NOTIFICATION

The 12th March 2024

No. 1146—EIT-SCH-I-SCHMIT-0011/2016-E&IT.—In pursuance of Department of

Telecommunications, Government of India Letter No. 30-705-USOF/BharatNet/O&M/28, dated the

9th January 2024 and after merger of Broad Band Network Limited (BBNL) with Bharat Sanchar

Nigam Limited (BSNL), the O & M work of the National Optical Fiber Network (NOFN) in all the

Gram Panchayats of Odisha supported by Government of India under BharatNet (formerly NOFN),

Phase-I has been awarded to BSNL. No Right of Way (RoW) charges including reinstatement

charges will be levied by any Department/Subordinate Offices/Local Bodies/Government PSUs

and Agencies from BSNL as the information highway created through National Optical Fiber

Network for Broad Band connectivity to Panchayats is primarily for the benefit of the local communities

of Panchayat and State Government. All four Electricity Utility Companies (TPWODL, TPSODL,

TPNODL and TPCODL) shall give Right of Way (RoW) on their transmission lines/sub-transmission

lines/distribution lines free of cost to BSNL for installation of OPGW/ADSS cable as may be suitable

for extending connectivity to Gram Panchayats. Through this Notification, BSNL is authorized for

laying OFC without further need of RoW permission from any State Government Departments/

Agencies in the State for the NOFN Project during installation as well as the operation and

maintenance phase. This notification for RoW to BSNL applies to all State Government Departments

and Agencies like PWD/RD/Forest/Municipal Corporations/Municipalities/NACs/Panchayat

Authorities/Irrigation/Private Electricity Distribution Companies, etc.
