Whereas, a separate Police Station for the Protection of Civil Rights (PCR) Cell has been set up in the
Puducherry having jurisdiction over the whole of the Pondicherry region of the Union Territory vide G.O. Ms. No. 47,
dated 1-6-1983 of Home Department, Government of Puducherry;
And whereas, Government of India has subsequently sanctioned 11 temporary non-gazetted posts for
setting up of new Protection of Civil Rights (PCR) Cells at Karaikal and Yanam regions for implementation of Protection
of Civil Rights Act, 1955 and the order in this regard has been issued vide G.O. Ms. No. 6, dated 23-1-1987 of Home
Department, Government of Puducherry;
And whereas, the said Protection of Civil Rights (PCR) Cells set up at Karaikal and Yanam have started
functioning accordingly and it has become therefore necessary that the said Cells are required to be declared as Police
Stations under the Code of Criminal Procedure, 1973;
Now, therefore, in exercise of the powers conferred by clause(s) of section 2 of the Code of Criminal
Procedure, 1973 (Central Act 42 of 1974), the Lieutenant-Governor, Puducherry is pleased to declare that the PCR
Cells at Karaikal and Yanam regions shall be the Police Stations from the date of their functioning with extent of
jurisdiction as detailed below:

and Mahe Police Station shall function as PCR Cell Police Station in respect of whole of Mahe region. The officer in
the rank of Sub-Inspector of Police will act as “Station House Officer” in these PCR Cells.
The duties and responsibilities of the PCR Cells are as follows:—
(i) Constituting peace committees during law and order disturbances on account of caste motive, to
protect the members of SC/ST community.
(ii) Visiting all the residents of scheduled caste in villages and educate them about the need to
develop and maintain cordiality with other communities.
(iii) Collecting intelligences and take action to prevent atrocities, torture, ill-treatment and practice of
untouchability.
(iv) Collecting information about agricultural disputes and arranged amicable and early settlement of such
disputes with land owners.
(v) Functioning as liaison officer between the scheduled caste people and other Government enforcement
agencies during communal disturbances.
(vi) Making enquiries on the petitions received through SC/ST association, Adi-Dravidar Welfare
Department, Puducherry and National Commission for Scheduled Castes and Scheduled Tribes, New Delhi.
(vii) Conducting enquiries on allegation levelled by scheduled caste people against rival communities and
vice versa.
(viii) Visit of rural and urban areas frequently and the provisions of Protection of Civil Rights Act, 1955
and Scheduled Caste/Scheduled Tribe (Prevention of Atrocities) Act, 1989 evils of untouchability and
heinous practices are also been explained to the villagers to prevent hardships of SC/ST community.

And whereas, the financing bank viz. the
Pondicherry State Co-operative Bank Limited was
consulted in the matter of appointment of a
liquidator, as required under sub-section (1) of
section 127 of the said Act;
And whereas, the Pondicherry State Co-operative
Bank has stated that it has no objection for the
appointment of a liquidator for the said society;

2. The Task Force to combat mosquito menace
shall meet at least twice in a year for the implementation
of its programs in combating the mosquito menace
in the Union territory of Puducherry.
3. The Task Force shall,—
(i) meet as and when outbreak of malaria,
dengue and other vector borne diseases identified
in the Union territory of Puducherry.
(ii) confirm the proper functioning of Directorate
of Health and Family Welfare Services in forecasting
and taking necessary preventive measures against
the disease and also for preparation of treatment,
etc., by way of calling of reports from the
concerned authorities working under the control of
the Directorate of Health and Family Welfare
Services.
(iii) confirm that proper sanitation is maintained
at public roads by the local bodies by calling of
reports from the authorities of Municipalities and
Commune Panchayats. Suggest and implement
appropriate measures to deal with solid waste,
hygienic water, air pollution, etc.
(iv) confirm that the drainages are properly
desilted and sewerages pumped out by the
Public Works Department authorities in a phased
manner.
(v) confirm that drinking water is periodically
chlorinated in proper manner and the pipelines are
maintained without leakages, etc., by the Public Works
Department (Public Health Division) in urban areas
and the local body authorities in rural areas.
(vi) confirm that the Directorate of Information
and Publicity is properly educating the people to
keep their environments without stagnation of
water and to keep the water tanks properly closed,
etc.
(vii) refer issues such as recommendation of the
Directorate of Health and Family Welfare Services
to the Central Government for assistance.
(viii) confirm that hygienic environments are
maintained in the residential areas and also in the
commercial and industrial areas.
(ix) confirm that mass pollution is periodically
checked with the help of Puducherry Pollution
Control Committee, Puducherry.

NOTIFICATION
Whereas, the Government is of the opinion that
an industrial dispute has arisen between o n e
Thiru K. Durairaj and D. Kumar, a contractor (for
M / s . Larsen and Toubro Limited), over non-employment
in respect of the matter mentioned in the Annexure to
this order;
And whereas, in the opinion of the Government, it is
necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of the
Labour Department, Puducherry to exercise the powers
conferred by clause (d) of sub-section (1) of section 10
of the Industrial Disputes Act, 1947 (Central Act XIV
of 1947), it is hereby directed by the Secretary to
Government (Labour) that the said dispute be referred
to the Labour Court, Puducherry for adjudication. The
Labour Court, Puducherry shall pass the award within
3 months from the date of issue of reference as
stipulated under sub-section (2-A) of section 10 of the
Industrial Disputes Act, 1947 and in accordance with

rule 10-B of the Industrial Disputes (Central)
Rules, 1957. The party raising the dispute shall file a
statement of claim complete with relevant documents,
list of reliances and witnesses to the Labour Court,

to each one of the opposite parties involved in the
dispute.

In exercise of the powers conferred vide G.O. Ms.
No. 28/F2/2011, dated 10-5-2011 issued under rule 67
of the Puducherry Value Added Tax Act, 2007 it is
ordered that the tax revenue, fees and any other
amount required to be paid to the Commercial Taxes
Department in the Union territory of Puducherry by
any dealer amounting to rupees one lakh or more in
any tax period under any return shall compulsorily be
paid by e-payment mode through designated banks
authorised by the Government from time to time in
this regard. Once a dealer falls under this category
they shall compulsorily pay tax and other amount due
through e-payment mode only. This order takes effect
from April 2013 return due in May 2013.

ORDER
In exercise of the powers conferred vide proviso to sub-rule 12 of rule 19 of the Puducherry Value Added
Tax Rules, 2007 it is directed that the dealers filing return in Form-K shall file the returns electronically through
the official website of the Commercial Taxes Department, Government of Puducherry by login to their account
with the user name and password provided by the department. If any dealer has not received or misplaced
their user name and password they may obtain the same from respective registering authority of their region.
2. This order takes effect from the return for the month of April 2013 due in May 2013 and the dealers
shall henceforth file the abovesaid monthly returns for each tax period through electronic mode only, for the
purposes of the said enactments. The dealers may take the assistance of Common Service Centres/Facilitation
Centres as given in the Annexure for filing of monthly return.
3. The dealers filing return electronically shall have to take a print out and keep it for their reference/
records and they need not file such return in printed form (hard copy) to the assessing officer concerned.
