क्रमांक सेप्रनि/३०१६/प्र.क.४४४/वैसेवा-३.— भारतीय संविधानाच्या अनुच््छछेद ३०९ खालील परंतुकान्वये प्रदान करण्यात

आलेल्या शक््तींचा वापर करून आणि या संदर््भभात करण्यात आलेले सर््व विद्यमान नियम, आदेश किंवा संलेख अधिक्रमित करून,

महाराष्ट्राचे राज्यपाल याद्ारे महाराष्टट्र शासनाच्या वैद्यकीय शिक्षणण व औषधीद्रव्ये विभागाच्या नियंत्रणणाखालील वैद्यकीय शिक्षणण व

संशोधन संचालनालयांतर्गत येणणाऱ्या शासकीय वैद्यकीय महाविद्याद्यालये व संलग््ननित रुग््णालयांतील “सांख््ययिकी-नि-अधिव््ययाख््यया्ययाता, गट-ब

(राजपत्रित)” या पदाच्या सेवाप्रवेशाचे विनियमन करण्यासाठी याद्ारे पुढील नियम करीत आहेत :—

१. या नि�यमां�नाा “वैद्यकीय शि�क्षणण व संशोधन संचाालनालयांं�तर्गगगत शासकीय वैद्यकीय महावि�द्यालये व संलग्नि��त रुग्णाालयां�तीील

सां�ख्यि�िकी-नि�-अधि�व्याख्याता, गट-ब (राजपत्रि�त) (सेवाप्रवेश) नि�यम, २०२६” असे संबोधण्यात यावे.

२. या नि�यमात संदभाा�नुुसार दुसरा अर्थथ अभि�प्रेत नसेल तर,—

(क) “नि�युक्ती प्राधि�कारी” याचाा अर्थथ शासकीय सेवेतील वैद्यकीय शि�क्षणण व संशोधन संचाालनालयांं�तर्गगगत शासकीय वैद्यकीय

महावि�द्यालये व संलग्नि��त रुग्णाालयां�तीील सां�ख्यि�िकी-नि�-अधि�व्याख्याता, गट-ब (राजपत्रि�त) या पदांं�वर उमेदवारां�चीी नि�युक्ती

करण्यासाठी सक्षम असणाारा मंत्री (वैद्यकीय शि�क्षणण) असा आहे;

(ख) “आयोग” याचाा अर्थथ महाराष्ट्र लोकसेवा आयोग असा आहे;

(ग) “संचाालनालय” याचाा अर्थथ शासनाच्या वैद्यकीय शि�क्षणण व औषधी द्रव्ये वि�भाागांं�तर्गगगत येणाारे वैद्यकीय शि�क्षणण व संशोधन

संचाालनालय असा आहे;

(घ) “शासन” याचाा अर्थथ महाराष्ट्र शासन असा आहे;

(ङ) “पदव्युत्तर अर्हताा” याचाा अर्थथ एम.एस्सी. (सां�ख्यि�िकीशास्त्र) ही सां�वि�धि�क वि�द्यापीठाची

पदवी असा आहे;

(च) “मान्यता प्राप्त वैद्यकीय महावि�द्यालय” याचाा अर्थथ राष्ट्रीय आयुर्वि�िज्ञाान आयोगाची मान्यता प्राप्त असलेले वैद्यकीय

महावि�द्यालय असा आहे.

३. शासकीय वैद्यकीय महावि�द्यालये व संलग्नि��त रुग्णाालयां�तीील सां�ख्यि�िकी-नि�-अधि�व्याख्याता, गट-ब (राजपत्रि�त) या पदावरील

नि�युक्ती पुढील मार्गा�नेे करण्यात येईल:- आयोगाकडूून घेण्यात येणााऱ्या स्पर्धा�त्मक परीक्षेच्या नि�कालाच्या आधारे शि�फाारस करण्यात

आलेल्या उमेदवारांं�मधून, पुढील नि�कषां�चीी पूर्तताा करणााऱ्या व्यक्तीची नामनि�र्देशनाने नि�युक्ती करण्यात येईल, ती अशी—

i. वयोमर्या�दाा :—

(अ) कि�मान वयोमर्या�दाा - सदर पदाच्या भरतीसाठी प्रसि�ध्द करण्यात आलेल्या जाहि�रातीनुसार अर्जज सादर करण्याच्या

अंति�म दि�नांं�कास वयाची अठरा वर्षे पूर्णण केलेली असावीत.

(ब) कमाल वयोमर्या�दाा - सदर पदाच्या भरतीसाठी प्रसि�ध्द करण्यात आलेल्या जाहि�रातीनुसार अर्जज सादर करण्याच्या

अंति�म दि�नांं�कास अराखीव प्रवर्गा�तीील व्यक्तींंसााठी वय अडतीीस वर्षा�पेेक्षा अधि�क व राखीव प्रवर्गा�तीील व्यक्तींंसााठी वय

त्रेचााळीस वर्षा�पेेक्षा अधि�क नसावे.

ii. कि�मान शैक्षणि�क अर्हताा :—

पदव्युत्तर अर्हताा धारणण केलेली असणेे आवश्यक राहील.

iii. अनुभव :—

नि�वासी किं�ंवा नि�बंधक किं�ंवा नि�र्देशक किं�ंवा पाठ्यनि�र्देशक म्हणूून मान्यता प्राप्त वैद्यकीय महावि�द्यालयात सां�ख्यि�िकीशास्त्र

या वि�षयाच्या अध्यापनाचाा ३ वर्षांंɕचाा अनुभव धारणण करणेे आवश्यक राहील.

परंतु, कि�मान शैक्षणि�क अर्हताा धारणण केल्याच्या दि�नांं�कानंतरचाा अनुभव कालावधी वि�चाारात घेण्यात येईल.

४. नि�यम ३ येथेे नमूद केलेल्या पदावर नामनि�र्देशनाने नि�युक्ती देण्याचे प्रमाणण १०० टक्के राहील.

५. शासकीय वैद्यकीय महावि�द्यालये व संलग्नि��त रुग्णाालयां�तीील सां�ख्यि�िकी-नि�-अधि�व्याख्याता, गट-ब (राजपत्रि�त) या पदावरील

नि�युक्तीसाठी राष्ट्रीय आयुर्वि�िज्ञाान आयोगाने शैक्षणि�क अर्हताा व अनुभव याबाबत वेळोवेळी केलेल्या सुधारणाा तंतोतंत लागू राहतील.

६. नि�यम ३ येथेे नमूद केलेल्या पदावर नामनि�र्देशनाने नि�युक्त झाालेली व्यक्ती दोन वर्षांंɕच्या कालावधीकरि�ता परि�वीक्षाधीन राहील.

परि�वीक्षा कालावधी हा नि�युक्ती प्राधि�काऱ्याच्या अधि�काराने कमाल एक वर्षांंɕपर्यंंत वाढवि�ता येईल. सदर पदावर नि�युक्त झाालेल्या व्यक्तीने

परि�वीक्षा कालावधी समाधानकारकरि�त्या पूर्णण करणेे आवश्यक राहील. सदर व्यक्तीने परि�वीक्षा कालावधी समाधानकारकरि�त्या पूर्णण न

केल्यास किं�ंवा तो सदर पदासाठी अयोग्य असल्याचे दि�सून आल्यास त्याची सेवा समाप्त करण्यास तो पात्र ठरेल.

७. नियम ३ येथथे नमूद केलेल्या पदावर नामनिर्देदेशनाद्ारे नियुक्त होणणाऱ्या व्यक्तीने, मराठी भाषा परीक्षा व हिंदी भाषा परीक्षा या

दोन्ही परीक््षाांांसंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, मराठी भाषा व हिंदी भाषा परीक्षा उत्तीर््ण केलेली नसेल अथथवा उत्तीर््ण

होण्यापासून सूट मिळविलेली नसेल तर, नियुक्तीनंतर संबंधित नियमात नमूद केलेल्या विहित मुदतीत मराठी भाषा व हिंदी भाषा परीक्षा

उत्तीर््ण होणणे आवश्यक राहील. त््ययाचप्रमाणणे विहीत मुदतीत मराठी भाषा व हिंदी भाषा परीक्षा उत्तीर््ण न झाल्यास सदर परीक्षा उत्तीर््ण होईपर्यंत

वार््षषिक वेतनवाढ व वरिष्ठ पदावर पदोन्नती अनुज्ञेय रहाणणार नाही.

८. नि�यम ३ येथीील पदावर नामनि�र्देशनाने नि�युक्त होणााऱ्या व्यक्तीने, संगणणक अर्हताा प्रमाणणपत्रासंदभाा�त शासनाने वेळोवेळी

केलेल्या नि�यमां�नुुसार, नि�युक्तीपूर्वी संगणणक अर्हताा प्रमाणणपत्र धारणण केलेले नसल्यास, याबाबतच्या नि�यमात नमूद केलेल्या वि�हि�त मुदतीत

सदर प्रमाणणपत्र धारणण करणेे अथवाा सदर प्रमाणणपत्र प्राप्त करण्यापासून सूट मि�ळवलेली असणेे आवश्यक राहील. त्याचप्रमाणेे वि�हीत

मुदतीत प्रमाणणपत्र धारणण न केल्यास अथवाा सूट मि�ळवलेली नसल्यास सदर संगणणक प्रमाणणपत्र धारणण करेपर्यंंत अथवाा सूट मि�ळेेेपर्यंंत

वार्षि�िक वेतनवाढ व वरि�ष्ठ पदावर पदोन्नती अनुज्ञेय रहाणाार नाही.

९. (१) नियम ३ येथथील पदांवर नामनिर्देदेशनाद्ारे नियुक्त होणणाऱ्या व्यक्तीने, महाराष्टट्र नागरी सेवा (लहान कुटुंबांचे प्रतिज्ञापन)

नियम २००५ मधील तरतूदीनुसार व त्याबाबत वेळोवेळी करण्यात येणणाऱ्या नियमांनुसार, लहान कुटुंबाचे प्रतिज्ञापन सादर करणणे आवश्यक

राहील.

(२) लहान कुटुं�बााचे प्रति�ज्ञाापन सादर करण्याच्या दि�नांं�कास दोनपेक्षा अधि�क अपत्ये असलेली व्यक्ती शासकीय नि�युक्तीसाठी

अपात्र राहील.

(३) नियुक्तीच्या वेळी किंवा त्यानंतर त्यास दोनपेक्षा अधिक अपत्ये असल््ययाचे निदर््शनास आल्यास सदर व्यक्ती शासन सेवा

सुरू ठेेवण्यास अपात्र होईल.

१०. नि�यम ३ येथीील पदावर नि�युक्त होणााऱ्या व्यक्तींंचीी सेवाज्येष्ठता यादी ही राज्यस्तरावर ठेेेवण्यात येईल. त्यामुळेेे सदर व्यक्ती

ही महाराष्ट्रात कोठेेही बदलीस पात्र राहील.

११. सदर नि�यमानुसार शासकीय सेवेतील नि�युक्तीनंतर शासनाने वेळोवेळी नि�र्गगमि�त केलेल्या नि�यम, आदेश व शासन नि�र्णयााद्वारे

वि�हि�त केलेल्या अटी व शर्ती संबंधि�त शासकीय कर्ममचााऱ्यास लागू राहतील.

MEDICAL EDUCATION AND DRUGS DEPARTMENT

NOTIFICATION

Constitution of India.

No. SEPRANI 3016/C.R.444/VAISEVA-3.— In exercise of the powers conferred by the proviso to

article 309 of the Constitution of India and in supersession of all existing rules, order or instruments

made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of Statistician-Cum-Lecturer, Group B (Gazetted) in the

Government Medical Colleges and Hospitals in the Directorate of Medical Education and Research

under the Medical Education and Drugs Department of the Government of Maharashtra :—

1. These rules may be called the Statistician-Cum-Lecturer, Group B (Gazetted) in the

Government Medical Colleges and Hospitals, under the Directorate of Medical Education and

Research under the Medical Education and Drugs Department (Recruitment) Rules, 2026.

2. In these rules unless the context requires otherwise,—

(a) “Appointing Authority” means the Minister, Medical Education having competence to

make appointment to the post of the Statistician-Cum-Lecturer in Government Service in the

Government Medical Colleges and Hospitals, under the Directorate of Medical Education and

Research;

(b) “Commission” means the Maharashtra Public Service Commission;

administrative control of the Medical Education and Drugs Department of the Government;

(d) “Government” means the Government of Maharashtra;

(e) “Postgraduate Qualification” means M.Sc. (Statistics) degree of a statutory University;

(f) “recognized Medical College” means the Medical College recognized by the National

Medical Commission.

3. Appointment to the post of Statistician-Cum-Lecturer, Group B (Gazetted) in Government

Medical Colleges and Hospitals shall be made :- by nomination from among the candidates

recommended by the Commission on the basis of result of Competitive Examination conducted

therefor; who fulfills the following criteria, namely :—

(i) Age Limit :—

(a) Lower Age Limit.— Not less than eighteen years of age as on the last date of receipt

of application as per the advertisement for the recruitment to the post.

(b) Upper Age Limit.— Not more than thirty-eight years of age for the persons not

belonging to reserved categories and forty-three years of age for the persons belonging to

reserved categories as on the last date of receipt of application as per the advertisement

for recruitment to the post.

(ii) Minimum Educational Qualification :-

It is necessary to possess postgraduate qualification.

(iii) Experience :—

Three years experience of teaching the Statistics subject in a recognized medical college

as Resident or Registrar or Demonstrator or Tutor: Provided that, experience period will

be calculated after holding minimum education qualification.

4. Appointment to the post mentioned in rule 3, shall be made by nomination in ratio

100 per cent.

5. The amendments made by the National Medical Commission regarding educational

qualification and experience shall be precisely applicable for appointment to the post of

Statistician-Cum-Lecturer, Group B (Gazzeted).

6. A person appointed to the post mentioned in rule 3 by nomination shall be on probation

for a period of two years. The probation period may be extended maximum upto one year at the

discretion of the Appointing Authority. A person appointed to the post shall be required to complete

the probation period satisfactorily. If he does not complete probation period satisfactorily or is not

found suitable for the post, then he shall be liable to be terminated from service.

7. A person appointed to the post mentioned in rule 3 by nomination, shall pass the Marathi

and Hindi languages examinations as per the rules made in that behalf by the Government, from

time to time, unless he has already passed the said examination within the prescribed time limit after

appointment or has been exempted from passing these examinations, otherwise he shall not be eligible

for annual increment or promotion to the next promotional post till he passes those examinations.

8. A person appointed to the post mentioned in rule 3, by nomination, shall possess a certificate

of Computer Operations prescribed by the Government, from time to time, within the prescribed time

limit after appointment unless he has been exempted from possessing such certificated, otherwise he

shall not be eligible for annual increment or promotion to the next promotional post till he possess

such certificate.

9. (1) A person appointed to the post mentioned in rule 3, by nomination, shall submit a

Declaration of Small Family as per the provisions of the Maharashtra Civil Services (Declaration

of Small Family) Rules, 2005 or any other rules, orders or any instruments issued in this behalf, by

the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small

Family, shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government Service, if it is proved that he has more

than two children, at the time of appointment or thereafter then he shall be disqualified for the

continuing on the said post in the Government Service.

10. The seniority list of the persons appointed on the post mentioned in rule 3, shall be

maintained at State level. Therefore, such person shall be eligible to be transfer anywhere in The

State of Maharashtra.

11. The terms and conditions specified by the Government subsequent to appointment of any

Government Service, in any rules, order or resolutions issued by the Government, from time to time

shall also be applicable to the Government servant.

महाराष्ट्राचे राज्यपाल याद्ारे महाराष्टट्र शासनाच्या वैद्यकीय शिक्षणण व औषधी द्रव्ये विभागाच्या प्रशासकीय नियंत्रणणाखाली असलेल्या

वैद्यकीय शिक्षणण व संशोधन संचालनालयांतर्गत येणणाऱ्या शासकीय व्यवसायोपचार संस््थथाांांतील प्राध्यापक, गट-अ (राजपत्रित), सहयोगी

प्राध्यापक, गट-अ (राजपत्रित) व सहायक प्राध्यापक, गट-ब (राजपत्रित) या पदाच्या सेवाप्रवेशाचे विनियमन करण्यासाठी याद्ारे पुढील

नवीन नियम करीत आहेत. :—

१.

या नियमांना “वैद्यकीय शिक्षणण व औषधी द्रव्ये विभागाच्या प्रशासकीय नियंत्रणणाखाली वैद्यकीय शिक्षणण व संशोधन

संचालनालयांतर्गत शासकीय व्यवसायोपचार संस््थथाांांतील प्राध्यापक, गट-अ (राजपत्रित), सहयोगी प्राध्यापक, गट-अ (राजपत्रित) व

सहायक प्राध्यापक, गट-ब (राजपत्रित) (सेवाप्रवेश) नियम, २०२६” असे संबोधण्यात यावे.

२. या नियमात संदर््भभानुसार दुसरा अर््थ अभिप्रेप्रेत नसेल तर,—

(क) “नियुक्ती प्राधिकारी” याचा अर््थ,—

(१) प्राध्यापक, गट-अ व सहयोगी प्राध्यापक, गट-अ या पदांवर उमेदवारांची नियुक्ती करण्यासाठी सक्षम असणणारे

महाराष्टट्र राज््ययाचे मुख््यमंत्ी असा आहे ;

(२) सहायक प्राध्यापक, गट-ब या पदावर उमेदवाराची नियुक्ती करण्यासाठी सक्षम असणणारे संबंधित विभागाचे

मंत्ी असा आहे;

(ख) “आयोग” याचा अर््थ महाराष्टट्र लोकसेवा आयोग असा आहे;

(ग) “संचालनालय” याचा अर््थ शासनाच्या वैद्यकीय शिक्षणण व औषधी द्रव्ये विभागांतर्गत येणणारे

वैद्यकीय शिक्षणण व संशोधन संचालनालय असा आहे;

(घ) “शासन” याचा अर््थ महाराष्टट्र शासन असा आहे;

(ङ) “पदोन्नतीसाठीची पात्रता” याचा अर््थ, सामान्य प्रशासन विभागाकडून वेळोवेळी नियम, शासन

निर््णय किंवा आदेशाद्ारे पदोन्नतीसाठी निर््धारित केलेल्या अटी व शततींनुसार असलेली

पदोन्नतीची पात्रता होय.

(च) “पदव्युत्तर पदवी” याचा अर््थ व्यवसायोपचारशास्त्ातील सांविधिक विद्याद्यापीठाची पदव्युत्तर

पदवी असा आहे;

(छछ) “मान्यताप्राप्त संस््थथाथा” याचा अर््थ महाराष्टट्र आरोग्य विज्ञान विद्याद्यापीठ, नाशिक यांची मान्यताप्राप्त

असलेली व्यवसायोपचार शैक्षणिक संस््थथाथा असा आहे.

३. प्राप्राध्यापक (गट-अ) या पदावर नियुक्ती पदोन्नतीने करण्यात येईल. ही नियुक्ती वैद्यकीय शिक्षणण व संशोधन संचालनालयाच्या

अधिपत्याखालील शासकीय व्यवसायोपचार संस््थथाांांमधील सहयोगी प्राध्यापक (गट-अ) पद धारणण करणणाऱ्या व पदोन्नतीसाठी पात्र

असलेल्या व्यक््तींमधून ज्येष्ठतेच्या आधारे, तसेच सदर पदावर चार वर््षाांपेक्षा कमी नाही इतकी नियमित व अखंड सेवा पूर््ण केलेल्या

योग्य व्यक््ततीची करण्यात येईल :

परंतु असे की, आवश्यक अनुभव असलेली सहयोगी प्राध्यापक (गट-अ) पद धारणण करणणारी व्यक्ती उपलब्ध नसल्यास,

प्राध्यापक (गट-अ) या पदावर नियुक्ती पदोन्नतीने अशा व्यक््ततीची करण्यात येईल की, जी वैद्यकीय शिक्षणण व संशोधन संचालनालयाच्या

अधिपत्याखालील शासकीय व्यवसायोपचार संस््थथाांांमध्ये सहयोगी प्राध्यापक (गट-अ) हे पद धारणण करीत असेल आणि जिने त्या संस््थथाांांमध्ये

सहयोगी प्राध्यापक व सहायक प्राध्यापक या पदांवरील एकत्रित सेवेसह किमान नऊ वर््षाांची नियमित व अखंड सेवा पूर््ण केलेली असेल.

४. सहयोगी प्राध्यापक (गट-अ) या पदावर नियुक्ती पुढीलपैकी कोणणत्याही एका पद्धतीने करण्यात येईल :—

(अ) वैद्यकीय शिक्षणण व संशोधन संचालनालयाच्या अधिपत्याखालील शासकीय व्यवसायोपचार संस््थथाांांमधील सहायक

प्राध्यापक (गट-ब) हे पद धारणण करणणाऱ्या व पदोन्नतीसाठी पात्र असलेल्या व्यक््तींमधून ज्येष्ठतेच्या आधारे, सदर पदावर किमान

पाच वर््षाांची नियमित व अखंड सेवा पूर््ण केलेल्या योग्य व्यक््ततीची पदोन्नतीने नियुक्ती करण्यात येईल;

किंवा

(ब) आयोगाने स््पर््धधा परीक्षेच्या निकालाच्या आधारे शिफारस केलेल्या उमेदवारांमधून, नियुक्ती प्राधिकाऱ्याच्या मान्यतेने,

खालीलप्रमाणणे निकष पूर््ण करणणाऱ्या उमेदवारांची नामनिर्देदेशनाद्ारे नियुक्ती करण्यात येईल, जसे की :-

(i) वयोमर््ययादा :—

(अ) किमान वयोमर््ययादा : सदर पदाच्या भरतीसाठी प्रसिद्ध करण्यात आलेल्या जाहिरातीनुसार अर््ज सादर करण्याच्या

अंतिम दिनांकास अठरा वषे पूर््ण केलेली असावीत.

(ब) कमाल वयोमर््ययादा : सदर पदाच्या भरतीसाठी प्रसिद्ध करण्यात आलेल्या जाहिरातीनुसार अर््ज सादर करण्याच्या

अंतिम दिनांकास अराखीव प्रवर््गगातील व्यक््तींसाठी वय चाळीस वषे व राखीव प्रवर््गगातील व्यक््तींसाठी वय पंचेचाळीस वर््षषापेक्षा

अधिक असणणार नाही.

परंतु असे की, जे उमेदवार आधीपासून शासकीय सेवेत कार््यरत आहेत, अशा उमेदवारांसाठी वयोमर््ययादेत पुढील पाच

वर््षाांची शिथिलता देण्यात येईल :

पुढेे असेही की, जे मागासवगीय उमेदवार आधीपासून शासकीय सेवेत कार््यरत आहेत, त््ययाांांना वयोमर््ययादेतील शिथिलतेचा

लाभ शासकीय सेवक म््हणणून किंवा मागासवगीय उमेदवार म््हणणून यापैकी कोणणत्याही एका प्रकारे घेता येईल.

(ii) किमान शैक्षणिक अर््हता :—

उमेदवाराकडेे व्यवसायोपचार विषयातील किमान पदव्युत्तर पदवी (Post Graduate Degree) असणणे आवश्यक

आहे.

(iii) अनुभव :—

उमेदवाराकडेे मान्यताप्राप्त संस््थथेथेमध्ये व्यवसायोपचार विषयातील सहाय्यक प्राध्यापक म््हणणून किमान पाच वर््षाांचा

अनुभव असणणे आवश्यक आहे.

नियम ४ (ब) (ii) मध्ये नमूद केलेली किमान शैक्षणिक अर््हता प्राप्त केल्यानंतरचा अनुभवच अनुभवाच्या कालावधीची

गणणना करताना विचारात घेतला जाईल.

५. सहायक प्राध्यापक (गट-ब) या पदावर नियुक्ती पुढीलपैकी कोणणत्याही एका पद्धतीने करण्यात येईल :—

(अ) वैद्यकीय शिक्षणण व संशोधन संचालनालयाच्या अधिपत्याखालील शासकीय व्यवसायोपचार संस््थथाांांमधील

व्यवसायोपचारतज्ञ (गट-क) हे पद धारणण करणणाऱ्या व पदोन्नतीसाठी पात्र असलेल्या व्यक््तींमधून ज्येष्ठतेच्या आधारे, सदर पदावर

किमान तीन वर््षाांची नियमित व अखंड सेवा पूर््ण केलेल्या योग्य व्यक््ततीची पदोन्नतीने नियुक्ती करण्यात येईल; किंवा

(ब) आयोगाने घेतलेल्या स््पर््धधा परीक्षेच्या निकालाच्या आधारे आयोगाने शिफारस केलेल्या उमेदवारांमधून, नियुक्ती

प्राधिकाऱ्याच्या मान्यतेने, खालीलप्रमाणणे निकष पूर््ण करणणाऱ्या उमेदवारांची नामनिर्देदेशनाद्ारे नियुक्ती करण्यात येईल, म््हणणजे :—

(i) वयोमर््ययादा :-

पाच वर््षाांची शिथिलता देण्यात येईल :

(ii) किमान शैक्षणिक अर््हता : उमेदवाराकडेे व्यवसायोपचार विषयातील किमान पदव्युत्तर पदवी (Post

Graduate Degree) असणणे आवश्यक आहे.

६. नियम ४ व ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने व नामनिर्देदेशनाद्ारे नियुक्ती करताना, भरण्यात येणणाऱ्या एकूणण मंजूर

पदांच्या सं्ययेसाठी अनुक्रमे ५० : ५० या प्रमाणणात नियुक्ती करण्यात येईल :

परंतु असे की, पदोन्नतीने नियुक्तीसाठी योग्य व्यक्ती उपलब्ध नसल्यास, त्या विशिष््ट नियुक्ती वर््षषासाठी पदोन्नती व नामनिर्देदेशन

यांचे प्रमाणण, नियुक्ती प्राधिकाऱ्याच्या मान्यतेने शिथिल करता येईल.

७. नियम ४ व ५ मध्ये नमूद केलेल्या पदांवर नामनिर्देदेशनाद्ारे नियुक्त करण्यात आलेली व्यक्ती दोन वर््षाांच्या कालावधीसाठी

परिविक्षा

क्षाधीन (Probation) राहील. परिविक्षा

क्षाधीन कालावधी जास्तीत जास्त एक वर््षषापर्यंत वाढविता येईल. परिविक्षा

क्षाधीन कालावधी

(वाढीव कालावधीसह) शासनाच्या परिविक्षा

क्षा धोरणणानुसार समाधानकारकरित्या पूर््ण करणणे आवश्यक राहील. सदर धोरणणानुसार परिविक्षा

कालावधी (वाढीव कालावधीसह) समाधानकारकरित्या पूर््ण करण्यात अपयश आल्यास, त््ययाची सेवा समाप्त करण्यास तो पात्र ठरेल.

८. (१) नियम ३, ४ किंवा ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने नियुक्त करण्यात आलेल्या व्यक्तीने, शासनाने वेळोवेळी

यासंबंधी केलेल्या नियमांनुसार मराठी व हिंदी भाषा परीक्षा उत्तीर््ण करणणे आवश्यक राहील, जोपर्यंत त्याने त्या पदावर पदोन्नती मिळण्यापूर्वीच

सदर परीक्षा उत्तीर््ण केलेल्या नसतील किंवा त्या परीक्षा देण्यापासून त्याला सूट दिलेली नसेल.

(२) नियम ४ किंवा ५ मध्ये नमूद केलेल्या पदांवर नामनिर्देदेशनाद्ारे नियुक्त करण्यात आलेल्या व्यक्तीने, शासनाने वेळोवेळी

यासंबंधी केलेल्या नियमांनुसार नियुक्तीनंतर निर््धारित कालावधीत मराठी व हिंदी भाषा परीक्षा उत्तीर््ण करणणे आवश्यक राहील, जोपर्यंत

त्याने त्या परीक्षा पूर्वीच उत्तीर््ण केलेल्या नसतील. सदर परीक्षा उत्तीर््ण करेपर्यंत त्या व्यक्तीस वार््षषिक वेतनवाढ (Annual Increment)

किंवा पुढील पदोन्नतीच्या पदासाठी पात्रता मिळणणार नाही.

९. (१) नियम ३, ४ किंवा ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने नियुक्त करण्यात आलेल्या व्यक्तीकडेे, शासनाने वेळोवेळी

या संदर््भभात निर्गमित केलेल्या नियम किंवा आदेशांनुसार संगणणक अर््हता प्रमाणणपत्र असणणे आवश्यक राहील, जोपर्यंत त्या व्यक्तीकडेे सदर

प्रमाणणपत्र आधीपासून उपलब्ध नसेल किंवा त्या प्रमाणणपत्ापासून त्याला पदोन्नतीपूवी सूट दिलेली नसेल,

(२) नियम ४ किंवा ५ मध्ये नमूद केलेल्या पदांवर नामनिर्देदेशनाद्ारे नियुक्त करण्यात आलेल्या व्यक्तीकडेे, शासनाने वेळोवेळी

निर््धारित केलेल्या नियमांनुसार नियुक्तीनंतर निर््धारित कालावधीत संगणणक अर््हता प्रमाणणपत्र प्राप्त करणणे अथथवा सूट मिळालेली असणणे

आवश्यक राहील. अन््यथथा, सदर प्रमाणणपत्र प्राप्त करेपर्यंत ती व्यक्ती वार््षषिक वेतनवाढ किंवा पुढील पदोन्नतीच्या पदासाठी पात्र असणणार नाही.

१०. (१) नियम ४ किंवा ५ मध्ये नमूद केलेल्या पदांवर नामनिर्देदेशनाद्ारे नियुक्तीसाठी शिफारस करण्यात आलेल्या व्यक्तीने,

महाराष्टट्र नागरी सेवा (लहान कुटुंबाचे प्रतिज्ञापन) नियम, २००५ किंवा शासनाने वेळोवेळी या संदर््भभात निर्गमित केलेले इतर नियम, आदेश

किंवा संलेख यांच्या तरतुदीनुसार लहान कुटुंबाचे घोषणणापत्र सादर करणणे आवश्यक राहील.

(२) लहान कुटुंबाचे घोषणणापत्र सादर करण्याच्या दिनांकास ज्या व्यक्तीस दोनपेक्षा अधिक अपत्ये असतील, ती व्यक्ती शासकीय

सेवेत नियुक्तीसाठी अपात्र ठरेल.

(३) शासकीय सेवेत नियुक्ती झाल्यानंतर, नियुक्तीच्या वेळी किंवा त्यानंतर संबंधित व्यक्तीस दोनपेक्षा अधिक अपत्ये असल््ययाचे

सिद्ध झाल्यास, ती व्यक्ती शासकीय सेवेत सदर पदावर कार््यरत राहण्यास अपात्र ठरेल.

११. नियम ३, ४ व ५ मध्ये नमूद केलेल्या शैक्षणिक अर््हता व अनुभव, हे महाराष्टट्र आरोग्य विज्ञान विद्याद्यापीठाने (Maharashtra

University of Health Sciences) वेळोवेळी दिलेली मान्यता किंवा यथथास््थथिति, रद्द केलेली मान्यता याच्या अधीन राहतील.

१२. शासनाने वेळोवेळी निर्गमित केलेल्या कोणणत्याही नियम किंवा शासन निर््णयांद्ारे निश््चचित केलेल्या अटी व शती, ज्या

कोणणत्याही शासकीय सेवकाच्या नियुक्तीपूवी किंवा नियुक्तीनंतर लागू करण्यात आलेल्या असतील, त्या नियम ३, ४ किंवा ५ मध्ये नमूद

केलेल्या पदांवर नियुक्त करण्यात आलेल्या व्यक््तींनाही लागू राहतील.

No.SEPRANI-3017/C.R.311/VAISEVA-3.— In exercise of the powers conferred by the proviso to

article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments

issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of Professor, Group A (Gazetted), Associate Professor, Group A

(Gazetted) and Assistant Professor, Group B (Gazetted) in the Government Occupational Therapy

institutes on the establishment of Directorate of Medical Education and Research, under the

administrative control of the Medical Education and Drugs Department of the Government of

Maharashtra, namely :-

1. These rules may be called “the Professor (Group A) (Gazetted), Associate Professor (Group

A) (Gazetted) and Assistant Professor (Group B) (Gazetted) in the Government Occupational

Therapy institutes on the establishment of Directorate of Medical Education and Research under the

administrative control of the Medical Education and Drugs Department (Recruitment) Rules, 2026.

2. In these rules unless the context requires otherwise,—

(a) “Appointing Authority” means,—

(i) the Chief Minister, State of Maharashtra in relation to the post of Group A ;

(ii) the Minister of the concerned Department in relation to the post of Group B ;

(b) “Commission” means the Maharashtra Public Service Commission ;

administrative control of Medical Education and Drugs Department;

(d) “Government” means the Government of Maharashtra ;

(e) “eligibility for promotion” means eligibility for promotion in accordance with the terms

and conditions specified for promotion by rules, Government Resolution or orders issued by the

General Administration Department, from time to time ;

(f) “Postgraduate Degree” means the Postgraduate degree in Occupational Therapy of a

statutory University ;

(g) “recognized institution” means the Occupational Therapy educational institute approved

by the Maharashtra University of Health Sciences, Nasik.

3. Appointment to the post of Professor (Group A) shall be made by promotion of a suitable

person having eligibility for promotion on the basis of seniority from amongst the persons holding

the post of Associate Professor (Group A) in Government Occupational Therapy Institutes on the

establishment of Directorate having a regular and continuous service in the said post for not less

than four years :

Provided that, if a person holding the post of Associate Professor possessing requisite

experience is not available, then appointment to the post of Professor ( Group A ) shall be made

by promotion of a person holding the post of Associate Professor ( Group A ) in Government

Occupational Therapy institutes, on the establishment of Directorate having not less than nine

years of regular and continuous service, inclusive of combined service, as Associtate Professor

and Assistant Professor in such institute.

4. Appointment to the post of Associate Professor (Group A) shall be made either,—

(a) by Promotion of a suitable person having eligibility for promotion, on the basis of

seniority, from amongst the persons holding the post of Assistant Professor (Group B) in the

Government Occupational Therapy institutes on the establishment of Directorate having a

regular and continuous service in the said post for not less than five years ; or

(b) by nomination from amongst the candidates recommended by the Commission on the

basis of result of competitive examination, with the approval of the Appointing Authority, who

fulfills the following criteria, namely :—

(i) Age Limit.—

(a) Lower Age Limit.— Eighteen years of age completed on the last date of receipt

of applications as per the advertisement for recruitment to the said post.

(b) Upper Age Limit.— Forty years of age completed for the persons not belonging

to reserved categories and forty five years of age for the persons belonging to reserved

categories as on the last date of receipt of applications as per advertisement for

recruitment to the said post:

Provided that, the age limit for candidates who are already in Government service

shall be relaxed for further five years:

Provided further that, the backward class candidates who are already working

in the Government service can avail relaxation of age limit either for the Government

service employees or for backward class employees.

(ii) Minimum Educational Qualifications.- A person holding a minimum Post Graduate

Degree in Occupational Therapy.

(iii) Experience.— A person holding a minimum experience of five years as Assistant

Professor, Occupational Therapy in the recognized institution.

The experience after possessing the minimum educational qualification cited in rule 4 (b) (ii)

shall be taken into consideration while counting the period of experience.

5. Appointment to the post of Assistant Professor (Group B) shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority

from amongst the persons holding the post of Occupational Therapist (Group C) in Government

Occupational Therapy institutes on the establishment of Directorate having a regular and

continuous service in the said post for not less than three years; or

(b) by nomination from amongst the candidates recommended by the Commission on the

basis of the result of the competitive examination conducted by the Commission, with approval

of the Appointing Authority, who fulfills the following criteria, namely:-

(i) Age Limit.-

(a) Lower Age Limit.- Eighteen years of age completed on the last date of receipt

of applications as per the advertisement for recruitment to the said post.

(b) Upper Age Limit.- Thirty eight years of age completed for the persons not

belonging to reserved categories and forty three years of age for the persons belonging

to reserved categories as on the last date of receipt of applications as per advertisement

for recruitment to the said post :

Provided that, the age limit for candidates who are already in Government service

shall be relaxed for further five years :

Provided further that, the backward class candidianes who are already working

in the Government service can avail relaxation of age limit either for the Government

service employees or for backward class employees.

(ii) Minimum Educational Qualifications.— A person holding a minimum Post

Graduate Degree in Occupational Therapy.

6. Appointment to the posts mentioned in rules 4 and 5 by promotion and nomination shall be

made in the ratio of 50:50 respectively, for the total number of sanctioned posts to be filled :

Provided that, if a suitable person for appointment by promotion is not available, the ratio

of appointment by promotion and by nomination may be relaxed for that particular appointment

year with the approval of the Appointing Authority.

7. A person appointed to the post mentioned in rules 4 and 5 by nomination shall be on probation

for a period of two years. The probation period may be extended maximum up to one year. The

probation period (including extended period) shall be completed satisfactorily as per the probation

policy of the Government. In the event of failing to complete the probation period (including extended

period) satisfactorily, as per the said policy, his services shall be liable to be terminated.

8. (1) A person appointed to the post mentioned in the rule 3, 4 or 5 by promotion shall

pass the Marathi and Hindi Languages examinations as per the rules made in that behalf by the

Government, from time to time, unless he has already passed or had been exempted from passing

those examinations before getting promoted to the said post.

(2) A person appointed to the post mentioned in rule 4 or 5 by nomination shall pass the Marathi

and Hindi Languages examinations as per the rules made in that behalf by the Government. from

time to time, within the prescribed time limit after appointment, unless he has already passed the

said examinations. He shall not be eligible for annual increment or promotion to the next promotional

post until he passess those examinations.

9. (1) A person appointed to the post mentioned in rule 3, 4 or 5 by promotion shall possess

certificate of Computer Operations prescribed by rules or orders issued in that behalf by the

Government, from time to time, unless he already possesses such certificate or has been exempted

there from, before getting promoted to the said post.

(2) A person appointed to the post mentioned in rule 4 or 5 by nomination shall possess a

Certificate of Computer Operations prescribed by the Government, from time to time, within the

prescribed time limit after appointment, unless he has been exempted from possessing such Certificate,

otherwise he shall not be eligible for annual increment or promotion to the next promotional post

until he possesses such certificate.

10. (1) A person recommended for appointment by nomination to the post mentioned in rules 4

or 5 shall submit a declaration of Small Family as per the provision of the Maharashtra Civil Services

(Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this

behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of small

family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more than

two children at the time of appointment or thereafter, then he shall be disqualified for continuing

on the said post in the Government service.

11. The educational qualification and experience mentioned in rules 3, 4 and 5 shall be subject to

the recognition or de-recognition, as the case may be, of such educational qualification and experience

as specified by the Maharashtra University of Health Sciences, from time to time.

12. The terms and conditions specified by the Government, in any rules or resolutions issued

by the Government from time to time, before or subsequent to the appointment of any Government

servant shall also be applicable to the person appointed on the post mentioned in rule 3, 4 or 5.

नियम करीत आहेत,:-

१.

संचालनालयांतर्गत शासकीय भौतिकोपचार संस््थथाांांतील प्राध्यापक, गट-अ (राजपत्रित), सहयोगी प्राध्यापक, गट-अ (राजपत्रित) व

२. या नियमात संदर््भभानुसार दुसरा अर््थ अभिप्रेप्रेत नसेल तर,—

(क) “नियुक्ती प्राधिकारी” याचा अर््थ ,-

महाराष्टट्र राज््ययाचे मुख््यमंत्ी असा आहे ;

(२) सहायक प्राध्यापक, गट-ब या पदावर उमेदवाराची नियुक्ती करण्यासाठी सक्षम असणणारे संबंधित विभागाचे मंत्ी

असा आहे;

(ख) "आयोग" याचा अर््थ महाराष्टट्र लोकसेवा आयोग असा आहे;

(ग) “संचालनालय” याचा अर््थ शासनाच्या वैद्यकीय शिक्षणण व औषधी द्रव्ये विभागांतर्गत येणणारे वैद्यकीय शिक्षणण व संशोधन

संचालनालय असा आहे;

(घ) “शासन” याचा अर््थ महाराष्टट्र शासन असा आहे;

(ङ) “पदोन्नतीसाठीची पात्रता” याचा अर््थ, सामान्य प्रशासन विभागाकडून वेळोवेळी नियम, शासन निर््णय किंवा आदेशाद्ारे

पदोन्नतीसाठी निर््धारित केलेल्या अटी व शततींनुसार असलेली पदोन्नतीची पात्रता होय.

(च) “पदव्युत्तर पदवी” याचा अर््थ भौतिकोपचारशास्त्ातील सांविधिक विद्याद्यापीठाची पदव्युत्तर पदवी असा आहे;

(छछ) “मान्यता प्राप्त संस््थथाथा” यांचा अर््थ महाराष्टट्र आरोग्य विज्ञान विद्याद्यापीठ, नाशिक यांची मान्यता प्राप्त असलेली भौतिकोपचार

शैक्षणिक संस््थथाथा असा आहे.

अधिपत्याखालील शासकीय भौतिकोपचार संस््थथाांांमधील सहयोगी प्राध्यापक (गट-अ) पद धारणण करणणाऱ्या व पदोन्नतीसाठी पात्र असलेल्या

व्यक््तींमधून ज्येष्ठतेच्या आधारे, तसेच सदर पदावर चार वर््षाांपेक्षा कमी नाही इतकी नियमित व अखंड सेवा पूर््ण केलेल्या योग्य व्यक्तीमधून

करण्यात येईल :

प्राध्यापक (गट-अ) या पदावर पदोन्नतीने अशा व्यक््ततीची नियुक्ती करण्यात येईल की, जी वैद्यकीय शिक्षणण व संशोधन

संचालनालयाच्या अधिपत्याखालील शासकीय भौतिकोपचार संस््थथाांांमध्ये सहयोगी प्राध्यापक (गट-अ) हे पद धारणण करीत असेल

आणि जिने त्या संस््थथाांांमध्ये सहयोगी प्राध्यापक व सहायक प्राध्यापक या पदांवरील एकत्रित सेवेसह किमान नऊ वर््षाांची नियमित व

अखंड सेवा पूर््ण केलेली असेल.

(अ) वैद्यकीय शिक्षणण व संशोधन संचालनालयाच्या अधिपत्याखालील शासकीय भौतिकोपचार संस््थथाांांमधील सहायक

पाच वर््षाांची नियमित व अखंड सेवा पूर््ण केलेल्या योग्य व्यक््ततीची पदोन्नतीने नियुक्ती करण्यात येईल; किंवा

(ब) महाराष्टट्र लोकसेवा आयोगाने स््पर््धधा परीक्षेच्या निकालाच्या आधारे शिफारस केलेल्या उमेदवारांमधून, नियुक्ती

प्राधिकाऱ्याच्या मान्यतेने, खालीलप्रमाणणे निकष पूर््ण करणणाऱ्या उमेदवारांची नामनिर्देदेशनाद्ारे नियुक्ती करण्यात येईल, जसे की :-

(i) वयोमर््ययादा :—

(अ) किमान वयोमर््ययादा : सदर पदाच्या भरतीसाठी प्रसिद्ध करण्यात आलेल्या जाहिरातीनुसार अर््ज सादर

करण्याच्या अंतिम दिनांकास उमेदवाराने अठरा वषे पूर््ण केलेली असावीत.

(ब) कमाल वयोमर््ययादा : सदर पदाच्या भरतीसाठी प्रसिद्ध करण्यात आलेल्या जाहिरातीनुसार अर््ज सादर

करण्याच्या अंतिम दिनांकास, अराखीव प्रवर््गगातील व्यक््तींसाठी वय चाळीस वषे व राखीव प्रवर््गगातील व्यक््तींसाठी

वय पंचेचाळीस वर््षषापेक्षा अधिक नसावे :

पाच वर््षाांची शिथिलता देण्यात येईल :

पुढेे असेही की, जे मागासवगीय उमेदवार आधीपासून शासकीय सेवेत कार््यरत आहेत, त््ययाांांना वयोमर््ययादेतील

शिथिलतेचा लाभ शासकीय सेवक म््हणणून किंवा मागासवगीय उमेदवार म््हणणून यापैकी कोणणत्याही एका प्रकारे घेता येईल.

(ii) किमान शैक्षणिक अर््हता :-

उमेदवाराकडेे भौतिकोपचार विषयातील किमान पदव्युत्तर पदवी (Post Graduate Degree) असणणे

आवश्यक आहे.

(iii) अनुभव :-

उमेदवाराकडेे मान्यताप्राप्त संस््थथेथेमध्ये भौतिकोपचार विषयातील सहायक प्राध्यापक म््हणणून किमान पाच वर््षाांचा

अनुभव असणणे आवश्यक आहे.

गणणना करताना विचारात घेतला जाईल.

(अ) वैद्यकीय शिक्षणण व संशोधन संचालनालयाच्या अधिपत्याखालील शासकीय भौतिकोपचार संस््थथाांांमधील भौतिकोपचारतज्ञ

(गट-क) हे पद धारणण करणणाऱ्या व पदोन्नतीसाठी पात्र असलेल्या व्यक््तींमधून ज्येष्ठतेच्या आधारे, सदर पदावर किमान तीन वर््षाांची

नियमित व अखंड सेवा पूर््ण केलेल्या योग्य व्यक््ततीची पदोन्नतीने नियुक्ती करण्यात येईल; किंवा

प्राधिकाऱ्याच्या मान्यतेने, खालीलप्रमाणणे निकष पूर््ण करणणाऱ्या उमेदवारांची नामनिर्देदेशनाद्ारे नियुक्ती करण्यात येईल :—

(i) वयोमर््ययादा :-

करण्याच्या अंतिम दिनांकास उमेदवाराने अठरा वषे पूर््ण केलेली असावीत.

(ii) किमान शैक्षणिक अर््हता : उमेदवाराकडेे भौतिकोपचार विषयातील किमान पदव्युत्तर पदवी (Post Graduate

Degree) असणणे आवश्यक आहे.

पदांच्या सं्ययेसाठी अनुक्रमे ५० : ५० या प्रमाणणात नियुक्ती करण्यात येईल :

परंतु असे की, पदोन्नतीने नियुक्तीसाठी योग्य व्यक्ती उपलब्ध नसल्यास, त्या विशिष््ट नियुक्ती वर््षषासाठी पदोन्नती व

नामनिर्देदेशन यांचे प्रमाणण, नियुक्ती प्राधिकाऱ्याच्या मान्यतेने शिथिल करता येईल.

परिविक्षा

क्षाधीन (Probation) राहील. परिविक्षा

क्षाधीन कालावधी जास्तीत जास्त एक वर््षषापर्यंत वाढविता येईल. परिविक्षा

क्षाधीन कालावधी

(वाढीव कालावधीसह) शासनाच्या परिविक्षा

क्षाधीन

कालावधी (वाढीव कालावधीसह) समाधानकारकरित्या पूर््ण करण्यात अपयश आल्यास, त््ययाची सेवा समाप्त करण्यास पात्र राहील.

८ (१) नियम ३, ४ किंवा ५ मध्ये नमूद केलेल्या पदांवर पदोन्नतीने नियुक्त करण्यात आलेल्या व्यक्तीने, शासनाने वेळोवेळी

सदर परीक्षा उत्तीर््ण केलेल्या नसतील किंवा त्या परीक्षा देण्यापासून त्याला सूट दिलेली नसेल,

किंवा पुढील पदोन्नतीच्या पदासाठी पात्रता मिळणणार नाही.

निर््धारित केलेल्या नियमांनुसार नियुक्तीनंतर निर््धारित कालावधीत संगणणक अर््हता प्रमाणणपत्र प्राप्त करणणे अथथवा सूट दिलेली असणणे

आवश्यक राहील. अन््यथथा, सदर प्रमाणणपत्र प्राप्त करेपर्यंत अथथवा सूट मिळेेपर्यंत त्या व्यक्तीस वार््षषिक वेतनवाढ किंवा पुढील पदोन्नतीच्या

पदासाठी पात्रता मिळणणार नाही.

१०. (१) नियम ४ किंवा ५ मध्ये नमूद केलेल्या पदांवर नामनिर्देदेशनाद्ारे नियुक्तीसाठी शिफारस करण्यात आलेल्या व्यक्तीने,

सेवेत नियुक्तीसाठी अपात्र ठरेल.

Constitution of India.

No. SEPRANI-3017/C.R.311/VAISEVA-3.— In exercise of the powers conferred by the proviso

to article 309 of the Constitution of India and in supersession of all the existing rules, orders or

instruments issued in this behalf, the Governor of Maharashtra is hereby pleased to make the

following rules regulating recruitment to the post of Professor, Group A (Gazetted), Associate

Professor, Group A (Gazetted) and Assistant Professor, Group B (Gazetted) in the Government

Physiotherapy Institutes on the establishment of Directorate of Medical Education and Research,

under the administrative control of the Medical Education and Drugs Department of the Government

of Maharashtra, namely :—

1. These rules may be called “the Professor, Group A (Gazetted), Associate Professor, Group A

(Gazetted) and Assistant Professor, Group B (Gazetted) in the Government Physiotherapy institutes

on the establishment of Directorate of Medical Education and Research under the administrative

control of the Medical Education and Drugs Department (Recruitment) Rules, 2026.”

2. In these rules, unless the context requires otherwise,—

(a) “Appointing Authority” means,—

(i) the Chief Minister, State of Maharashtra in relation to the post of Group A ;

(ii) the Minister of the concerned Department in relation to the post of Group B ;

(b) “Commission” means the Maharashtra Public Service Commission ;

administrative control of Medical Education and Drugs Department;

(d) “Government” means the Government of Maharashtra ;

(e) “eligibility for promotion” means eligibility for promotion in accordance with the terms

and conditions specified for promotion by rules, Government Resolution or orders issued by the

General Administration Department, from time to time ;

(f) “Postgraduate Degree” means the Postgraduate degree in Physiotherapy of a statutory

University ;

(g) “recognized institution” means the Physiotherapy educational institute approved by the

Maharashtra University of Health Sciences, Nasik.

3. Appointment to the post of Professor ( Group A ) shall be made by promotion of a suitable

person having eligibility for promotion on the basis of seniority from amongst the persons holding the

post of Associate Professor (Group A) in Government Physiotherapy Institutes on the establishment

of Directorate having a regular and continuous service in the said post for not less than four years :

Provided that, if a person holding the post of Associate Professor possessing requisite

experience is not available, then appointment to the post of Professor ( Group A ) shall be made

by promotion of a person holding the post of Associate Professor ( Group A ) in Government

Physiotherapy institutes, on the establishment of Directorate having not less than nine years

of regular and continuous service, inclusive of combine service, as Associate Professor and

Assistant Professor in such institute.

4. Appointment to the post of Associate Professor (Group A) shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion, on the basis of

seniority, from amongst the persons holding the post of Assistant Professor (Group B) in the

Government Physiotherapy Institutes on the establishment of Directorate having a regular and

continuous service in the said post for not less than five years ; or

(b) by nomination from amongst the candidates recommended by the Commission on the

basis of result of competitive examination, with the approval of the Appointing Authority, who

fulfills the following criteria, namely :-

(i) Age Limit.—

(a) Lower Age Limit.— Eighteen years of age completed on the last date of receipt

of applications as per the advertisement for recruitment to the said post.

(b) Upper Age Limit.— Forty years of age completed for the persons not belonging

to reserved categories and forty five years of age for the persons belonging to reserved

categories as on the last date of receipt of applications as per advertisement for

recruitment to the said post:

Provided that, the age limit for candidates who are already in Government service

shall be relaxed for further five years:

Provided further that, the backward class candidates who are already working

in the Government service can avail relaxation of age limit either for the Government

service employees or for backward class employees.

(ii) Minimum Educational Qualifications.— A person holding a minimum Post

Graduate Degree in Physiotherapy.

(iii) Experience.— A person holding a minimum experience of five years as Assistant

Professor, Physiotherapy in the recognized institution.

The experience after possessing the minimum educational qualification cited in rule 4 (b) (ii)

shall be taken into consideration while counting the period of experience.

5. Appointment to the post of Assistant Professor (Group B) shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of

seniority from amongst the persons holding the post of Physiotherapist (Group C) in Government

Physiotherapy institutes on the establishment of Directorate having a regular and continuous

service in the said post for not less than three years; or

(b) by nomination from amongst the candidates recommended by the Commission on the

basis of the result of the competitive examination conducted by the Commission, with approval

of the Appointing Authority, who fulfills the following criteria, namely :—

(i) Age Limit.—

(a) Lower Age Limit.— Eighteen years of age completed on the last date of receipt

of applications as per the advertisement for recruitment to the said post.

(b) Upper Age Limit.— Thirty eight years of age completed for the persons not

belonging to reserved categories and forty three years of age for the persons belonging

to reserved categories as on the last date of receipt of applications as per advertisement

for recruitment to the said post :

Provided that, the age limit for candidates who are already in Government service

shall be relaxed for further five years :

Provided further that, the backward class candidates who are already working

in the Government service can avail relaxation of age limit either for the Government

service employees or for backward class employees.

(ii) Minimum Educational Qualifications.— A person holding a minimum Post

Graduate Degree in Physiotherapy.

6. Appointment to the posts mentioned in rules 4 and 5 by promotion and nomination shall be

made in the ratio of 50:50 respectively, for the total number of sanctioned posts to be filled :

Provided that, if a suitable person for appointment by promotion is not available, the ratio of

appointment by promotion and by nomination may be relaxed for that particular appointment year

with the approval of the Appointing Authority.
