The Lieutenant-Governor, Puducherry is pleased to

order with immediate effect the following allocation of

subjects among Indian Administrative Service Officers

who have reported for duty in this Administration:

(i) Thiru K.R. Meena, I.A.S. (AGMU:1993) on

having reported for duty in this Administration on the

forenoon of 26-4-2011 in pursuance of the

Order No. A. 14020/1/2011-UTS.I, dated 11-2-2011 of

the Ministry of Home Affairs, New Delhi, is

appointed as Secretary to Government and allocated

the subjects “Labour, Local Administration, Revenue,

Relief-cum-Rehabilitation and Excise” relieving

Thiru Rajiv Yaduvanshi, I.A.S., of these charges.

(ii) Dr. S. B. Deepak Kumar, I.A.S. (AGMU:2005)

on having reported for duty in this Administration

on the forenoon of 18-4-2011 in pursuance of the

Order No. A. 14020/1/2011-UTS.I, dated 11-2-2011 of

the Ministry of Home Affairs, New Delhi, is

appointed as Secretary to Government as an interim

arrangement and allocated the subjects “Housing,

Town and Country Planning and Hindu Religious

Institutions” relieving Thiru Rajiv Yaduvanshi, I.A.S.,

of these charges.

2. Thiru Rajiv Yaduvanshi, I.A.S. (AGMU:1989),

Secretary to Government (Health), Puducherry shall

continue to look after the subjects “Finance, Planning

and Research, Commercial Taxes and Education”

in addition to the other subjects presently held by him.

NOTIFICATION

The Lieutenant-Governor, Puducherry is pleased to

appoint Thiru S. Manickadeepan who has been allotted

to the Union territory of Puducherry by the Government

of India, Ministry of Personnel, Public Grievances

and Pension, New Delhi on the basis of the results

of the Civil Services Examination, 2009, to Grade-II

of Pondicherry Civil Service subject to the conditions

mentioned in the Letter of Offer of Appointment

vide Letter No. A.19011/4/2011/DPAR/SS-I(1),

dated 29-3-2011 of Department of Personnel and

Administrative Reforms (Personnel Wing), Puducherry

with effect from the forenoon of 7-4-2011.

2. The Lieutenant-Governor is also pleased to order

that Thiru Manickadeepan will be a probationer in the

Pondicherry Civil Service for a period of two years

from the forenoon of 7-4-2011.

3. Thiru S. Manickadeepan shall take the Oath of

Allegiance before the Deputy Secretary to Government

(Establishment), Chief Secretariat, Puducherry and furnish

surety bond in the prescribed pro forma within ten

days from the date of this memorandum.

4. His services are temporarily placed at the disposal

of District Election Officer/Collector, Puducherry till the

election process is over. Further training programme

will be intimated separately.

Government of India has identified Ousteri lake as

Wetland in Puducherry Union Territory under “National

Wetland Conservation Programme” with a view to

promote a holistic and integrated approach for the

development, management and conservation of

wetlands. Accordingly, the State/Union Territory

Government has been asked to prepare a Comprehensive

Management Action Plan and also to constitute State

Steering Committee under the Chairmanship of the Chief

Secretary.

As requested by this Administration, Salim Ali Centre

for Ornithology and Natural History (SACON),

Coimbatore has submitted the draft report of the

Comprehensive Management Action Plan in respect of

Ousteri Sanctuary, Puducherry. In order to consider this

report for onward submission to the Government of

India, it is necessary to constitute the Steering

Committee.

Now, therefore, the Lieutenant-Governor, Puducherry
