क्रमांं�क बीसीएस-२०२६/प्र.क्र.७७/आ(संनि�).— भाारतााच्या संविि¦धाानााच्या अनुच्छेेद ३०९ चे परंतुक आणिि” भाारतााच्या राष्ट्रपतींचे

दि�नांं�क १७ फेेब्रुुवारी १९८० चाा आदेश क्रमांं�क जी. एस. आर(४७)(इ) याद्वाारे प्रदाान केलेल्या अधि�काारांं�चाा वापर करून आणिि” याबाबतीत

करण्यात आलेले आणिि” राज्यात किं�ंवा त्याच्या कोणत्याही भाागात अंमलाात असलेले सर्व विि¦द्यमाान नि�यम व आदेश यां�चेे अधि�क्रमण करून

महााराष्ट्राचे राज्यपाल याद्वाारे महााराष्ट्र शासनााच्या पाटबंंधाारे विि¦भाागातील “महााराष्ट्र अभि�यांं�त्रि�कीी यंत्र अभि�यंंताा सेवा, वर्गग-२” यातील “उप

अभि�यंंताा (यां�त्रि�कीी)” या पदाावरील सेवा प्रवेशाचे विि¦नि�यमन करणारे पुढीील नि�यम करीीत आहेत—

१. 

या नि�यमाास पाटबंंधाारे विि¦भाागातील “महााराष्ट्र यां�त्रि�कीी अभि�यंंताा सेवा, वर्गग-२ मधीील उप अभि�यंंताा (यां�त्रि�कीी)

(सेवाप्रवेश ) नि�यम, २०२६” असे म्हणताा येईल.

२.  संदर्भाभाा�नुुसार दुसरा अर्थथ अपेक्षििȦत नसेेल तर या नि�यमाात —

(अ)  “आयोग” म्हणजेे महााराष्ट्र लोकसेेवा आयोग,

(ब)  “पदवीी” म्हणजेे एखााद्या सांं�विि¦धि�क विि¦द्यापीठााची “पदवीी” आणिि” “पदविि¦काा” म्हणजेे शासनााने माान्यताा दि�लेेली

पदविि¦काा ;

(क)  “पाटबंंधाारे विि¦भााग” म्हणजेे शासनााचाा पाटबंंधाारे विि¦भााग ;

(ड)  “शासन” म्हणजेे महााराष्ट्र शासन ;

(इ)  “माान्यतााप्राप्त संस्थाा” म्हणजेे शासनााने माान्यताा दि�लेेली संस्थाा.

३.  पाटबंंधाारे विि¦भाागातील, महााराष्ट्र यंत्र अभि�यंंताा सेवा, वर्गग-२ यातील “उप अभि�यंंताा (यां�त्रि�कीी)” या पदाावरील नि�युुक्ती ही

एक तर —

(अ)  पाटबंंधाारे विि¦भाागात “कनि�ष्ठ अभि�यंंताा (यां�त्रि�कीी)” हे पद धाारण करणाऱ्या आणिि”

(एक)  तीी पदवीीधर असेल तर कमीीत कमीी तीन वर्षष ;

(दोन)  तीी तीन वर्षांंɕच्या पाठ्यक्रमाानंंतर दि�लीी जाणारी पदविि¦काा धाारण करीीत असेल तर कमीीत कमीी आठ वर्षे ;

(तीन)  तीी दोन वर्षांंɕच्या पाठ्यक्रमाानुसार दि�लीी जाणारी पदविि¦काा धाारण करीीत असेल तर कमीीत कमीी दहाा वर्षे ;

(चाार)  तीी अशी कोणतीीही अर्हहताा धाारण करीीत नसेेल, तर, कमीीत कमीी तेरा वर्षे इतकीी केवळ सेवा केलेल्या केवळ

योगायोग म्हणूून नव्हे तर रीतसर अखंड सेवा केलेल्या योग्य व्यक्तीस पदोन्नतीी देऊन.

किं�ंवा

(ब)(एक)  आधीपासूनच शासनााच्या सेवेत नसल्यास ज्याचं वय जास्तीत जास्त बत्तीीस वर्षे असेल अशा,

(दोन)  जि�नेे एखााद्या सांं�विि¦धि�क विि¦द्यापीठााची किं�ंवा माान्यतााप्राप्त संस्थेेची यां�त्रि�कीी, अभि�यांं�त्रि�कीी मधीील पदवीी किं�ंवा

शासनााने त्यास समकक्ष घोोषि�त केलेली अन्य अर्हहताा, धाारण केलेली आहे अशा उमेदवाारामधूून नाामनि�र्देेशनााव्दाारे करण्यात येईल.

४.  या पदाावर पदोन्नतीीद्वाारे आणिि” नाामनि�र्देेशनााद्वाारे केल्या जाणाऱ्या नि�युुक्तीचे प्रमााण २.१ असे असेल :

परंतु, पदोन्नतीीने भरल्या जाणाऱ्या रि�क्त पदांं�ची विि¦भाागणी पदवीीधर कनि�ष्ठ अभि�यंंते (यां�त्रि�कीी) आणिि” इतर यांं�च्यामध्ये समप्रमााणात

करण्यात येईल

आणखीी असे की, नि�कड लक्षात घेऊन तसेे करणे आवश्यक झााले आहे असे शासनााचे मत झााल्यास त्याबाबतीत शासनाास,

आवश्यक त्याबाबतीत आयोगाशी विि¦चाार विि¦नि�मय करून नाामनि�र्देेशनााद्वाारे नि�युुक्ती करण्यासंबंधाात या नि�यमाात विि¦हि�त केलेली टक्केवारी

शि�थि�ल करुन, उप अभि�यंंताा (यां�त्रि�कीी) पदाावर नि�युुक्त्या करताा येतील.

५.  नाामनि�र्देेशनााद्वाारे या पदाावर नि�युुक्त करण्यात आलेली व्यक्ती दोन वर्षांंɕच्या मुदतीीसाठी परि�विि¦क्षाधीन असेल.

६.  पदोन्नतीीद्वाारे किं�ंवा नाामनि�र्देेशनााद्वाारे या पदाावर नि�युुक्त करण्यात आलेल्या व्यक्तीने, ती त्याबाबतीत केलेल्या नि�यमाानुसार

विि¦भाागीय परीक्षा आणिि” हिं�ंदी व मरााठी भााषेेच्या परीक्षा आधीच उत्तीीर्णण झाालेली नसेेल, किं�ंवा ति�लाा अशा परीक्षा उत्तीीर्णण होण्यातून सूट

मि�ळाालेली नसेेल तर ति�नेे अशा परीक्षा उत्तीीर्णण होणे आवश्यक असेल.

७.  अभि�यांं�त्रि�कीी अर्हहताा असणारी या पदाावर नि�युुक्त करण्यात आलेली व्यक्ती, ति�लाा तसेे करण्यास भााग पाडण्यात आल्यास

कोणत्याही संरक्षण सेवेत किं�ंवा भाारतााच्या संरक्षणाशी संबंधि�त अशा पदाावर भाारताात किं�ंवा विि¦देशात कोणत्याही ठि�कााणी सेवा करण्यास,

भाारत सरकाार वेळोवेळी ठरवून देईल अशा अटीवर, प्रशि�क्षणावर कोणतााही काालावधीी घालविि¦ला असल्यास तो धरुन, कमीीत कमीी चाार

वर्षे इतक्या काालावधीीसाठी पात्र असेल :

परंतु, अशा व्यक्तीस, ति�च्या नि�युुक्तीच्या ताारखेपासून दहाा वर्षा�चीी मुदत संपल्यानंंतर वरीलप्रमााणे सेवा कराावी लागणार नााही आणिि”

सर्वसाधाारणपणे ती चााळीस वर्षा�चीी झााल्यानंंतर ति�लाा उपरोक्त प्रमााणे सेवा कराावी लागणार नााही.

८.  या पदाावर नि�युुक्त केलेली व्यक्ती, महााराष्ट्र राज्यात कोणत्याही ठि�कााणी बदलीी केली जाण्यास पात्र असेल.

NOTIFICATION

Constitution Of India.

No. BCS-2026/C.R.77/EStt.(C.R.).— In exercise of the powers conferred by the proviso to article

309 of the Constitution of India read with Order No.G.S.R. 47(E), dated the 17th February 1980, of

the President of India and in supersession of all the existing rules and orders made in this behalf

and in force in the State or any part thereof, the Governor of Maharashtra is hereby pleased to

make the following rules regulating recruitment to the posts of “Deputy Engineer (Mechanical)”

in the Maharashtra Service of Mechanical Engineers, Class II in the Irrigation Department of the

Government of Maharashtra, namely —

1.  These rules may be called “The Deputy Engineer (Mechanical) in the Maharashtra Service

of Mechanical Engineers, Class II in the Irrigation Department (Recruitment) Rules, 2026.”

2.  In these rules, unless the context requires otherwise,—

(a)  “Commission” means the Maharashtra Public Service Commission;

(b)  “degree” means a degree of a statutory University and “diploma” means a diploma as

recognised by Government;

(c)  “Irrigation Department” means the Irrigation Department of Government;

(d)  “Government” means the Government of Maharashtra ;

(e)  “recognised institution” means an institution recognised by Government.

3.  Appointment to the post of “Deputy Engineer (Mechanical)” in the Maharashtra Service of

Mechanical Engineers, Class II, in the Irrigation Department shall be made either-

(a)  by promotion of a suitable person holding the post of Junior Engineer (Mechanical) in

the Irrigation Department having non-fortuitous continuous Service of not less than,—

(i)  three years, if he holds a degree;

(ii)  eight years, if he holds a diploma awarded after a three-year course;

(iii)  ten years, if he holds a diploma awarded after a two-year course;

(iv)  thirteen years, if he does not hold any such qualification; or

(b) by nomination from amongst candidates who —

(i)  unless already in the service of Government are not more than thirty-two years

of age ;

(ii)  Possess a Bachelor’s Degree in Mechanical Engineering of a statutory University

or any recognized institution or any other qualification declared by the Government to be

equivalent thereto.

4.  The appointment to the post by promotion and by nomination shall be the in ratio of 2:1:

Provided that, the vacancies in the promotion quota shall be divided equally between Graduate

Junior Engineers (Mechanical) and others:

Provided further that, where in the opinion of Government the exigencies of service so require,

Government may, after consultation with the Commiss ion wherever necessary, make appointments

to the post of Deputy Engineer (Mechanical) in relaxation of the percentage prescribed in this rule

for recruitment by nomination.

5.  A person appointed to the post by nomination shall be on probation for a period of two years.

6.  A person appointed to the post whether by promotion or by nomination shall be required to

pass the Departmental Examination and examinations in Hindi and Marathi according to the rules

made by Government in that behalf, unless he has passed, or has been exempted from passing such

examinations.

7.  A person appointed to the post, possessing engineering qualifications, shall if so required be

liable to serve in any Defence Service or post connected with the Defence of India anywhere in India

or abroad for a period of not less than four years inclusive of the period spent on training, if any, on

such conditions as may be determined by the Government of India from time to time:

Provided that, such person shall not be required to serve as aforesaid after the expiry of ten

years from the date of his appointment and shall not ordinarily be required to serve as aforesaid

after he has attained the age of forty years.

8.  A person appointed to the post shall be liable for transfer anywhere in the State of

Maharashtra.
