NOTIFICATION

The 12th April, 2018

No. 2809–TRN-LC-MISC-0005/2018/T.— In pursuance of the directions of

Supreme Court Committee on Road Safety on 23rd December, 2014, 24th November,

2016 and 28th March, 2018 and the order dated the 30th November, 2017 of the Hon’ble

Supreme Court in W.P(C) No.295 of 2012, the State Government do hereby reconstitute

the “Lead Agency” with Members/Officers from the following Departments / Offices to act

as Secretariat of the State Road Safety Council and to coordinate all activities relating to

road safety in the State. However, the said Agency can co-opt any other member from

other Departments/Agencies.

The Chairman, Lead Agency may depute any other Officer as Sub-Convenor to the

Member-Convenor of the Agency.

2. Functions of the Lead Agency:—

(i)

To work as a Secretariat for the State Road Safety Council, arrange

meetings of the Council issue it’s Minutes and monitor the implementation of

the decisions of the Council by the concerned Departments of the State.

(ii)

To coordinate with the concerned Departments of the State Government to

ensure implementation of the directions issued from time to time by the

Supreme Court Committee on Road Safety and furnish Compliance Report

in a time bound manner.

(iii)

To ensure implementation of the directions given by the Central Government

from time to time.

(iv)

To notify annual targets for reduction of accidents and fatalities as fixed by

the State and draw up an Annual Action Plan to achieve the targets and

monitor its implementation.

(v)

To collate on a regular basis data on road accidents and analyse the data to

identify areas/road stretches and categories of accident victims who should

be focused upon.

(vi)

To manage the Road Safety Fund and ensure that the Fund is effectively

utilized.

(vii)

To coordinate all activities such as licensing issues including issues of

Driving Licenses, Registration of Vehicles, Road Safety and Features of

Vehicles along with other allied matters including emission norms.

(viii)

Any other matter relating to Road Safety to be assigned from time to time.

The Order No. 695–TRN-LC-Misc-0012/2014/T dated the 3rd February, 2015 of

Commerce & Transport (Transport) Department issued earlier is superseded herewith.
