In exercise of the powers conferred by sub-section (5) of section 1 of the Employees’ State Insurance

Act, 1948 (Central Act 34 of 1948), the Lieutenant-Governor, Puducherry in consultation with the Employees’

State Insurance Corporation and with the approval of the Central Government, having already given one month

notice as required thereunder vide Notification No. 7237/Lab./K/2010, dated 20-1-2011 of the Labour Department,

Puducherry, published in the official gazette No. 5, dated 1-2-2011, and no objections and suggestions have

been received thereto, hereby appoints the date of publication of this notification in the official gazette as the

date on which all the provisions of the said Act shall extend to the establishments specified under column (1)

of the schedule hereunder and within the area specified under column (2) of the said schedule namely:—

with immediate effect and until further orders and hereby

2. The objective of the State Innovation Council will

be the following:

(i) Support the Union territory Government to

promote innovation with focus on inclusive growth

in the Union territory;

(ii) Evolving new policy initiatives to spur

innovation;

attitudes and approaches;

(iv) Creation of environment and ecological

systems for innovation;

3. The Planning and Research Department is the

nodal department for the State Innovation Council in

the Union territory of Puducherry.

4. The travel costs of the members will be met in

accordance with the current guidelines as per the

admissible financial rules. Members will also be entitled

to travelling allowance/dearness allowance for

travelling in the country for activities related to the

council’s work, including for outreach and State-level

meetings.

The following draft proposal for fixation of the

minimum rates of wages payable to the employees under

employment in Public Motor Transport in the Union

territory of Puducherry, which the Lieutenant-Governor,

Puducherry hereby proposes to make in exercise of the

powers conferred by clause (a) of sub-section (1) of

section 3 read with sub-section (1) of section 13 of the

Minimum Wages Act, 1948 (Central Act XI of 1948)

is hereby published as required under clause (b) of

sub-section (1) of section 5 of the said Act for the

information of all persons likely to be affected thereby

and notice is hereby given that the said proposal will

be taken into consideration by the Government of

Puducherry after the expiry of sixty days from the date

of publication of the said proposal in the official gazette,

Puducherry.

2. Any objections or suggestions, which may be

received from any person with respect to the above

proposal before the expiry of the period specified above,

will be considered by the Government of Puducherry.

The objections or suggestions should be addressed to

the Secretary to Government, Labour Department,

Puducherry.

allowance as follows :—

(i) The dearness allowance shall be linked to the

Puducherry City Consumer Price Index for the month

of December 2010, i.e. 182 points (with base year

2001=100) and for every raise of 1 point over and

above 475 points an increase of ` 6.50( Rupees six

and paise fifty only) per month shall be paid.

(ii) The revision of dearness allowance shall be

effective from the 1st April of every year on the basis

of the average of the indices of the proceeding twelve

months i.e. from January to December.

(iii) The first calculation shall thus be effective

from the date of publication of this notification in the

official gazette, Puducherry Government, based on the

average Puducherry City Consumer Price Index of the

previous year as explained in item (ii).

2. Where the nature of work is the same, no

distinction in the payment of wages shall be made in the

case of men and women workers.

3. Where piece rate workers are employed in any

Public Motor Transport, the remuneration paid to each

of them for a normal working day shall not be less than

the minimum wages fixed for approximate category.

4. To arrive at the daily wages, the monthly wages

shall be divided by 26.

5. The ‘wages’ as defined in clause (h) of section 2

of the Minimum Wages Act, 1948 (Central Act XI of

1948) shall be the criteria for the purpose of compliance

of this notification.

6. Wherever the existing wages are higher than the

minimum wages fixed herein, the same higher wages

shall be continued to be paid.
