GOVERNMENT OF PUDUCHERRY

CHIEF SECRETARIAT (HEALTH)

(G.O. Ms. No. 14, dated 2nd May 2013)

NOTIFICATION

In the Union territory of Puducherry, the Child Health

and Maternal Health Services in Puducherry have

improved considerably over the years. The Infant

476

LA GAZETTE DE L’ETAT

[14 May 2013

Mortality Rate (IMR), Neonatal Mortality Rate (NMR)

and the Maternity Mortality Ratio (MMR) continue to

be low when compared with the national averages

owing to measures taken by the Department of Health

and Family Welfare Services.

To reduce further IMR, NMR and MMR, several state

specific initiatives like free diet have been implemented

to supplement the national efforts during the last

decade. Similarly since 2005, reproductive and child

health programme under NRHM is being implemented to

ensure better facilities for women and children, which

has resulted in better utilisation of public health

facilities and increase in institutional deliveries. These

initiatives have made significant contribution in the

reduction of IMR, NMR and MMR of the state. The IMR

has reduced from 25 (SRS - 2009) to 22 (SRS-2011) and

MMR has reduced from 22 (SRS - 2009) to 18 (SRS-2011).

Efforts, however, need to be further augmented to meet

targets set under Millennium Development Goal (MDG).

To this effect, Government have been considering

providing free services to pregnant women at the time

of delivery and neonates up to 30 days. Such free

services are felt to be essential and inevitable since it

is a well-known fact that maternal and neonatal death

can be reduced substantially by ensuring timely access

to free and quality services in public health facilities.

Therefore, after careful consideration, His Excellency the

Lieutenant-Governor is pleased to notify implementation

of “Janani Shishu Suraksha Karyakram (JSSK)”

throughout the Union territory of Puducherry. The main

aim of JSSK is to ensure cashless deliveries including

caesarean sections and newborn services up to 30

days at all public health institutions, in both rural and

urban areas.

Under the JSSK scheme, following entitlements will

be provided to pregnant women for normal deliveries

and caesarean operations and care of sick newborns

up to 30 days after birth in Government health

institutions, both in urban and rural areas.

A. For pregnant women:

1. Free and zero expense delivery and caesarean

section.

2. Free drugs and consumables.

3. Free essential diagnostics.

4. Free diet during stay in the health institutions.

5. Free provision of blood.

6. Free transport from home to health institutions.

7. Free transport between facilities in case of referral.

8. Drop back from institution to home after 48 hours stay.

9. Exemption from all kinds of user charges.

B. Entitlement for sick newborn till 30 days after birth:

1. Free and zero expense treatment.

2. Free drugs and consumables.

3. Free diagnostics.

4. Free provision of blood.

5. Free transport from home to health institutions.

6. Free transport between facilities in case of referral.

7. Drop back from institution to home.

8. Exemption from all kinds of user charges.

The Health and Family Welfare Department in

Government of Puducherry shall issue necessary

operational guidelines and ensure institutional

readiness for availability of services in designated

public health institutions. The entitlements will be made

available in all such designated Government Health

Institution as notified by Health and Family Welfare

Department, Government of Puducherry from time to time.

For successful implementation of the JSSK scheme,

Government after due consideration is pleased to waive

collection of all kinds of user fees in public health

institutions for all pregnant women during delivery and

sick neonates up to 30 days attending designated public

health institutions.

To implement the scheme, the following officers are

nominated as Nodal Officers.

Puducherry State

Deputy Director (Family Welfare),

. . Nodal Officer

Puducherry.

Puducherry District

Medical Superintendent,

. . Nodal Officer
