No. 18140—4FY-0004/2021/FARD.—In pursuance of Letter No. 5-DEV-GEN-2024-DEV,

dated the 7th October 2024 of the Marine Products Export Development Authority, Ministry of

Commerce & Industry, Govt. of India, the State Level Task Force Committee and the District Level

Task Force Committee for 7 Coastal Districts, i.e. Balasore, Bhadrak, Kendrapara, Jagatsinghpur,

Puri, Khordha and Ganjam is hereby constituted with the following members in order to monitor the

pre-processing units and ensure labour welfare in the seafood sector of Odisha as well as to bring

the unregistered peeling sheds in this sector under the regulatory framework :—

The Chairman may co-opt concerned Labour Union/ individuals and / or officer(s) for smooth

functioning of the State/ District Level Task Force Committee.

The Terms of Reference for functioning of the above Task Force Committees are attached

herewith as Annexure-I & II to this Notification.

This Notification will come into force with immediate effect.

Annexure-I

TERMS OF REFERENCE

State Level Task Force Committee

* The committee will meet once in a quarter.

* The committee will review the findings submitted by the District Level Committees.

* The committee will ensure that there is grievance addressal method in event of any grievance

at District Level.

* The committee will ensure that all Acts & Laws as applicable for the State are properly enforced

such as Minimum Wages Act, the Factories & Boiler Act, the Labour Act & Rules, Child Labour

(Prohibition and Regulation) Act, Migrant Workers Act & the Scheduled Castes and Scheduled

Tribe (Prevention of Atrocities) Acts, Working Women (Protection, Basic Faclities and Welfare)

Act, etc.

* The committee will bring to the notice of appropriate authority regarding any violation/ reform/

suggestion for strict enforcement of statutory provisions.

* The committee will undertake any other task assigned to it by the competent authority or any

task which will result in betterment of the sector.

* The committee will bring to the notice of appropriate authority regarding any violation/ reform/

Annexure-II

TERMS OF REFERENCE

District Level Task Force Committee :

The committee will meet once in a quarter.

The committee will visit seafood processing units, aqua farms, hatchery periodically.

The committee will visit the stand-alone pre-processing units

The committee will check all the labour and worker employed for their health card, ESI enrolment,

PF registration.

The committee will ensure that there is no forced labour in the unit.

The committee will check the presence of child labour & ensure that the Child Labour (Prohibition

and Regulation) Act & the Scheduled Castes and Scheduled Tribe (Prevention of Atrocities)

Acts, etc. is maintained.

The committee will ensure the human right, violations if any.

The committee will ensure that the workers are free to move outside the unit after the completion

the work hour if the workers are staying outside the unit.

The committee will ensure that the workers have the right to freedom of association

The committee will ensure all desire licenses that needed to run the unit in the State of Odisha

to be up to date (21 licenses).

The committee will ensure that the workers are paid at the minimum weges act of the State

The committee will ensure that proper shift times are maintained in the unit.

The committee will ensure that details of name, designation of Labour Department of the

respective area, shift timing, minimum wages & emergency contact number are displayed.

The committee will ensure that proper standing orders as per the industrial employment act is

in place.

The committee will check for labour welfare being implemented by the unit.

The committee will ensure environmental hazards are arrested like SPCV NoC & Ammonia

safety.

The committee will ensure that groundwater of the nearby areas of the units are portable & that

no hazard has been done by the unit by virtue of the operation.

The committee will ensure that sexual harassment of women in workplace has been addressed

with implementation of the act.

The committee will ensure that the unit has grievance addressal method.

The committee will undertake any other task assigned to it by the State Level Task Force

Committee or any task which will result in betterment of the sector.
