NOTIFICATION

S.R.O. No. 483/2024—Whereas Forest Block Malharpada Reserve Forest under the
provisions of Section 9 of the Mayurbhanj Forest Act has been notified by Government of
Maharaja of Mayurbhanj Notification No. F/G/9/2823, dated the 21st June 1945 indicating an
area of 68 Ac in Dudhiani Forest Range of Karanjia Forest Division, as per Annexure-I;
And whereas, the Government of Odisha in the Forest & Environment Department have
notified a “Standard Operating Procedure (SOP) for geo-referencing of Forest Block boundary
through DGPS Survey” in the Odisha Gazette vide Notification No. 22572400112016-10F(Cons)
77/2016/14097- F&E, dated the 4th July 2017, for preparation of such geo-referenced forest maps
in pursuance of the directives of Hon’ble Supreme Court in their order, dated the 6th July 2011 [ in
IA Nos.1868, 2091, 2225—2227, 2380, 2568 and 2937 in Writ Petition (C) No. 202 of 1995 - Lafarge
matter ];
And whereas, the Government of Odisha have appointed all Tehsildars in their respective
Tehsil jurisdiction in the respective Districts as Forest Settlement Officer (FSO) vide Notification
No. 7767—10F(TR)38/2020-F&E, dated the 21st May 2020;
And whereas, the Forest Revenue Joint Verification Committee has jointly verified and
confirmed the boundary pillar positions as per report in Annexure-II;
And whereas, the Forest Settlement Officer has certified ‘No Change’ in the boundary
extent of Malharpada Reserve Forest post 25th October 1980. The DGPS survey boundary
co-ordinates have been verified by ORSAC and certified by the Forest Settlement Officer. The
computed area (UTM Zone 45 N projection and WGS 84 datum) of the Malharpada Reserve
Forest is 27.24 ha or 67.31 Ac. The change in area is due to method of Survey & Area Computation.

Therefore, it has been decided to supplement the existing notification of the Malharpada
Reserve Forest with the above-mentioned FSO certified DGPS surveyed Forest Block map as
per Annexure-lII, and the statement of geo-co-ordinates of the Forest Block boundary pillar positions
as per Annexure-lV, which shall be treated as the precise boundary description of the, Malharpada
Reserve Forest and shall form an integral part of the original notification in place of any other form
of boundary description notified earlier.
There shall be no change to the admitted rights in the original notification.

Annexure - II
List of participation of the Forest-Revenue joint verification committee is given
at Table 1.
Joint Verification of the boundary of Malharpada Reserve Forest Block was
carried out during 17-03-2020 to 17-03-2020. Existing pillar position recorded
through GPS were plotted and compared against geo-referenced cadastral maps of
adjoining villages. The verified forest boundary map is enclosed at Plate-1.
Findings of the verification w.r.t. revenue cadastral is given below:
• Name of notified forest block:Malharpada Reserve Forest
• Notification no. & date: F/G/9/2823 Dt. 21-06-1945
• Area as per notification: 68.00 Ac/27.20 Ha.
• Existing no. of boundary demarcations in conformity with adjoining village
boundary: 13 nos. (Annexure -1)
• New boundary demarcations in conformity with adjoining village boundary:
1 5 nos. (Annexure -2)
• GPS area of verified boundary: 27.03 ha.
• GPS perimeter of verified boundary: 3.19 km
Observations:
Notification is available (Boundary & Chainage bearing is not
available)
and
Traverse map is enclosed at Appendix-I & Appendix-2. The verified boundary shape
matches with the Traverse map and verified area is found to be 27.03 ha. (-0.62%)
which is acceptable range of NFA. Forest boundary demarcation Pillars are in
Conformity with Cadastral map, existing pillars & HRS!.
