RESOLUTION

The 20th August, 2019

In supersession of this Department Resolution No. 44220/HUD., dated the 21st

November, 2002, No. 12711/HUD., dated the 23rd May, 2011 and No.20592/HUD., dated the

22nd June, 2013, Government have been pleased to reconstitute the Technical Committee of

Housing & Urban Development Department with the following members:―

(i)

Engineer-in-Chief, Public Health, Odisha, Bhubaneswar

: Chairman

(ii)

Chief Engineer (Building), Odisha, Bhubaneswar

: Member

(iii)

Chief Engineer, Public Health (U), Odisha, Bhubaneswar

: Member

(iv)

F.A.-cum-Additional Secretary to Government, Housing &

Urban Development Department.

: Member

Convenor

(v)

Member Secretary, Odisha Water Supply & Sewerage

Board.

: Member

(vi)

Engineer Member, Bhubaneswar Development Authority

: Member

Chief Engineer, Odisha State Housing Board, Bhubaneswar

2. The Technical Committee shall examine the Deviation/Variation and Extension of Time

(EoT) proposals relating to execution of different works/schemes/ projects received from

different organisations/ agencies/ parastatals/Companies/Special Purpose Vehicles etc. under

the control of Housing & Urban Development Department on various sectors like Water

Supply, Sewerage, Septage, Urban Road Transport, Parks, Water Bodies etc. and properly

scrutinize the same with reasons both technical and financial terms for such deviation / EoT,

as the case may be, within the provisions of Odisha Public Works Department Code,

Delegation of Financial Power Rules, 1978, PH Schedule of Rates and Contracts, EPC

documents and other Circulars/Guidelines etc. After necessary scrutiny and proper technical

justification, the Committee shall recommend the proposal to Government for necessary

approval/ sanction of such deviations/Variations/EoT.

3. The above Committee shall also examine any such proposal referred by the Secretary,

Housing & Urban Development Department which requires technical examination for

recommendation of its findings for approval of the Government.

4. The Committee, with the permission of the Chair, may also co-opt any other officials or

experts with specific domain knowledge as special invitees to its meeting for better

examination of the proposals.

5. The Committee shall sit at least 4(four) times a year or as frequently as may be

required with permission of the Chairperson.

6. The F.A.-cum-Additional Secretary as the Member Convenor of the Committee shall fix

up the date for the meeting in consultation with the Chairman & Members. Since the

Deviation/Variation proposals as well as proposals for sanction of EoTs need be examined

properly with the Contract Documents/Agreements with the Agencies executing the works, all

documents relating to the proposal may be provided to the Procurement Specialists well in

advance to offer his considered views on the contractual obligations.

ORDER:

(i) The Resolution shall come into force from the date of issue.

(ii) Ordered that the Resolution be published in the Extraordinary issue of Odisha

Gazette and copies thereof be forwarded to all Departments of Government / all

Heads of the Department / all Engineer-in-Chief / all Chief Engineers for

information.
