NOTIFICATION
The 29th March, 2019
No. 6451–10F (Cons)-158/2018/F&E.— In accordance to the provision of Sub-
section (1) of Section 4 of the Compensatory Afforestation Fund Act, 2016, the State
Government is required to establish a special fund called “ State Compensatory
Afforestation Fund, Odisha” with effect from the appointed date, by a notification in the
Official Gazette under Public Accounts of the Odisha. MoEF&CC, GoI vide their
communication F.No.11-100/2015-FC(Vol.III) dated the 16th August, 2018, had
communicated that the State Compensatory Fund(State Fund) as per above provision of
the Act shall be effective after 30th September, 2018 as per provisions of the CAF, Act,
2016 and CAF Rules, 2018. The Compensatory Afforestation Fund Management and
Planning Authority, Odisha”, already been constituted by the State Government vide
Notification No. 21066/F&E., dated the 29th September, 2018 shall be responsible for the
management of the State Compensatory Afforestation Fund, Odisha (in short State Fund)
and utilization of such funds as may be credited to it as per provision of Sections 4(3) and
4(4) of the Compensatory Afforestation Fund Act, 2016.
The State Government have established a special fund called “State
Compensatory Afforestation Fund, Odisha” (in short State Fund) vide Forest &
Environment Department, Government of Odisha, Notification No.21088/F&E., dated the
29th September, 2018.
Subsequently Government of India, MoEF&CC vide letter F.No.11-100/2015-FC
(Vol. III) dated the 28th January, 2019 have revised Schedule-1 of the Accounting
Procedure for Compensatory Afforestation Fund. Basing on the letter of GoI., MoEF & CC
the file was endorsed to Finance Department for revision of the Sub-Head & incorporate of
the same in this Accounting Procedure.

The State Finance Department have already communicated with Principal
Accountant General(A&E), Odisha vide their letter No.9643/F dt.16.03.2019 regarding
approval of revised head of accounts created under the Major Heads 2406-Forestry &
Wildlife, 8121-General and Other Reverse funds and 8336-Civil Deposits for management
of State Compensatory Afforestation Fund (CAF).

Similarly the State Finance Department have also informed the Principal
Accountant General(A&E), Odisha vide their letter No.9643/F dt.16.03.2019 that some
heads of Accounts, both in receipts and expenditure sides of the Public Account, have
been opened newly under the Major Heads “8121-General and Other Reserve Funds” and
“8336-Civil Deposits” (as detailed below) for smooth operation of the State Compensatory
Afforestation Fund and sought for their approval in this context.

The detailed operational guidelines/procedure pertaining to above Fund shall follow.

Odisha Gazette.
