SOCIO ECONOMIC AND CASTE CENSUS, 2011

ORDER
The enumeration and supervisory check process of the Socio-Economic and Caste Census 2011 which is being
conducted in the Union territory of Puducherry has been completed. A draft list containing information (except caste
and religion) on every household elicited during the enumeration process has to be published for public view for
accepting claims and objections. Hence, His Excellency the Lieutenant-Governor, Puducherry hereby appoints
the Charge Officers of Puducherry/Karaikal/Mahe/Yanam as Designated Officers, in respect of their jurisdiction, for
accepting claims and objections and dispose of the same. Persons not satisfied with the decision of the
Designated Officer have the right to appeal and the following officers mentioned in column (2) of the Table below
are the First Appellate Authority within the limits of area specified in the corresponding entries in the column (4).

2. The District Collector, Puducherry and Karaikal shall be the Second Appellate Authority in respect of their
jurisdiction.
3. (i) The District Collector-cum-District Nodal Officer, Puducherry/Karaikal shall decide the date of
publication of draft list in respect of their district.
(ii) The claims and objections shall be filed within 21 days from the date of publication of draft list in the
prescribed form.
(iii) The Designated Officer shall hold a summary enquiry into every claims and objections in respect of
which notice has been given and shall record his decision thereon.
(iv) The disposal of claims and objections must be completed within one week of closing date of filing
claims and objections i.e., 30th day from which the filing was permitted.
(v) Appeal against the decision of the Designated Officer shall be made within 7 days from the decision
of such officer becoming known.
(vi) The final list will be published on the 31st day from the date of publication of draft list for public
view and put up in public domain.
(vii) All the appeals that remain pending can be disposed of within 15 days from the publication of final list.
(viii) Any change to the final list from these pending appeals may be issued in the form of small addendum
to the final list.
(ix) The District State Nodal Office shall communicate the instructions received from the Government of India
for filing claims and objections and issue necessary orders/instructions as deemed fit.
