posts mentioned in rules 6, 7 and 8 by nomination shall

pass the Marathi and Hindi languages examination as per the rules made in this behalf by the

Government, from time to time, within the prescribed time limit after appointment, unless he

has already passed or has been exempted from passing those examinations. He shall not be

eligible for annual increment or promotion to the next promotional post until he passes those

examinations.

13. (a) A person to be appointed to the posts mentioned in rules 3, 4 5, 6, 7 and 8 by promotion

shall possess a Certificate of Computer Operations prescribed by rules or orders issued in that

behalf by the Government, from time to time, unless he already possess such Certificate or has been

exempted therefrom, before getting promoted to the said post.

(b) A person appointed to the posts mentioned in rules 6, 7 and 8 by nomination shall possess

a Certificate of Computer Operations prescribed by the Government, from time to time, within the

prescribed time limit after appointment, unless he already possessed or has been exempted from

possessing such Certificate, otherwise, he shall not be eligible for annual increment or promotion to

the next promotional post until he possesses the same.

14. (a) A person recommended for appointment by nomination to the posts mentioned in rules

6, 7 and 8 shall submit a declaration of Small Family as per the provision of the Maharashtra Civil

Services (Declaration of Small Family) Rules, 2005 or any other rules, orders or any instruments

issued in this behalf by the Government, from time to time.

(b) A person having more than two children on the date of submission of Declaration of

Small Family shall be disqualified for the appointment in Government Service.

for continuing on the said post in the Government service.

15. Any person appointed to the posts mentioned in rules 3, 4, 5, 6, 7 and 8 shall be liable to the

transferred anywhere in the State of Maharashtra, as a seniority list of the said posts is maintained

at State level.

16. The terms and conditions specified by the Government, in any rule, or resolution issued by

Government from time to time, before or subsequent to the appointment of any Government Servant

shall also be applicable to the concerned Government Servant.
