Whereas the Notification under section 4(1) of the Right to Fair

Compensation and Transparency in Land Acquisition, Rehabilitation and

Resettlement Act, 2013, was issued from Government in Revenue and

D.M. Department vide No. 18927 Dated. 25.05.2023 to carry out SIA

study for acquisition of private land of Ac.5.1750 in 01 village under

Kendrapara Tahasil of Kendrapara District for "Construction of District

Head Quarter Hospital with 100 bedded mother child hospital at

Kendrapara ( Phase-2, Front side)" and Declaration under section 8(2)

has been issued vide No. 7363 dated 13.03.2024 as per the

recommendations of the Collector, Kendrapara and appraisal of the

Social Impact Assessment report submitted by the Expert Group on

26.09.2023 and Notification under section 11(1) of the Act in respect of

the above schedule of land has not been issued till date;

And whereas, as per section 14 of the Act, where a preliminary

notification under section 11 is not issued within twelve months from the

date of appraisal of the Social Impact Assessment report submitted by

the Expert Group under section 7, then, such report shall be deemed to

have lapsed and the first proviso to section 14 provides that the

appropriate Government shall have the power to extend the period of

twelve months, if in its opinion circumstances exist justifying the same;

And whereas, Collector, Kendrapara has requested with reasons to

extend the period of twelve months and the appropriate Government is

of the opinion that circumstances existed for the delay;

Now, therefore, in exercise of the powers conferred by first proviso to

section 14 of the Right to Fair Compensation and Transparency in Land

Acquisition, Rehabilitation and Resettlement Act, 2013, the State

Government do hereby decided to extend the period of twelve

months from the date of appraisal of the Social Impact Assessment

report submitted by the Expert Group U/s-7 of the RFCTLAR&R Act,

2013 up to 26^th September 2025 for issue of preliminary Notification

U/s-11(1) of the said Act.
