म, २०१६.

क्रमांं�क बालसंं-२०२६/प्र.क्र.२१/काा-०८.—याद्वाारे, सेवाा, लाभ किं�ंवाा अनुदााने वि�तरणाासाठीी ओळखपत्र म्हणूून आधाारचाा वाापर

केल्याने शाासनााच्या वि�तरण प्रक्रि�या सुलभ होताात, पारदर्शशकताा आणि� काार्ययक्षमताा येते आणि� लाभाार्थ्यां�ंɕनाा त्यां�चीी ओळख सि�द्ध करण्यासाठीी

अनेक काागदपत्रे सादर करण्याची गरज टाळून, त्यां�चेे हक्क थेेट सोयीस्कर आणि� अखंडपणे मि�ळवणेे शक्य होते;

आणि� जि�थेे महि�लाा व बाल वि�काास वि�भााग (यापुढेे “वि�भााग” म्हणूून संंबोधलेे जाईल) हा “क्रांं�ति�ज्योती सावि�त्रीीबाई फुुले बालसंंगोपन

योजनाा” (यापुढेे “योजनाा” म्हणूून संंबोधलेे जाईल) राबवत आहे, ज्या अंतर्गगत अनााथ मुलां�नाा किं�ंवाा ज्यांं�च्या पालकांं�चाा शोध लागत नााही

आणि� ज्यां�नाा दत्तक देताा येत नााही अशाा मुलां�नाा, एकल पालक असलेेल्या मुलां�नाा (ज्या कुटुंȾबांं�मध्ये एकाा पालकााचाा मृत्यू, घटस्फोट, पालकांं�चे

वि�भक्त होणे, सोडून देणे, अवि�वााहि�त मातृत्व, गंभीर आजार, पालक रुग्णाालयात दााखल असणेे इत्यादी काारणांं�मुळे कौटुंȾबि�क वि�घटन झााले

आहे अशाा कुटुंȾबां�तीील मुलां�नाा), कौटुंȾबि�क तणााव/वााद किं�ंवाा संंघर्षष किं�ंवाा काायदेशीर लढाई यां�साारख्या कौटुंȾबि�क संंकटांं�नी बाधि�त मुलां�नाा,

कुष्ठरोोग्यांं�च्या मुलां�नाा, जन्मठेेपेची शि�क्षाा भोगत असलेेल्या कैद्यांं�च्या मुलां�नाा, तुरुंगात असलेेल्या पालकांं�च्या मुलां�नाा, एचआयव्ही-पॉझि�टि�व्ह

पॉक्सो काायद्यांं�तर्गगत पीडि�त मुलां�नाा, तीव्र कुपोषि�त मुलां�नाा, गंभीर आजारी मुलां�नाा, व्यसनीी मुलां�नाा, वि�वि�ध प्रकाारच्या दंगलींनी बाधि�त मुलां�नाा,

कोवि�डसारख्या आजारांं�च्या प्रादुभाा�वाामुळे दोन्ही किं�ंवाा एक पालक गमावलेेल्या मुलां�नाा, नैसर्गि�िक आपत्तींमध्ये दोन्ही किं�ंवाा एक पालक

गमावलेेल्या मुलां�नाा, बालवि�वााहाचे बळी ठरू शकणााऱ्या मुलां�नाा, काायद्यााच्या संंघर्षा�त सापडलेल्या मुलां�नाा, ज्यां�चेे दोन्ही पालक दि�व्यांं�ग आहेत

अशाा मुलां�नाा, रस्त्यावर राहणााऱ्या मुलां�नाा, शााळेबाहेरील मुलां�नाा, बालकाामगाारां�नाा, कौटुंȾबि�क हिं�ंसाचााराच्या प्रकरणांं�मध्ये सामील असलेेल्या

पालकांं�च्या मुलां�नाा, “भि�काारी गृहांं�मध्ये” दााखल असलेेल्या पालकांं�च्या मुलां�नाा (यापुढेे “लाभाार्थी” म्हणूून संंबोधलेे जाईल) दरमहाा दोन

हजाार दोनशेे पन्नाास रुपये (यापुढेे “लाभ” म्हणूून संंबोधलेे जाईल) आर्थि�िक सहााय्य प्रदाान केले जाते, आणि� ही योजनाा आयुक्त, महि�लाा व

बाल वि�काास काार्या�लय, पुणे (यापुढेे “अंमलबजावणीी करणाारी संंस्था” म्हणूून संंबोधलेे जाईल) यांं�च्यामार्फत सध्याच्या योजनेच्या मागगदर्शशक

तत्त्वांं�नुसार राबवलीी जात आहे;

आणि� ज्याअर्थी, उपरोक्त योजनेमध्ये महााराष्ट्र राज्याच्या एकत्रि�त नि�धीीतून होणाारा आवर्ती खर्चच समाावि�ष्ट आहे.

त्यानुसार, आताा, आधाार (वि�त्तीीय आणि� इतर अनुदााने, लाभ आणि� सेवांं�ची लक्ष्यििȤित वि�तरण) अधि�नि�यम, २०१६ (यापुढेे ‘उक्त

अधि�नि�यम’ म्हणूून संंबोधलेे जाईल) च्या कलम ७ च्या तरतुदींनुसार, महााराष्ट्र शाासन याद्वाारे खालीलप्रमाणे अधि�सूूचि�त करत आहे,

ते असे की :—

१. (१) योजनेअंतर्गगत लाभ मि�ळण्यास पात्र असलेेल्या व्यक्तीला आधाार क्रमांं�क धाारण केल्याचाा पुरावाा सादर करणे किं�ंवाा आधाार

प्रमाणीकरण करणे आवश्यक असेल.

(२) योजनेअंतर्गगत लाभ घेऊ इच्छि�Œणााऱ्या कोणत्याही व्यक्तीकडेे आधाार क्रमांं�क नसल्यास किं�ंवाा ति�नेे अद्यााप आधाारसाठीी

नाावनोंंंदणीी केली नसल्यास, ति�लाा योजनेसाठीी नोंंदणीी करण्यापूर्वी आधाार नाावनोंंंदणीीसाठीी अर्जज करणे आवश्यक असेल, तथाापि�, ती

उक्त अधि�नि�यमाच्या कलम ३ नुसार आधाार मि�ळवण्यास पात्र असावी, आणि� अशाा व्यक्तींनी आधाारसाठीी नाावनोंंंदणीी करण्यासाठीी

कोणत्याही आधाार नाावनोंंंदणीी केंद्रााला भेट द्याावी (यादी भाारतीय वि�शि�ष्ट ओळख प्राधि�करणााच्या (UIDAI) www.uidai.gov.

in या वेबसाइटवर उपलब्ध आहे).

(३) आधाार (नाावनोंंंदणीी आणि� अद्ययाावत) वि�नि�यम, २०१६ च्या नि�यम १२ नुसार, वि�भाागाला त्याच्या अंमलबजावणीी

संंस्थेेद्वाारे, ज्या लाभाार्थ्यां�ंɕनी अद्यााप आधाारसाठीी नाावनोंंंदणीी केलेली नााही, त्यांं�च्यासाठीी आधाार नाावनोंंंदणीी सुवि�धाा उपलब्ध करून

देणे आवश्यक आहे आणि� संंबंधि�त गट किं�ंवाा ताालुकाा किं�ंवाा तहसीीलमध्ये कोणतेेही आधाार नाावनोंंंदणीी केंद्र नसल्यास, वि�भााग

त्याच्या अंमलाातील संंस्थेेद्वाारे UIDAI च्या वि�द्यमाान नि�बंंधकांं�शी समन्वय साधून किं�ंवाा स्वतःः UIDAI नि�बंंधक बनून सोयीस्कर

ठि�कााणी आधाार नाावनोंंंदणीी सुवि�धाा प्रदाान करेेल :

परंतु, जोपर्यंंत त्या व्यक्तीला आधाार क्रमांं�क दि�लाा जात नााही, तोपर्यंंत अशाा व्यक्तीला योजनेअंतर्गगत लाभ खालील काागदपत्रे सादर

करण्याच्या अधीन राहून दि�लेे जातील, ती अशी की:-

(अ) जर ति�नेे नाावनोंंंदणीी केली असेल, तर ति�चीी आधाार नाावनोंंंदणीी ओळख स्लि��प; आणि�

(ब) खालीलपैकी कोणतेेही एक काागदपत्र, ते असे की :—

(i) फोटो असलेेले बँक किं�ंवाा पोस्ट ऑफि�स पासबुुक ; किं�ंवाा

(ii) पासपोोटट ; किं�ंवाा

(iii) रेशन काार्डड ; किं�ंवाा

(iv) राजपत्रि�त अधि�काारी किं�ंवाा तहसीीलदााराने अधि�कृृत लेटरहेडवर जारी केलेले, संंबंधि�त व्यक्तीचाा फोटो असलेेले

ओळखपत्र ; किं�ंवाा

(v) वि�भाागाने नि�र्दि�िष्ट केलेला इतर कोणतााही दस्तऐवज :

तसेेच, उपरोक्त काागदपत्रे त्या उद्देेशाासाठीी वि�भाागाने वि�शेेषतःः नि�युुक्त केलेल्या अधि�कााऱ्याद्वाारे तपाासलीी जाऊ शकताात.

२.   योजनेअंतर्गगत लाभाार्थ्यां�ंɕनाा सोयीस्करपणे लाभ देण्यासाठीी, वि�भााग आपल्या अंमलबजावणीी संंस्थेेद्वाारे सर्वव आवश्यक व्यवस्था

करेेल, जेणेकरून लाभाार्थ्यां�ंɕनाा उक्त गरजेबद्दल जागरूक करण्यासाठीी माध्यमांं�द्वाारे व्यापक प्रसि�द्धीी दि�लीी जाईल.

३.  ज्या सर्वव प्रकरणांं�मध्ये लाभाार्थ्यां�ंɕच्या सदोोषष बायोमेट्रि�क्समुुळे किं�ंवाा इतर कोणत्याही काारणाामुळे आधाार प्रमाणीकरण अयशस्वी होते,

त्या सर्वव प्रकरणांं�मध्ये खालील उपाययोजनाा अवलंंबल्या जातील, त्या म्हणजेे :—

(अ)  बोटांं�च्या ठशांं�ची गुणवत्ता खराब असल्यास, प्रमाणीकरणाासाठीी इंटि�ग्रेटेड रि�स्क इन्फॉर्मेशन सि�स्टीम (IRIS) स्कॅन

किं�ंवाा चेहराा प्रमाणीकरण सुवि�धेेचाा अवलंंब केला जाईल, त्यानुसार वि�भााग आपल्या अंमलबजावणीी संंस्थेेद्वाारे लाभ अखंडपणे

वि�तरि�त करण्यासाठीी बोटांं�च्या ठशांं�च्या प्रमाणीकरणाासोबत (IRIS) स्कॅनर किं�ंवाा चेहराा प्रमाणीकरणााची सोय उपलब्ध करून देईल,

(ब)  जर बोटां�चेे ठसेे किं�ंवाा (IRIS) स्कॅन किं�ंवाा चेहराा प्रमाणीकरणााद्वाारे बायोमेट्रि�क प्रमाणीकरण यशस्वी झााले नााही, तर

जेव्हा शक्य आणि� स्वीकाारार्हह असेल, तेव्हा प्रकरणाानुसार, मर्या�दि�त वेळेच्या वैधतेेसह आधाार वन-टाइम पासवर्डड किं�ंवाा पासवर्डडद्वाारे

प्रमाणीकरण करण्याची सोय दि�लीी जाईल;

(क)  इतर सर्वव प्रकरणांं�मध्ये जि�थेे बायोमेट्रि�क किं�ंवाा आधाार वन-टाइम पासवर्डड किं�ंवाा टाइम-बेस्ड वन-टाइम पासवर्डड

प्रमाणीकरण शक्य नााही, ति�थेे योजनेअंतर्गगत लाभ भौति�क आधाार पत्रााच्या आधाारावर दि�लाा जाऊ शकतोो, ज्याची सत्यताा आधाार

पत्राावर छापलेल्या क्वि�िक रि�स्पॉन्स (QR) कोडद्वाारे सत्यापि�त केली जाऊ शकतेे आणि� क्वि�िक रि�स्पॉन्स कोड रीडरची आवश्यक

व्यवस्था वि�भााग आपल्या अंमलबजावणीी संंस्थेेद्वाारे सोयीस्कर ठि�कााणी उपलब्ध करून देईल.

४.  उपरोक्त व्यति�रि�क्त, योजनेअंतर्गगत कोणतााही खरा लाभाार्थी त्याच्या हक्कााच्या लाभाापासून वंचि�त राहणाार नााही याची खात्री

करण्यासाठीी, वि�भााग आपल्या अंमलबजावणीी संंस्थेेद्वाारे भाारत सरकाारच्या कॅबि�नेेट सचि�वाालयातील डीबीटी मि�शनच्या १९ डि�सेंंबर २०१७

रोजीच्या काार्या�लयीन ज्ञाापनाात नमूूद केलेली अपवााद हातााळणी यंत्रणाा (exception handling mechanism) अनुसरेेल.

५.   हीी अधि�सूूचनाा महाारााष्ट्र शाासनाच्या रााजपत्रामध्ये प्रसि�द्ध झााल्याच्या ताारखेपासून अंमलाात येईल.

NOTIFICATION

The Aadhar ( Targoeted Delivery Of Financial And Others Subsidies, Benefits And Services) Act,

2016.

No. Balsn-2026/C.R.21/Desk-08.—Whereas, the use of Aadhaar as identity document for

delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in

transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient

and seamless manner by obviating the need to produce multiple documents to prove one’s identity;

And whereas, the Women and Child Development Department (hereinafter referred to as “the

Department”) is administering the “Krantijyoti Savitribai Phule Balsangopan Scheme” (hereinafter

referred to as “the Scheme”) to provide financial assistance of rupees two thousand two hundred

fifty per month (hereinafter referred to as “the benefit”) to the orphaned children or children whose

parents cannot be traced and who cannot be given up for adoption, children with a single parent

(children from families where the family has been disrupted due to reasons such as the death of one

parent, divorce, parental separation, abandonment, unmarried motherhood, serious illness, parent

being hospitalized, etc.) children affected by family crises such as family tension/disputes or conflicts

or legal battles children of leprosy patients, children of prisoners serving life sentences, children of

parents in jail, children of HIV-positive parents, children of parents suffering from serious illnesses

like cancer severely mentally challenged children, HIV-positive or cancer-affected children, children

with more than 40% disability, blind children, children with physical disabilities, begging children,

children who are victims under the POCSO Act, severely malnourished children, acutely malnourished

children, children with serious illnesses, addicted children, children affected by various types of riots,

children who have lost both or one parent due to the outbreak of diseases like Covid, children who

have lost both or one parent in natural disasters, children who may become victims of child marriage,

children in conflict with the law, children whose both parents are disabled, children living on the

streets, out-of-school children, child labourers children of parents involved in domestic violence cases,

children of parents admitted to “beggar homes” (hereinafter referred to as “the beneficiaries”) which

is being implemented by the Commissioner, Women and Child Development Office, Pune (hereinafter

referred to as “the implementing Agency”) as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the

Consolidated Fund of the State of Maharashtra.

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of

Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said

Act), the Government of Maharashtra hereby notifies the following, namely :—

1. (1)  An individual eligible for receiving the benefit under the Scheme shall be required to

furnish proof of possession of Aadhaar number or undergo Aadhaar authentication.

(2)  Any individual desirous of availing benefit under the Scheme, who does not possess the

Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application

for Aadhaar enrolment before registering for the Scheme. Provided that he is entitled to obtain

Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment

centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.

gov.in) to get enrolled for Aadhaar.

(3)  As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the

Department through its implementing Agency, is required to offer Aadhaar enrolment facilities

for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar

enrolment centre located in the respective Block or Taluka or Tehsil, the Department through

its implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in

coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar itself :

Provided that, till the time Aadhaar is assigned to the individual, benefits under the Scheme

shall be given to such individual, subject to the production of the following documents, namely :—

(a) if he has enrolled, his Aadhaar Enrolment Identification Slip ; and

(b) any one of the following documents, namely :—

(i)  Bank or Post Office Passbook with Photo; or

(ii)  Passport; or

(iii)  Ration Card; or

(iv)  Certificate of identity having photo of such person issued by a Gazetted Officer or a

Tehsildar on an official letter head; or

(v)  any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically

designated by the Department for that purpose.

2. In order to provide benefit to the beneficiaries under the Scheme conveniently, the Department

through its implementing Agency shall make all the required arrangements to ensure that wide

publicity through the media shall be given to the beneficiaries to make them aware of the said

requirement.

3. In all cases, where Aadhaar authentication fails due to poor biometries of the beneficiaries or

due to any reason, the following remedial mechanisms shall be adopted, namely :—

(a)  in case of poor fingerprint quality, Integrated Risk Information System (IRIS) scan or

face authentication facility shall be adopted for authentication, thereby the Department through

its implementing Agency shall make provisions for (IRIS) scanners or face authentication along

with finger-print authentication for delivery of benefits in a seamless manner;

(b)  in case the biometric authentication through fingerprints or (IRIS) scan or face

authentication is not successful, whenever feasible and admissible authentication by Aadhaar

One-Time Password or Time-based One-Time Password with limited time validity, as the case

may be, shall be offered;

(c)  in all other cases where biometric or Andhaar One-Time Password or Time-based

One-Time Password authentication is not possible, benefit under the Scheme may be given

on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick

Response (QR) Code printed on the Aadhaar letter and the necessary arrangement of Quick

Response Code reader shall be provided at the convenient locations by the Department through

its implementing Agency.

4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme

is deprived of his due benefit, the Department through its implementing Agency shall follow the

exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet

Secretariat, Government of India, dated 19th December 2017.

5. This notification shall come into effect from the date of its publication in the Maharashtra

Government Official Gazette.
