Central Stores Purchase Organisation

1. Sealed tender will be received on the form prescribed by the

Development Commissioner (Inds.) and Central Purchasing Officer in

his office at New Administrative Building, Opp. Mantralaya, Mumbai

400 032, and/or concerned Department upto the dates and time

mentioned for the supply of stores as per Schedules attached.

2. Prescribed Tender Form will be available from concerned office on

non-refundable payment basis on any working day between 11-30 a.m.

and 3-00 p.m.

2-A. Tenderers should quote rates for F.O.R. destination and submit

the quotation in Printed Tender Form. They should state the earliest

delivery period necessary for completion of the order.

3. The origin of stores offered whether Indian or Foreign and in the

case of the former State in which it is manufactured, should be clearly

stated against each article.

4. Tenderers should submit tenders in two envelopes as below :—

(A) The first envelope should contain technical information of the

unit such as—

(a) Demand Draft in respect of EMD,

(b) Copies of PMT SSI / CSPO / NSIC / DGS and D

Registration,

(d) VAT/CST Registration,

(e) Sales Tax/value added tax clearance certificate form the

competent authority upto 31st December of previous year,

(f) Details regarding participation of such Tender Enquiry in

the past, if any,

(g) If the tenderer is a trader he should furnish current &

Valid authorisation letter from the manufacturer,

(h) This envelope should be marked as “ Technical Tender

Envelope ”.

(B) The second envelope should contain only price Tender Form,

quotations and conditions.

This envelope should be marked as “ Commercial Tender

Envelope ”. Both the above envelopes should be put and sealed in a

single envelope while submitting to the purchaser with Tender No. and

date of opening of the tender.

Tenders should not submitted as per the above prescribed manner

will be treated as invalid.

The right to ignore any tender which fails to comply with the above

instructions is reserved. All outstation tenders should be sent within

time limit by Registered Post. Delay in postal delivery will not be

considered.

5. Opening of Tender.—The tenderers are at liberty to be present

or authorise their representative to be present at the opening of tender

at the time and date specified in the Schedule alongwith authorisation

letter.

6. The Development Commissioner (Inds.) and C.P.O. or any other

purchaser does not pledge himself to accept the lowest or any tender and

reserves to himself right of accepting the whole or any part of the tender

or portion of the quantity offered against any item and the tenderer shall

supply the same at the rate quoted. The tenderer is at liberty to quote

for the whole or any portion of the quantity of any item or state that the

rate quoted shall apply if the entire quantity of any such item is taken

from him.

7. In the event of the order being placed against any of the tenderers

and if the tender fails to supply any stores according to the terms and

conditions of acceptance of tender or fails to replace any stores rejected

by the Directorate or by any person on his behalf within such time as

may be stipulated. The Development Commissioner (Inds.) and Central

Purchasing Officer or any other purchaser shall be entitled to purchase

such stores from any other source and such price as the Development

Commissioner (Inds.) and Central Purchasing Officer or any other

purchaser shall in his sole discretion think fit.

If action as stipulated above is taken :—

(1)

The offer of the defaulting contractor will not be considered,

(2)

The defaulting contractor will be penalised to the extent of

the difference in the rates or 10 per cent of the value of the

earlier order, whichever is higher,

(3)

If the defaulting contractor fails to pay the penalty he will be

permanently deleted from the list of approved contractors of

the C.S.P.O. and the registration deposit of the contractors

will be forfeited to Government.

8. In the case of non-delivery and / or delayed delivery against an

order placed with the tenderer. The Development Commissioner (Inds.)

and Central Purchasing Officer, reserves to himself the right to impose

such penalty in his sole discretion as he thinks fit.

9. (a) Tenders should be accompanied by Earnest Money deposit as

indicated in Schedule attached (in Demand Draft). The Earnest Money

deposit will be forfeited if the tenderer fails to complete the contract

according to his tender, if accepted. Tender without Earnest Money

deposit will not be considered.

(b) Successful Tenderer will be required to pay a sum fixed by the

Development Commissioner (Inds.) and Central Purchasing Officer as

security deposit and enter into an agreement for the performance of the

contract.

Officer, Mumbai, may exempt firms of standing from payment of Earnest

Money deposit and / or security deposit in respect of tenders of contracts

placed by this office. If the firms produce from the Director of Supplies

and Disposals, Mumbai, a certificate to the effect that they are exempted

from payment of security deposit or Earnest Money deposit in the case

of contracts placed with them or tenders invited by Directorate General

of Supplies and Disposals, Government of India. The Development

Commissioner (Inds.) and Central Purchasing Officer, Mumbai,

however, reserves to himself the right to ask for security deposit from

them against any contracts placed with them by this office, if and when

found necessary by him.

(d) Following categories are exempted from payment of E.M.D. :—

(i)

Factory located in Maharashtra State quoting for the items

registered with D.G.S. and D.,

(ii) Government and Semi-Government undertakings,

(iii) S.S.I. Units permanently registered with D.I., Maharashtra

State and for the Items manufactured by them (Registration

should be valid),

(iv) S.S.I. Units registered with N.S.I.C. located anywhere in the

Country for the items manufactured by them,

(v)

Suppliers registered with C.S.P.O. (Maharashtra State) only

for the item mentioned in certificate (Registration should be

valid one) relevant copy of the certificate be attached to the

quotation failing which quotation will not be considered.

(N.B.—S.S.I. Units—Tenderers may refer the G. R. No. SPO. 1088/(2512)/IND-6, dated 2nd January 1992 for detailed information such as concessions,

preferences, reservation given to S.S.I. Units.)

The tenderers other than above categories should pay E.M.D. @

3% or maximum Rs. 5, 000 in the form of Demand Draft or Treasury

Chalan in the name of Development Commissioner (Inds.) and Central

Purchasing Officer, Mumbai ; failing which quotations will be rejected.

(e) The successful tenderers should pay Security Deposit @ 3% of the

Quantity Contract of purchase value, the amount mentioned in offer

letters. However, In the following categories of tenders are exempted

from the payment of the Security Deposit :—

(1) Supplier registered with D.G.S. and D. having factories in

Maharashtra.

(2) Supplier registered with C.S.P.O. on the list of approved

suppliers for the value of stores amounting to Rs. 25, 000

only.

(3) The S.S.I. Units permanently registered with Director

of Industries and the units registered or associated with

Maharashtra State Khadi and Village Industries Board

upto Rs. 50, 000 of purchase value.

As per 3 above for purchase of stores more than Rs. 50, 000, Security

Deposit will be charged @ 3% of the total value or Rs. 50, 000 maximum.

10. Certified copy of valid Sales Tax/VAT clearance certificate the

prescribed form should be enclosed with the tender. Quotations received

without the above certificate are liable to be rejected.

11. Samples.—Tender samples are not required unless specifically

called for quotations without samples / testing charges, where samples

are specifically called for are liable not be considered.

Samples should be affixed with a label showing—

(a) Name and address of the firm.

(b) Tender No.

12. Tenderers convicted on an offence under the Bombay Prohibition

Act, 1949, or the Bombay Opium Act, 1936, will be considered ineligible

for being given contracts.

13. Release of controlled materials.—Tenderers who do not stipulate

conditions regarding release of controlled materials may be given

preference.

14. Extension of time.—(i) As soon as it is apparent that contract dates

cannot be adhered to, an application shall be sent to the Development

Commissioner (Inds.) and Central Purchasing Officer.

(ii) Without prejudice to the foregoing rights, if such failure to

deliver in proper time as aforesaid shall have arisen from any cause,

which the Development Commissioner (Inds.) and Central Purchasing

Officer may admit as a reasonable ground for an extension of the time

(and his decision shall be final). He may allow such additional time as he

considers to be justified by the circumstances of the case.

(iii) Provided always that any failure or delay on the part of sub-

contractors though their employment may have been sanctioned shall

not be admitted as a reasonable ground for any extension of time or

for exempting contractor from liability for any such loss or damage, as

aforesaid and provided further that no extension shall be allowed unless

application for it shall, in the opinion of the Development Commissioner

(Inds.) and Central Purchasing Officer (which shall be final), have been

made and in his opinion is justified.

(iv) The Development Commissioner (Inds.) and Central Purchasing

Officer, Mumbai reserves the rights to call for break-up of the quotation

where necessary.

15. Offers Small Scale Industries quoting their registration number

with the Directorate of Industries, Maharashtra and National Small

Scale Industries Corporation (Government of India) shall be only for

items of approved programme of manufacture of the contesting Small

Scale Industries Unit. Likewise, the Offers of State Industrial Co-

operative Association, Maharashtra State shall be on behalf of the

member Industrial Co-operative Societies only and those of M.S.S.I.D.C.

shall be on behalf of S.S.I. Units registered with the Directorate of

Industries of Maharashtra State and restricted to products of their own

manufacture. S.S.I. Units holding single page registration certificate will

not be considered for E.M.D. exemption and other facilities/concessions

etc.

Note.—

(1) Tender Sample.—Analysis Reports on Tender Samples will not be

furnished to Tenderers.

(2) Quotations offered by Tenderers.—Tenderers should, if not in a

position to quote for entire quantity and for delivery as required, state

specifically the quantity which they can deliver at the prices quoted

and according to the required delivery silence on the point will entail

responsibility for supply at quoted prices in full quantities as per

required delivery.

(3) Packing.—Packing proposed to be employed should be clearly

stated giving details of the charges for all alternative pack.

(4) Failure to observed any of the conditions mentioned above will

result in the quotations being summarily rejected.

(5) N.B.—Special consideration would be given in the case of

Tenderers quoting the requirements of Maharashtra Government with

Indian Standards Specifications and those with quality markings.

Goods should be despatched at carrier’s risk failing which the should

be properly covered by transit insurance with Government Insurance

Fund, MHADA Building, Mumbai 400 051. However, the supplier

will be responsible until the entire stores contracted for arrive in good

condition at Destination.

16. General Instructions.—

(1)

Priced Tender Form should be returned duly filled, signed

with seal, failing which quotation will not be considered.

(2)

Tenderers should submit their quotations in original.

(3)

The tender should quote all inclusive (i.e. Basic Rate, State

and Central levies, packing, freight charges etc.) F.O.R.

Destination rate. The rate of VAT / CST included in the

above rate should be shown separately.

(4)

Fall Clause.—It is a condition of the contract that the price

at which the Contractor will supply the stores should not

exceed the lowest price charged by the Contractor to any

customer during the currency of the rate contract and

that in the event of the prices going down below the rate

contract prices the Contractor shall promptly furnish such

information to the Development Commissioner (Inds.) and

the concerned Purchasing Officer to enable him to amend

the contract rates for subsequent supplies.

Exact, earliest and clear delivery period should be quoted.

(6)

It will be the responsibility of the Tenderer to inform this

office within the validity period of the quotation in the

event of the stores offered ex-stocks being sold elsewhere.

Failure to comply with this instruction shall be construed

to mean that the stores are available ex-stock during the

validity period.

(7)

Tenderers should indicate the rates in Metric System of

Weights and Measures or in any equivalent Weights and

Measures before showing conversion rates.

(8)

Tenderers may quote rates for equivalent makes, stores also

and should indicate specifically the make of spare parts,

i.e. genuine, imported equivalent make or indigenous.

They are required to give guarantee for premature ware,

exact fitness and satisfactory performance of the parts

offered other than the genuine (original manufacture of the

machinery).

Ex-stock offer or those on Tenderer’s own import licence

will only be preferred.

(10) Tenderers should state the place of inspection of the stores

offered. If the goods are offered for inspection, outside

Maharashtra State, the Tenderer will have to bear all

expenditures of inspection carried out either by this

office or through the Directorate General of Supplies and

Disposals.

(11) The Tenderers should please note that Tender Form should

be filled in serial order of item Nos. 1, 2, 3 etc., and the rates

accordingly, typed in column No. 2 of the Printed Tender

Form, in original and also on the counterfoil the rate of

each item and other details should be given as required

under each column. If the specifications are different than

those prescribed in the tender, they should be shown on

a separate page but the rates for these items should be

indicated on the printed form.

(12) The samples for the quoted items must be submitted

alongwith quotations.

(13) Samples destroyed in tests will not be returned and no

payment made therefore.

(14) The tenderers will have to supply the stores exactly as per

Tender Enquiry Specification and will be responsible to

replace the defective supply at his risk and cost.

(15) The supplier should undertaken to extend the validity of

the Bank Guarantee, if offered as security deposit in case,

the supply of stores is delayed beyond the validity period of

the Bank Guarantee.

(16) Conditional offers received other than the specified conditions

mentioned in the tender enquiry are liable for rejection.

(17) Any correspondence regarding reduction in price unless

asked for after opening of tender enquiry will not be

entertained at all and their tender will be liable for

rejection.

(18) The tender should attach a copy of the power of attorney in

respect of the persons who attends the C.S.P.O. for tender

opening further follow-up work and also who is authorised

to sign tenders, agreement and other relevent documents.

(19) If there are any specific Government Directives such

as reservation of items for units in Maharashtra, non-

eligibility of price preference to SSI units etc. for particulars

item the same would be applicable irrespective of the fact

that it has not been incorporated in the tender notice.

(20) The tenderer should invariably quote a list of documents

enclosed with the tender and the list should be duly signed

by the authorised person.

(21) The firm from Mumbai, should submit the tender in P.T.F.

and the firm outside Mumbai who are not in a position to

purchase P.T.F. can enclose I.P.O./D.D. alongwith their

tender in lieu of P.T.F. but they should mentioned in their

tender that all tender enquiry conditions are acceptable

to them or Tender Notice is also available on the website.

A Copy of the Tender Form may also be downloaded from

the website www.maharashtra.gov.in such downloaded

form should be accompanies by an Indian Postal Order

or Demand Draft of Rs. 2, 000 in favour of Development

Commissioner (Industries) & C.P.O., Mumbai, at the time

of submission of the tender.

(22) The prices should be firm during the validity period of the

contract. No price escalation on any account shall be taken

into consideration.

अितवेेगवान Îटील गÎती नौका खरेेदी करणेेबाबत िनिवदाधारकांंसाठी अटी व शतȓ

ई-िनिवदा Ďमांंक: म¾Îय/सा/052801/344/Îटील नौका/2026-27

1.महाराÍĘ सागरी मासेमारी िनयमन (सुधारणा) अिधिनयम, 2021 या कायǏाची अंमलबजावणी कर½यासाठी

अितवेगवान Îटील गÎती नौका पुरवठा कर½याबाबत दोन िलफाफा पÁदतीने िनिवदा मागिव½यात येत आहे.

दोन (02) अितवेेगवान Îटील गÎती नौका खरेेदी- िवभागाकिरता 2 अितवेगवान Îटील गÎती नौका खरेदी

कर½यात येणार असुन ¾याअनुषंगाने िनिवदा भर½यात यावी. तसेच सदर´या अितवेगवान Îटील´या गÎती नौका

खरेदी कर½यात येणा-या कंपनी सोबत 5 वषɕ´या कायɕÂवयासाठीचा (Annual Maintenance Contract/AMC)

करारपĝ बंधनकारक असेल

2.तांंिĝक िनिवदा “Ģपĝ-1” व वािणȎ¶यक िनिवदा “Ģपĝ-2” अशा िलफाफा पÁदतीनेे िनिवदा मागिव½यात

येेत आहेेत.

3.खरेदी कर½यात येणा-या अितवेगवान Îटील गÎती नौकांचे तांिĝक िनकष सोबत जोडले आहेत. ¾यामÁये

दश«िवलेÊया पिरमानानुसार अितवेगवान Îटीलची गÎती नौका िवभागास बांधकाम करुन पुरवठा कर½यासाठी

पुढील अटी व शतȓ´या अिधन राहुन ई-िनिवदा मागिव½यात येत आहेत.

4.इ´छुक िनिवदाकाराने िनिवदा अज« व ¾यासोबतची कागदपĝे दोन िलफाफे पÁदतीनुसार िविहत Ģपĝातच

सादर करणे बंधनकारक राहील. सदर कागदपĝे Îकॅन करुन अपलोड कर½यात यावीत.

5.िनिवदे सोबत लागणारी बयाना र¯कम रुपये 10,00,000/- (अ©री दहा लाख रुपये माĝ) बीड िĢपरेशन´या

वेळेस ऑनलाईन (नेट बँिंकग/ डेिबट काड«/ Ďेिडट काड«) ǎारा भरणा करणे बंधनकारक राहील, सदर

र¯कमेवर कोणतेही Ëयाज अनुªेय नाही. परंतु राÍĘीय लघु उǏोग महामंडळाकडे (NSIC) आिण सुÑम व लघु.

मÁयम उǏोग िवकास अिधिनयम 2006 अंतग«त (MSME) उ¾पादक Çहणुन नोंदणीकृत असलेÊया सुÑम व

लघु. मÁयम उ¾पादक उǏोगांना िनिवदा शुÊक व बयाना र¯कम भर½यापासुन सुट दे½यात येत आहे.

याबाबतचा नोंदणीचा पुरावा सादर करणे आवÌयक आहे. संयु¯त उपĎम (Joint Venture) असेल तर Ģमुख

भागीदार (Lead Member) हे मÁयम, लघु व सुÑम उǏोजक Çहणून नोंदणी केलेला असावा, अÂयथा संयु¯त

उपĎम/कंपनीला EMD शुÊक भरणे आवÌयक आहे.

6.िनिवदाकाराने सादर केलेÊया िनिवदा Ģपĝा´या व सहपĝा´या Ģ¾येेक पानावर Îवत:ची Îवा©रीकरणेे

बंंधनकारक आहेे. ¾याचĢमाणे अटी व शतȓ माÂय असÊयाचे Ģमाणपĝ तांिĝक िलफाÄयात ठेवणे आवÌयक

आहे.

7.देकाराचा कालावधी िकमान 120 िदवसासाठी Đाǩ राहील.

अ) तांंिĝक िनिवदेेचा िलफाफा:

1.िनिवदा Ģपĝ- “1” मुळ Ģपĝात पुण« करुन ऑनलाईन सादर करावे.

2.तांिĝक िनिवदा Ģपĝ- “1” यामÁये दर नमुद केलेले नसावेत.

3.िवभागाकिरता 2 अितवेगवान Îटील गÎती नौका खरेदी कर½याचे ĢÎतािवत असुन Ģती अितवेगवान

Îटील गÎती नौका बांधकाम खरेदी खच« रु. 5.60 कोटी या Ģमाणे दोन अितवेगवान Îटील गÎती नौका

खरेदी रु. 11.20 कोटी अिधक जीएसटी इत¯या खचɕ´या मयɕदेत िनिवदा मागिव½यात येत असुन

सदर´या अितवेगवान Îटील´या गÎती नौका खरेदी कर½यात येणा-या कंपनी सोबत 5 वषɕ´या

कायɕÂवयासाठीचा (Annual Maintenance Contract/AMC) करारपĝ बंधनकारक असणार आहे.

¾याकरीता खालील नमुद िनकष पूण« करावे लागतील तसेच तांिĝक िनिवदे´या िलफाÄयात खालील

दÎतऐवज सादर करणे आवÌयक आहेत.

3.1.रुरुपयेे 10,00,000/- (अ©री दहा लाख रुपये माĝ) ची दश«नी हुंडी (राÍĘीयकृत बँकेची)

3.2.पुरवठाधारकास Îटील नौका बांधणी या कामांचा पुरेसा अनुभव आहे, तेच पुरवǸासाठी बोली

लाव½यास पाĝ असतील. Îटील नौका िंकवा लाँच यां´या उ¾पादनाशी संबंिधत कामे, आिण दुग«म

िठकाणी नौकांची देखभाल व दुरुÎती कर½याचा अनुभव, यो±य मनुÍयबळ व यंĝसामĐी असणे.

3.3.िनिवदाकारांनी संबंिधत Ģािधकरणांकडून पुरावा सादर करावा की, ¾यांनी मागील पाच वषȝत (¶या

मिहÂयात िनिवदा मागिव½यात आÊया आहेत, ¾या मिहÂया´या आधी´या मिहÂया´या शेवट´या िदवशी

संपणाÉया कालावधीत) Îटील नौका बांधणी करून पुरवठा समाधानकारकिर¾या पूण« केला आहे,

¶यामÁये ¾यांनी पुरवलेÊया Îटील नौका समाधानकारकिर¾या काय«रत आहेत आिण ¾यांची तपासणी

कर½यात आली आहे. बोली लावणाÉयाला पुरवǸा´या समाधानकारक अंमलबजावणीसाठी खालील

नमुद िनकष पूण« करावे लागतील:

3.4.Joint Venture (संयु¯त उपĎम) बाबतीत, िविवध भागीदारांमधील मूळ करारनामा िनिवदेसोबत सादर

केला जाईल; यामÁये नौका बांधकाम पुण« करुन पुरवठा कर½याची जबाबदारी Ģमुख भागीदाराची (Lead

Member) असेल. तथािप, पुरवठा पूण« कर½या´या आिण अंमलबजावणी´या कामासाठी Joint Venture

(संयु¯त उपĎम) मधील सव« भागीदार संयु¯तपणे जबाबदार असतील.

3.5.Joint Venture (संयु¯त उपĎम) मधील भागीदारांपैकी एकाची ओळख, वरील मुǈा Ď. ३.4 मÁये नमूद

केलेÊया करारामÁये, Ģमुख भागीदार (Lead Member) Çहणून केली जाईल आिण ¾याला

खरेदीदारासोबत करार कायɕȎÂवत कर½याचा अिधकार असेल. सव« आȌथक Ëयवहार आिण दािय¾व

Ģमुख भागीदारावर राहतील. Joint Venture (संयु¯त उपĎम) मÁये संबिधत Ģमुख भागीदार (Lead

Member) 51 ट¯के व इतरांची भागीदारी 49 ट¯के असावी.

3.6.मागील ५ वषȝमÁये शासन, साव«जिनक उपĎम (PSU) िंकवा संÎथांसाठी Îटील बोट/Îटील जलयान

(Steel Boats/Vessels) यां´या िडझाइन, बांधकाम व पुरवठा या Îवरूपाची समान Ģकारची कामे

यशÎवीरी¾या पूण« केÊयाचे शासन, साव«जिनक उपĎम यांनी िदलेले कायɕदेश (Work Orders) व पूण«ता

Ģमाणपĝे (Completion Certificates) सादर करावीत. संयु¯त उपĎम (Joint Venture) अंतग«त

केलेÊया कामांचाही िवचार कर½यात येईल. (वष« 2021-22, 2022-23,2023-24,2024-25,

2025-26).

वरील 05 वषȝत Îटील नौका िडजाईन बांधकाम व पुरवठा बाबत िकमान पुढीलĢमाणे समाधानकारक

काम पूण« केलेले असावे.

अ) कमीत कमी एक कायɕरंभ आदेशाची िंकमत रू.11.20 कोटी रकमेपे©ा कमी नाही. (जीएसटी वगळून).

ब) कमीत कमी दोन कायɕरंभ आदेश ¶यांची िंकमत रू.8.40 कोटी रकमेपे©ा कमी नाही. (जीएसटी

वगळून).

क) कमीत कमी तीन कायɕरंभ आदेश ¶यांची िंकमत रू.5.60 कोटी रकमेपे©ा कमी नाही. (जीएसटी

वगळून).

3.7.मागील तीन वषȝपैकी कोण¾याही एका वषɕत रु. 11.20 कोटी रुपये िंकवा ¾याहून अिधक वाȌषक

उलाढाल असणे आवÌयक आहे. िनिवदाकार कंपनीचे मागील तीन वषɕचे Ģमािणत जमाखचɕचे ताळेबंद

3.8.िनिवदाधारकाचे Îवत:चे (JV) असÊयास Ģमुख भागीदार (Lead Member) यांचे बोट िबÊडींग याड«ची

डायरे¯टोरेट जनरल ऑफ िशिंपग, पिरवहन व जलवाहतुक िवभाग, भारत सरकार यां´याकडे नोंदणी

झालेली असावी.

3.9.Îटील´या बोटी/जहाजे तयार कर½यासाठी आवÌयक असलेÊया सव« सुिवधांनी स¶ज असे Îवतःचे

िशपयाड«/वक« शॉप असÊयाचा पुरावा आिण सदर िशपयाड«/वक« शॉप मुंबई महानगर ©ेĝात (MMR) िंकवा

इतरĝ ȎÎथत असÊयाचा पुरावा सादर करावा.

3.10.भारतातील कोण¾याही सरकारी संÎथेǎारे कोण¾याही िनिवदा/बोली ĢिĎयेत सहभागी हो½यापासून

Ģितबंिधत/काÐया यादीत टाकलेले/रोखलेले नसÊयाचे घोषणापĝ आवÌयक आहे.

3.11.मािगल ७ वषȝतील खटले/लवाद Ģकरणाचे तपिशल सादर करावा.

4.Ģपĝ- “1” व “2” यामÁये कोणतीही खाडाखोड नसावी, असÊयास ती Îवा©ांिकत करावी.

5.िनिवदेमÁये ĢाÃत झालेÊया दराबाबत आवÌयक वाटÊयास वाटाघाटीने िनिǙती कर½याचे अिधकार

िनिवदा सिमतीस राहतील.

6.तांिĝक िनिवदा िलफाÄयात आवÌयक कागदपĝे नसÊयास ती िनिवदा तांिĝकदृÍǷा अवैध ठरिव½यात

येईल व ¾या िनिवदाधारकाचा वािणȎ¶यक िनिवदा Ģपĝ- “ब”चा िलफाफा उघड½यात येणार नाही.

7.िनिवदाधारकांस केंğ व रा¶य शासनाने िविहत केलेले कर (TAX) भरणा करणे बंधनकारक राहील.

ब) वािणȎ¶यक िनिवदेेचा िलफाफा:

ई-िनिवदा Ģपĝ 2- (BOQ) आयु¯त म¾ÎयËयवसाय, महाराÍĘ रा¶य, मुंबई कायɕलयामाफ« त

ऑनलाईन सादर केला आहे. तरी िनिवदा तयार करते वेळेस BOQ MS-Excel Sheet File मÁये आपले 02

गÎती नौकांकिरता एकूण िंकमत अिधक जीएसटी याĢमाणे दर नमुद करणे बंधनकारक राहील.

शासन िनण«य िद.02 जून, 2026 अÂवये Ģती गÎती नौका रु. 05.60 कोटी अिधक जीएसटी इत¯या

िकमंतीस Ģशासकीय माÂयता िदलेली आहे. ¾यानुसार 02 गÎती नौकांकिरता एकूण िंकमत रू.11.20 कोटी

अिधक जीएसटीसह रकमेस Ģितसादर Çहणून जो िनिवदाकार Âयुनतम दर सादर करेल अशा

िनिवदाधारकाची िनवड कर½यात येईल.

क) इतर अनुुषंंगीक अटी/ शतȓ:-

1. नौकेची समुğĢवासयो±यता (Seaworthiness) व काय«©मतेची (Operational Ability) पडताळणी

कर½यासाठी सवȃ©ण कर½यात येईल. सदर सवȃ©णावेळी तांंिĝक सिमती व मिरन इंंिजनीअरसह

कंĝाटदाराचे Ģितिनधी उपȎÎथत राहणे आवÌयक राहील.

2. या िनिवदेमÁये नमूद केलेले कामाचे Îवरूप (Scope of Work) हे सव«साधारण असून ते सव«समावेशक

(Exhaustive) नाही. नौका बांधणी, िवतरण (Delivery) तसेच दोष िनवारण (Defect Rectification)

ĢिĎयेदरÇयान आवÌयक असणाÉया सव« आनुषंिगक सेवा व कामांचा ¾यामÁये Îवतंĝपणे उǲेख केलेला

असेलच असे नाही. तथािप, िनिवदे´या उǈेश व आशयावरून वाजवीपणे आवÌयक असÊयाचे िनÍपƐ होणाÉया

सव« सेवा कंĝाटदाराने पुरिवणे बंधनकारक राहील, मग ¾या सेवांचा ÎपÍट उǲेख केलेला असो िंकवा नसो.

3. सेवा कायɕची ËयाÃती (Scope of Services) ही िनिवदा दÎतऐवज (Bid Document), कायɕदेश (Work

Order), संबंिधत करार (Agreement) तसेच ¾यानंतर कर½यात आलेÊया सव« दुरुÎ¾या (Amendments)

यां´या तरतुदींनुसार िनयंिĝत राहील. यामÁये नमूद नसलेÊया, परंतु काय« सव« बाबींनी पूण« कर½यासाठी

आवÌयक असणाÉया सव« आनुषंिगक सेवा, कायȃ व जबाबदाÉयांचाही समावेश राहील.

4. कंĝाटदाराने या करारांतग«त पार पाडावया´या सव« तांिĝक, Ëयावसाियक व करारा¾मक जबाबदाÉया

अ¾यंत द©तेने, कौशÊयाने व Ģामािणकपणे पार पाडाËयात. Îटील नौका/जहाजां´या पुरवǸाशी संबंिधत सव«

कामे यो±य, काय«©म, वेळेत व Ģभावीपणे पूण« कर½याची संपूण« जबाबदारी आयु¯त म¾ÎयËयवसाय यां´याĢती

कंĝाटदाराची राहील.

5. कंĝाटदाराने नौका बांधणी करून िवभागास हÎतांतरण केÊयानंतर पाच वषȝपयȊत (AMC कालावधी)

कोणतीही देखभाल व दुरूÎती करणेसाठी, ¾यासाठी लागणारे कोणतेही सािह¾य सामुĐी व सेवा याबाबतचा

खच« Îवत: करणे बंधनकारक राहील.

6. करारा´या संपूण« कालावधीत कंĝाटदाराने केंğ शासन, रा¶य शासन तसेच लागू असलेÊया Îथािनक

Îवरा¶य संÎथा यां´या सव« िवǏमान अिधिनयम, िनयम, िविनयम, उपिवधी (Bye-Laws) तसेच ¾यामधील

वेळोवेळी कर½यात आलेÊया सव« वैधािनक दुरुÎ¾या व पुनअ«िधिनयमनांचे (Statutory Amendments & Re-

enactments) संपूण« पालन करणे बंधनकारक राहील.

7. करार कालावधीत तसेच नौके´या िवतरणापयȊत िंकवा दोष िनवारणा´या कालावधीत Îटील

नौका/जहाजा´या हुल (Hull), यंĝसामĐी (Machinery) िंकवा इतर कोण¾याही भागास कोणतीही हानी

झाÊयास, ¾यासंबंिधत दुरुÎती खच«, िवमा खच« तसेच संबंिधत खचɕची वसुली कर½यासाठी आवÌयक

असलेली कोणतीही कायदेशीर काय«वाही, अनुपालन अथवा इतर आनुषंिगक खच« यांची संपूण« जबाबदारी

कंĝाटदाराची राहील. अशा सव« खचɕची वसुली कंĝाटदाराकडून कर½यात येईल िंकवा तो खच« कंĝाटदाराने

Îवतः वहन करणे बंधनकारक राहील.

8. तसेच कंĝाटदार अथवा ¾यांचा Ģितिनधी यांचेकडून कोण¾याही कायǏाचे, िनयमांचे, उपिवधींचे िंकवा

योजने´या तरतूदींच उǲंघन झाÊयामुळे आयु¯त म¾ÎयËयवसाय यांचे िवरुǉ कोण¾याही स©म

Ģािधकरणामाफ« त काय«वाही, दावा, Âयायालयीन खटला िंकवा नुकसान भरपाईची काय«वाही सुरू झाÊयास

¾याबाबत आयु¯त म¾ÎयËयवसाय संपूण«पणे नुकसानमु¯त (Indemnified) ठेव½याची जबाबदारी कंĝाटदाराची

राहील. यामÁये नौका जहाज बांधणी, काय«ȎÎथती िंकवा ¾यानंतर´या चाच½यांमुळे उǉभणाÉया सव« दावे,

खाटले व नुकसान भरपाईचा समावेश राहील. या संदभȝत कंĝाटदाराने िवहीत नमुÂयात शपथपĝ (Affidavit)

सादर करणे आवÌयक राहील. शपथपĝ सादर कर½यास अपयश आÊयास करार रǈ कर½याची काय«वाही

कर½यात येवू शकते.

9. Îटील नौका बांधणी करार कालावधीत उǌवणाÉया कोण¾याही अितरी¯त दोषांसाठी कंĝाटदार पूण«पणे

जबाबदार राहील. सव« दोषांचे समाधनकारक िनवारण करून नौका सवȘǄम काय«©म ȎÎथतीत पुनसȊचियत

करणे ही कंĝाटदाराची जबाबदारी राहील.

10. करार कालावधीत नौका पा½यात उतरिवणे/बाहेर काढणे (Lowering/Lifting), सुटे भाग वाहतूक करणे,

चाचणी (Trial) दरÇयान लागणारे इंधन तसेच त¾सम सव« खच« कंĝाटदाराने Îवतः´या खचɕने करावेत. अशा

कोण¾याही खचɕची Îवतंĝ परतफेड (Reimbursement) कर½यात येणार नाही आिण तो खच« कंĝाटदारा´या

एकूण करार मूÊयामÁये समािवÍट मानला जाईल.

11. करार पूण« झाÊयानंतर तसेच AMC कालावधीनंतर कर½यात येणाÉया कोण¾याही दुरुÎती अथवा बदल

(Rectification/Replacement) कायɕसाठी वापर½यात येणारे सव« सुटे भाग (Spare Parts) व उपभो±य

सािह¾य (Consumables) हे अिनवाय«पणे मूळ उ¾पादकाचे (Genuine) असावेत. आयु¯त म¾ÎयËयवसाय यांनी

मागणी केÊयास अशा सािह¾या´या खरेदीची मूळ बीले (Procurement Invoice) सादर करणे आवÌयक

राहील.

12. तसेच, आयु¯त म¾ÎयËयवसाय हे आवÌयकतेनुसार संबंिधत मूळ उपकरण उ¾पादक (Original

Equipment Manufacturer - OEM), अिधकृत िवĎेता (Authorized Dealer) िंकवा िवतरक (Distributor)

यां´याशी थेट पĝËयवहार करून संबंिधत सुटे भाग, ¾यांचे दर तसेच ¾यांची अÎसलता (Genuineness) यांची

खाĝी करू शकते.

13. अशा सुǷा भागांचा पुरवठा, Ëयवहार िंकवा उपलÅधता सुिनिǙत करणारा कंĝाटदार/पुरवठादार हा

संबंिधत मूळ उपकरण उ¾पादक (OEM), अिधकृत िवĎेता (Authorized Dealer) अथवा अिधकृत िवतरक

(Authorized Distributor) असणे बंधनकारक राहील.

14. एक िनिवदाधारक/ कंपनी यां´या माफ« त तांिĝक तपिशलानुसार 180 िदवस या कालावधीत अितवेगवान

Îटील गÎती नौका बांधकाम करणे अिनवाय« असेल व ¾यानुसार िनिवदा भर½यात यावी.

15. ¶यां´या िनिवदा मंजुर झालेÊया नसतील ¾यांची बयाना र¯कम िनिवदेबाबतचा अंितम िनण«य झाÊयानंतर

कोण¾याही Ģकारचे Ëयाज न देता परत कर½यात येईल.

16. ¶यां´या िनिवदा ȎÎवकृत होतील, ¾यांना 3% सुर©ा अनामत र¯कम भरणा करणे व करारपĝ करणेÎतव

कळिव½यात येईल.

17. सुुर©ा ठेेव (Security Deposit) - िनिवदा मंजूर झालेÊया कंĝाटदारास, मंजूर िनिवदा मूÊया´या 3%

इतकी र¯कम सुर©ा ठेव Çहणून जमा करणे आवÌयक असेल. 'Îवीकृती पĝ' (LOA) जारी झाÊयापासून दहा

(१०) िदवसां´या आत, कोण¾याही राÍĘीयकृत बँकेमाफ« त “बँक हमीǎारे” (Bank Guarantee) सादर करून

आवÌयक सुर©ा ठेव आयु¯त म¾ÎयËयवसाय कायɕलयाकडे जमा करणे बंधनकारक असेल. तसे न केÊयास,

खरेदी कायɕलय िनकालाची अिधसूचना रǈ करु शकेल. सदरची बँक हमी नौका बांधणी करून िवभागास

हÎतांतरीत होईपयȊत वैध असणे आवÌयक आहे.

18. िनवड झालेÊया िनिवदाधारका´या बाबतीत, ¾याने यापूवȓ जमा केलेली रु. दहा ल© 'बयाणा र¯कम'

(Earnest Money Deposit) ही सुर©ा ठेवेमÁये रूपांतिरत केली जाईल आिण ¾याला सुर©ा ठेवेची उव«िरत

3% पैकी िशǲक र¯कम जमा करावी लागेल. राÍĘीय लघु उǏोग महामंडळाकडे (NSIC) आिण मायĎो,

Îमाल आिण िमिडयम एÂटरĢायझेस डेवेलोपमेंट इंȎÂÎटǷुट ( एम एस एम इ डी आय एस) यांचेकडे नोंदलेले

सुÑम आिण लघु उǏोग घटक यांना रू.25000/- पयȊत´या खरेदीसाठी अनामत र¯कम दे½यातून सूट दे½यात

भााग दोोन-पुुरवणीी–२

आली आहे आिण खरेदी िंकमती´या रू.25000/- पे©ा जाÎत असÊयास ¾यांना एकूण खरेदी मूÊया´या 3%

इतकी िंकवा रू.10000/- यापैकी कमी असेल िततकी अनामत र¯कम ठेवावी लागेल. तथािप रू.25000/-

पे©ा जाÎत असलेÊया वÎतूंसाठी अनामत रकमेची पिरगणना करताना पिहले रू.25000/- पिरगणनेमÁये

धर½यात येवू नये. काम समाधानकारकपणे पूण« झाÊयानंतर आिण ¾यानंतर´या यशÎवी चाच½या पुण« करुन

अितवेगवान Îटील गÎती नौका (High-speed Patrol Vessel) म¾ÎयËयवसाय िवभागाकडे हÎतांतरीत

केÊयानंतर िनिवदाधारकाला ही सुर©ा ठेव परत केली जाईल.

19. ȎÎवकृत िनिवदाकारास रुपये 500/- ´या मुğांक पĝावर (ÎटॅÇप-पेपरवर) िनिवदा मंजुरीचे िदनांकापासुन

8 िदवसांचे आत करारनामा करुन Ǐावा लागेल. ¾यासाठी आवÌयक ते शासकीय मुğांक शुÊक िनयमानुसार

भरणे बंधनकारक राहील. अÂयथा बयाना र¯कम जÃत कर½यात येईल.

20. कोणतेही कारण न देता एक िंकवा सव« िनिवदा नाकार½याचे अिधकार आयु¯त म¾ÎयËयवसाय, महाराÍĘ

रा¶य हे Îवत:कडे राखुन ठेवीत आहेत.

येणार असुन ¾याअनुषंगाने िनिवदा भर½यात यावी. तसेच सदर´या अितवेगवान Îटील´या गÎती नौका खरेदी कर½यात

येणाÉया कंपनी सोबत 5 वषɕ´या कायɕÂवयासाठीचा (Annual Maintenance Contract/AMC) करारपĝ बंधनकारक

असेल.

गÎती नौका यांिĝक अितवेगवान Îटील Îवरुपाची असावी. (Marine Grade Steel certified by IRS)

Îटील अितवेगवान गÎती नौकेची वेगमयɕदा 18-20 नॉट इतकी असावी

गÎती नौकेची लांबी िकमान 17.00 मीटर, रुंदी िकमान 4.5 मीटर व खोली 2.1 मीटर व ĚाÄट 1.1 मीटर असावा

(Merchant Shipping Act, 1958 अंतग«त नोंदणीकृत)

गÎती नौकेवर िकमान 8 ते 10 Ëय¯तींकरीता बस½याची सुिवधा असणारी िकमान 100 चौ. फुट आकाराची केिबन,

आराम कर½यासाठी िकमान 3 बथ« असणारी सोयीची जागा असावी. गÎती नौकेवर सव« सोयींनी यु¯त Îवतंĝ शौचालय,

गÎती नौकेवर काय«रत असलेÊया कम«चाÉयां´या सुर©ेसाठी लाईफ बोयाज, लाईफ जॅकेट, Äलोटींग राÄट, सव« सोयी-

सुिवधायु¯त अ±नीशामक उपकरणे उपलÅध असावे.

अितवेगवान Îटील गÎती नौका बांधकाम पुण« झाÊयावर नौका समुğात गÎतीसाठी स©म असÊयाचे, स©म

अिधकाÉयाचे िवधीĐाǩ Ģमाणपĝ (Seaworthiness Certificate) असणे आवÌयक राहील (Merchant Shipping Act,

1958 नुसार).

नौकेचे बांधकाम कर½यासाठी सािह¾य वापरणे तसेच िनिवदेमÁये नमुद असलेÊया तपिशलानुसार नौकेवर

नौकानयनासाठी संभाषणाची अǏावत यंĝसामुĐी/साधन सामुĐी Îथािपत करणे आवÌयक असेल.

आ^{अितवेगवान}^Îटील^{गÎती नौकांचे बांधकाम चालु}^{असताना}^IRS^{िनयमावलीनुसार}^{वेळोवेळी}^{तपासणी}^{करणे व}

आवÌयक Ģमाणपĝ ĢाÃत करुन घेणे तसेच नौकेचे बांधकाम पुण« झाÊयावर अंितम Ģमाणपĝ IRS माफ« त ĢाÃत करुन

घेऊन नौका समुğात गÎती साठी उपलÅध करुन देणे बंधनकारक असेल.

नौका बांधकाम चालु असताना िवमा संबिधत िनिवदाधारक यांनी काढणे आवÌयक असेल व नौका बांधकाम पुण«

झाÊयानंतर िवभागास हÎतांतरीत केÊयानंतरच नौकेचा िवमा िवभागाकडुन काढ½यात येईल.

नौका बांधकाम पुण« झाÊयानंतर िवभागास हÎतांतरीत केÊयानंतर पुढील 5 वषɕ´या कालावधीकरीता अितवेगवान

Îटील गÎती नौका दुरुÎती व इंिजन दुरुÎती या सारखे देखभाल-दुरुÎतीचे काम वेळोवेळी व आवÌयकतेनुसार पुण«

करुन गÎती नौका आवÌयकतेĢमाणे िवभागास गÎतीकरीता उपलÅध राहील व सुȎÎथतीत राहील, याची संपुण«

जबाबदारी संबंिधत कंĝाटदाराची/िनिवदाधारकाची राहील.

ई-िनिवदेची ĢिĎया संपुण« झाÊयानंतर िनवड झालेÊया िदनांकापासुन पुरवठाधारक/ िनिवदाधारकास 180 िदवस

Çहणजेच 6 मिहने इत¯या कालावधीमÁये अितवेगवान Îटील गÎती नौका बांधकाम पूण« करून िवभागास हÎतांतरीत

करुन देणे बंधनकारक आहे.

पुरवठाधारक/िनिवदाधारका माफ« त अितवेगवान Îटील गÎती नौका बांधकाम पुण« झाÊयानंतर ¾याबाबत´या आवÌयक

Ģमाणपĝासह देयक सादर करणे अिनवाय« असेल.

भााग दोोन-पुुरवणीी–२अ

13.

सदर बाबी िवभागामाफ« त गठीत केलेÊया सिमती माफ« त अितवेगवान Îटील गÎती नौका, ¾यावरील आवÌयक साधन

सामुĐी या सवɕचे तांिĝक तपिशलानुसार िनरी©ण केÊयानंतरच िनिवदेमÁये मंजुर झालेÊया दरानुसार देयक अदा

कर½यात येईल. सदरचा देयक अदा करीत असताना ३ टÃयामÁये िनधी अदा कर½यात येईल. ¾यात Ģथम टÃयात

नौकेचे 40 ट¯के Îटील खोका (HULL) चे काम पुण« झाÊयाबाबत IRS सवȃ©ण Ģमाणपĝानुसार िनिवदा िंकमती´या 40

ट¯के र¯कम अदा कर½यात येईल. तदनंतर दुसÉया टÃयात 30 ट¯के र¯कम डेक, Îटील संरचना, बैइक ËयवÎथा,

केिबन, बेड इ. चे काम पुण« झाÊयाबाबत IRS सवȃ©ण Ģमाणपĝानुसार व ितसÉया टÃयात इंिजन, Ģॉपेलर, Äयूअल टँक,

पाणी टाकी, Îटेअरींग िसÎटम व सव« नमूद आवÌयक साधनसामुĐी व सुिवधांसह नौकेचे काम पुण« झाÊयावर IRS

सवȃ©ण Ģमाणपĝानुसार नौका िवभागास हÎतांतरण केÊयानंतर उव«रीत 25 ट¯के रकमेचे देयक अदा कर½यात येईल.

उव«िरत 5 ट¯के र¯कम AMC कालावधीत वाȌषक देखभाल व दुरूÎती, Ģॉपेलरमधील िबघाड, इंिजनमधील िबघाड,

बोटीला झालेली हानी दुरुÎती, Ěाय डॉिंकग, िजवर©क साधने, अȎ±नरोधक साधने व अनुषंिगक कामे समाधानकारक

पूण« केÊयानंतर 05 वषȝचा AMC कालावधी संपÊयानंतर अदा कर½यात येईल.

Terms and Conditions of e-Tender for “Procurement of High-Speed Steel Patrol Vessels

For Enforcement of the Maharashtra Marine Fishing Regulation (Amendment) Act, 2021”

In order to enforce the Maharashtra Marine Fishing Regulation (Amendment) Act, 2021, tenders

are being invited in the form of two envelope for the supply of high-speed steel patrol Vessels.

Two (02) High Speed Steel Patrol Vessels will be purchased for the purchase of 2 (02) High Speed Steel

Patrol vessels and a tender should be submitted accordingly. Also, it will be mandatory to sign an Annual

Maintenance Contract (AMC) with the company procuring the High Speed Steel Patrol Vessels for 5 years

Tenders are being invited in the form of Technical envelop “Form- 1” and Commercial

envelop “Form- 2”.

Technical Specifications of High Speed Steel Patrol Vessels to be procured are annexed. E-tenders

are being invited subject to the following terms and conditions for the construction and supply of

high-speed steel patrol vessel to the department as shown in it.

It is mandatory for the interested bidder to submit the tender application and accompanying

documents in the prescribed format in the form of two envelopes. These documents should

be scanned and uploaded.

An Earnest Money Deposit (EMD) of ₹10,00,000/- (Rupees Ten Lakh only) shall be

mandatorily paid online (through Net Banking/Debit Card/Credit Card) at the time of bid

submission. No interest shall be payable on the said amount. However, Micro, Small and

Medium Enterprises (MSMEs) registered as manufacturers under the Micro, Small and

Medium Enterprises Development Act, 2006 (MSMED Act, 2006) and with the National

Small Industries Corporation (NSIC) shall be exempted from payment of the tender fee

and Earnest Money Deposit (EMD). Valid documentary proof of such registration must be

submitted. In the case of a Joint Venture (JV), the Lead Member must be registered as a

Micro, Small or Medium Enterprise (MSME). Failing this, the Joint Venture/company

shall be required to pay the prescribed EMD.

It is mandatory for the bidder to sign every page of the tender form and accompanying

documents submitted by them. Also, a certificate of acceptance of terms and conditions

must be kept in the technical envelope.

The payment period will be valid for a minimum period of 120 days.

a) Technical Tender Envelope:

1. Tender Form- "1" should be submitted online in the prescribed format..

2. Rates should not be mentioned in the Technical envelope Form- “1”.

3. Procurement of 2 High Speed Steel Patrol Vessels is proposed for the Department and the

construction cost of construction of two High Speed Steel Patrol Vessels is Rs.5.60 crores and

tenders are invited for the purchase of two High Speed Steel Patrol Vessels at a cost limit of Rs.

11.20 crores plus GST. The contract will be binding on which the following criteria will have to

be fulfilled and the following documents will have to be submitted in the envelope of the technical

tender.

3.1. Only those suppliers who have sufficient experience in similar operations will be eligible to bid

for the supply, such as those related to production of steel vessels or launches, and experience in

maintenance and repair of vessels in remote locations, having the right manpower and machinery.

3.2. Only those suppliers who possess adequate experience in the construction of steel boats shall be

eligible to participate in the bidding process. The bidder must have experience in works related

to the design, construction, and manufacture of steel boats or launches, as well as experience in

the maintenance and repair of vessels at remote locations. The bidder shall also possess adequate

skilled manpower and necessary machinery/equipment for execution of such works.

3.3. The bidders shall submit evidence from the concerned authorities that they have satisfactorily

completed the construction and supply of steel boats during the last five years (within the period

ending on the last day of the month preceding the month in which the tenders are invited), wherein

the steel boats supplied by them are operating satisfactorily and have been duly inspected. The

bidder shall be required to satisfy the following criteria for the satisfactory execution of the

supply.

3.4. One of the partners in the Joint Venture, in the agreement mentioned in point no. 3.3 above,

shall be identified as the Lead Member and shall have the right to execute the agreement with

the Buyer. All financial transactions and obligations shall remain with the Principal Partner.

3.5. One of the partners of the Joint Venture (JV) shall be identified as the Lead Member in the

agreement referred to in Clause 3.4 above, and such Lead Member shall have the authority to

execute the contract with the Purchaser. All financial transactions and liabilities shall rest with

the Lead Member. In the Joint Venture, the concerned Lead Member shall hold 51% participation,

and the remaining partners shall collectively hold 49% participation.

3.6. The bidder shall submit Work Orders and Completion Certificates issued by Government

Departments, Public Sector Undertakings (PSUs), or other institutions evidencing the successful

completion, during the last five years, of similar works involving the design, construction, and

supply of Steel Boats/Vessels. Works executed under a Joint Venture (JV) shall also be

considered. (Financial Years 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26).

During the above-mentioned five-year period, the bidder shall have satisfactorily completed steel

boat design, construction, and supply works as under:

(a) At least one Work Order having a value of not less than ₹11.20 Crore (excluding GST);

(b) At least two Work Orders, each having a value of not less than ₹8.40 Crore (excluding

GST);

GST).

3.7. The bidder must have achieved an annual turnover of ₹11.20 Crore or more in any one of the last

three financial years. Certified copies of the bidder company's audited Balance Sheets and Audit

Reports for the last three years, duly certified by a Chartered Accountant, shall be mandatorily

submitted along with the Technical Bid. (Financial Years 2023-24, 2024-25 and 2025-26).

3.8. The bidder, or in the case of a Joint Venture (JV), the Lead Member, shall have a Boat Building

Yard registered with the Directorate General of Shipping, Ministry of Ports, Shipping and

Waterways, Government of India.

3.9. A declaration that is barred/blacklisted / not prevented from participating in any tender/bidding

process by any Government entity in India is required.

3.10. Submit details of cases/arbitration cases for the last 7 years

3.11. The bidder shall submit details of all litigation and/or arbitration cases pertaining to the preceding

seven (7) years.

4. Form "1" and "2" should not be disambiguated, if any, to be signed.

5. The tender committee will have the right to negotiate the rate received in the tender, if deemed

necessary.

6. If the technical tender envelope does not contain the required documents, the tender will be

declared technically invalid and the envelope of the commercial tender form-B of the bidder will

not be opened.

7. It will be mandatory for the bidders to pay the TAX prescribed by the Central and State

Governments.

b) Envelope of Commercial Tender:

The E-Tender Form-2 (BOQ) has been made available online by the office of the Commissioner

of Fisheries, Maharashtra State, Mumbai. Accordingly, while preparing the bid, it shall be

mandatory for the bidder to quote in the BOQ MS-Excel Sheet File the total price for two (02)

patrol vessels, inclusive of GST. As per the Government Resolution dated 02 June 2026,

administrative approval has been accorded for a cost of ₹5.60 Crore plus GST per patrol vessel.

Accordingly, for two (02) patrol vessels, the approved cost is ₹11.20 Crore plus GST. The bidder

who submits the lowest responsive bid amount against the said approved cost shall be selected for

award of the contract.

c) Other Incidental Terms/Conditions:-

1. A survey shall be conducted to verify the seaworthiness and operational capability of the vessel.

During such survey, representatives of the contractor shall remain present along with the Technical

Committee and Marine Engineer.

2. The Scope of Work specified in this tender is general in nature and is not exhaustive. All ancillary

services and works required during vessel construction, delivery, and defect rectification may not

be specifically mentioned therein. Nevertheless, the contractor shall be obliged to provide all

services that may reasonably be considered necessary for fulfilling the objectives and intent of the

tender, whether expressly stated or not.

3. The Scope of Services shall be governed by the provisions of the Bid Document, Work Order,

relevant Agreement, and all amendments issued thereafter. It shall also include all ancillary

services, works, and responsibilities not specifically mentioned but necessary for the complete

execution of the work in all respects.

4. The contractor shall perform all technical, commercial, and contractual obligations under this

contract with due diligence, skill, and integrity. The contractor shall bear full responsibility towards

the Commissioner of Fisheries for ensuring that all works related to the supply of steel boats/vessels

are completed properly, efficiently, effectively, and within the stipulated time.

5. After construction and handover of the vessel to the Department, the contractor shall, for a period

of five years (AMC period), bear all expenses related to maintenance and repairs, including the

cost of all materials, consumables, and services required for such maintenance and repairs.

6. Throughout the contract period, the contractor shall comply with all applicable Acts, Rules,

Regulations, Bye-Laws, and all statutory amendments and re-enactments thereof issued by the

Central Government, State Government, and local authorities.

7. During the contract period and until delivery of the vessel or completion of the defect liability

period, if any damage occurs to the vessel’s Hull, Machinery, or any other component, the

contractor shall bear full responsibility for repair costs, insurance expenses, legal proceedings,

compliance requirements, and all related incidental costs. Such costs shall either be recovered from

the contractor or borne directly by the contractor.

8. If any action, claim, legal proceeding, litigation, or compensation claim is initiated against the

Commissioner of Fisheries by any competent authority due to violation of any law, rule, bye-law,

or scheme provisions by the contractor or its representatives, the contractor shall fully indemnify

and keep the Commissioner of Fisheries harmless from all such liabilities. This shall include all

claims, litigation, and compensation arising out of vessel construction, operational performance, or

subsequent trials. The contractor shall submit an Affidavit in the prescribed format to this effect.

Failure to submit such affidavit may result in cancellation of the contract.

9. The contractor shall be fully responsible for any additional defects arising during the vessel

construction contract period. The contractor shall rectify all defects satisfactorily and restore the

vessel to its optimum operational condition.

10. During the contract period, all expenses relating to launching/lifting of the vessel, transportation of

spare parts, fuel required for trials, and all similar expenses shall be borne by the contractor at its

own cost. No separate reimbursement shall be admissible, and such expenses shall be deemed to

be included in the total contract value.

11. After completion of the contract and even beyond the AMC period, all Spare Parts and

Consumables used for any rectification or replacement work shall mandatorily be genuine

products of the original manufacturer. Whenever required by the Commissioner of Fisheries,

original procurement invoices for such materials shall be submitted.

12. The Commissioner of Fisheries may, whenever required, directly correspond with the concerned

Original Equipment Manufacturer (OEM), Authorized Dealer, or Distributor to verify the spare

parts, their prices, and their genuineness.

13. The contractor/supplier responsible for ensuring the supply, transaction, or availability of such

spare parts shall necessarily be the concerned OEM, Authorized Dealer, or Authorized Distributor.

14. The bidder/company shall mandatorily complete the construction of the High-Speed Steel Patrol

Vessel within 180 days as per the prescribed technical specifications, and bids shall be submitted

accordingly.

15. The Earnest Money Deposit (EMD) of unsuccessful bidders shall be refunded without interest after

the final decision on the tender is taken.

16. Bidders whose tenders are accepted shall be required to deposit a 3% Security Deposit and execute

the contract agreement.

17. Security Deposit: The successful contractor shall deposit an amount equal to 3% of the accepted

tender value as Security Deposit. Within ten (10) days from the issue of the Letter of Acceptance

(LOA), the contractor shall submit the required Security Deposit to the Office of the Commissioner

of Fisheries in the form of a Bank Guarantee issued by a nationalized bank. Failure to do so may

result in cancellation of the award notification by the purchasing authority. The Bank Guarantee

shall remain valid until the vessel is constructed and handed over to the Department.

18. In the case of the successful bidder, the previously deposited Earnest Money Deposit (EMD) of

₹10,00,000 shall be converted into part of the Security Deposit, and the bidder shall deposit the

balance amount required to make up the total Security Deposit of 3%. Micro and Small Enterprises

registered with NSIC and MSME-DI (Micro, Small and Medium Enterprises Development

Institute) are exempt from furnishing Security Deposit for procurements up to ₹25,000. For

procurements exceeding ₹25,000, they shall furnish a Security Deposit equal to 3% of the total

procurement value or ₹10,000, whichever is less. However, while calculating the Security Deposit

for procurements exceeding ₹25,000, the first ₹25,000 shall not be considered for calculation

purposes.The Security Deposit shall be refunded to the contractor after satisfactory completion of

the work, successful completion of all trials, and handover of the High-Speed Patrol Vessel to the

Fisheries Department.

Terms, Condition and technical Details for “Procurement of High-Speed Steel Patrol Vessels For

Enforcement of the Maharashtra Marine Fishing Regulation (Amendment) Act, 2021”

Two (02) High Speed Steel Patrol Vessels will be purchased- For the purchase of 2 (02) High

Speed Steel Patrol Vessels and a tender should be submitted accordingly. Also, it will be mandatory

to sign an Annual Maintenance Contract (AMC) with the company procuring the High-Speed Steel

Patrol Vessels for 5 years.

For the next 5 years, it will be the sole responsibility of the concerned contractor/ bidder to ensure

that the patrol vessel is available for patrolling and in good condition by completing the maintenance

work like High Speed Steel Patrol vessel Repair and Engine Repair from time to time and as per

requirement.

The patrol vessel should be of mechanical high-speed steel form. (Marine Grade Steel)

Steel High Speed Patrol Vessel should have a speed limit of 18-20 knots

The length of the patrol vessel shall be at least 17.00 metres, the width shall be at least 4.5 metresand

the depth shall be 2.1 metres and the draft shall be 1.1 metres (registered under the Merchant Shipping

Act, 1958).

The patrol vessel has a minimum seating capacity of 100 sq. ft. with a minimum seating capacity

of 8 to 10 persons. There should be a foot size cabin, comfortable area with at least 3 berths for

resting, separate toilets with all amenities on board patrol vessel, separate areas for refreshments and

tea, first aid facility onboard the vessel.

The vessel should be equipped with electric lights, searchlights, signals, alarms, and Marine & Night

vision Binoculars. The vessel should have a generator/battery to supply power to the machinery.

Life buoys, life jackets, floating rafts, firefighting equipment with all facilities should be available

for the safety of the personnel working on patrol boat.

Upon completion of the construction of the High-Speed Steel Patrol Vessel, it shall be mandatory to

obtain a legally valid Seaworthiness Certificate issued by the competent authority certifying that the

vessel is fit for sea patrol operations, in accordance with the provisions of the Merchant Shipping

Act, 1958.

(a) Since registration of the vessel is mandatory under the Merchant Shipping Act, 1958, the bidder

shall prepare the vessel design in accordance with the technical specifications stipulated in the e-

tender and obtain certification thereof from IRS (Indian Register of Shipping). The bidder shall use

materials conforming to IRS regulations for vessel construction and shall install all modern

communication and navigational equipment specified in the tender document.

(b) During the construction of the High-Speed Steel Patrol Vessel, inspections shall be carried out

periodically in accordance with IRS regulations, and all requisite certificates shall be obtained. Upon

completion of construction, the bidder shall obtain the final certificate from IRS and make the vessel

available for sea patrol operations.

formal handover to the Department.

10.

After completion of the vessel construction and its handover to the Department, the contractor/bidder

shall be fully responsible, for a period of five (5) years, for carrying out maintenance and repair

works, including engine repairs and all other necessary maintenance activities, as and when required,

so as to ensure that the patrol vessel remains operational, seaworthy, and available to the Department

for patrol duties.

11.

After completion of the e-tender process, the selected supplier/bidder shall mandatorily complete the

construction of the High-Speed Steel Patrol Vessel and hand it over to the Department within 180

days (six months) from the date of selection.

12.

Upon completion of the construction of the High-Speed Steel Patrol Vessel, the supplier/bidder shall

mandatorily submit the invoice along with all required certificates pertaining thereto.

13.

Payment shall be released only after inspection of the High-Speed Steel Patrol Vessel and all

associated equipment by the committee constituted by the Department and verification that the vessel

conforms to the prescribed technical specifications. Payment shall be made at the approved tender

rate in the following stages:First Stage: 40% of the tender value shall be released upon completion

of 40% of the vessel Hull work, based on the IRS Survey Certificate. Second Stage: 30% of the tender

value shall be released upon completion of the deck, steel structure, seating arrangements, cabin,

berths, etc., based on the IRS Survey Certificate. Third Stage: 25% of the tender value shall be

released after completion of the vessel, including installation of engines, propellers, fuel tank, water

tank, steering system, and all specified equipment and facilities, and upon handover of the vessel to

the Department based on the IRS Survey Certificate. The remaining 5% shall be released only after

completion of the five-year AMC period, subject to satisfactory execution of annual maintenance and

repairs, rectification of propeller and engine defects, repairs for damages to the vessel, dry docking,

maintenance of lifesaving appliances, firefighting equipment, and all other ancillary works.

14.

No claim for interest shall be admissible on account of any delay in release of the amounts/funds

specified under Clause 13 above.

15.

The successful bidder shall execute an agreement covering the construction and supply of the High-

Speed Steel Patrol Vessel, including the AMC period. The bidder shall affix its signature on every

page of the agreement.
