Legislative Assembly on the 27th April, 2018 is herewith published under Rule 68

of the Rules of Procedure and Conduct of Business in the Odisha Legislative

Assembly for general information.

SALARY AND ALLOWANCES (AMENDMENT) BILL, 2018

BILL

FURTHER TO AMEND THE ODISHA LEGISLATIVE ASSEMBLY

DEPUTY SPEAKER’S SALARY AND ALLOWANCES ACT, 1959.

Be it enacted by the Legislature of the State of Odisha in the

Sixty-ninth Year of the Republic of India as follows:-

Short title

and

commencement. ^{1. (1) This Act may be called the Odisha Legislative Assembly}

Deputy Speaker’s Salary, Allowances (Amendment) Act, 2018.

^{(2) It shall be deemed to have come into force on the 1st day of}

January, 2017.

Amendment

of

section 3-A.

^{2. In section 3-A of the Odisha Legislative Assembly Deputy Speaker’s}

Salary and Allowances Act, 1959 for the words “one hundred and fifty

rupees”, the words "eight hundred rupees", shall be substituted.

STATEMENT OF OBJECTS AND REASONS

The Daily Allowances of the Members of Odisha Legislative

Assembly has been raised from Rs.800/- to Rs. 1500/- w.e.f 01.01.2017

for attending Assembly Session or Committee thereof by recent

amendment to Odisha Legislative Assembly

Member’s Salary,

Allowances and Pension Act, 1954, which covers Leader of Opposition,

Chief Whip and Deputy Chief Whip.

But, the Daily Sitting Allowance of the Deputy Speaker had

remained @ Rs.150/- since 1995.

Keeping in view the disparity, Daily Allowance of the Deputy

Speaker has been enhanced from Rs.150/- to Rs.800/- w.e.f

01.01.2017.

The Bill seeks to achieve the above objectives.
