(By order of the Lieutenant-Governor)

Under Secretary to Government

(Agriculture and Forest).

GUIDELINES FOR EXTENDING SUGARCANE

NURSERY PREMIUM FOR RAISING 10 ARES OF

NURSERY AT THE RATE OF ` 4,000 FOR SUPPLY OF

SEED MATERIALS TO PLANT ONE HECTARE OF

SUGARCANE

Introduction.— Sugarcane is the major cash crop in

the Puducherry region with average gross cultivated

area of about 2,000 Ha. annually. Major cultivable area

in Puducherry region is irrigated garden land and

wet land. Sugarcane cultivation in Puducherry

region is attributed with well-established two sugar

mills viz., Puducherry Co-operative Sugar Mill,

Lingareddipalayam, Puducherry and E.I.D. Parry Private

Limited, Ariyur, Puducherry. These two mills play a vital

role in cultivation of sugarcane in the operational area of

the mills in the Puducherry region.

At present, sugarcane cultivating farmers in

Puducherry region are facing many problems starting

from nursery raising , non-availability of inputs in time,

high input cost, expenses on pesticide, non-availability

of agricultural labour and escalating cost of labour

which ultimately leads to high cost of sugarcane

cultivation, harvesting difficulties, loss due to natural

calamities like cyclone and heavy rain, impacts on

sugar recovery and multifarious problems, etc. These

factors deter the sugarcane growers/farmers from

practising

their

occupation

thereby

creating

discouragement towards farming. In these circumstances,

it is the responsibility of the Agriculture Department,

Government of Puducherry to motivate the farmers

so as to provide better atmosphere and sustain their

interest by implementing various farming oriented

assistance measures.

With a view to popularise cultivation of sugarcane,

production and productivity of sugarcane in Puducherry

region with well-established two sugar mills, the

Agriculture Department had designed a scheme with

financial assistance as nursery premium to sugarcane

nursery growers for multiplication of quality high

yielding variety of sugarcane setts under the

supervision of sugar mills. The objective of extending

premium to the sugarcane nursery growers is to

compensate the yield loss and cultivation expenses

exclusively for multiplication of sugarcane setts only.

The operation of the scheme is vital for the mill

authorities as well as for the Agriculture Department as

new and high yielding varieties of sugarcane setts are

multiplied by the farmers under supervisions of the

sugar mills with the financial assistance from the

Department of Agriculture as nursery premium.

Objective of the scheme.— (a) to sustain as well as

to increase the area under sugarcane cultivation.

(b) to encourage the farmers in growing

sugarcane nursery for multiplication of quality high

yielding variety-cum-sugar rich setts to meet the

requirements of sugarcane growers.

(c) to encourage the farmers for taking up

sugarcane cultivation.

(d) to increase the area under high yielding variety

of sugarcane crop and improve the production

potentials.

597

18 June 2013]

LA GAZETTE DE L’ETAT

(e) to provide monetary assistance to the

Additional Director of Agriculture (T&V) and ascertain

about the genuineness of the claim and settle it with the

approval of Director of Agriculture-cum-Commissioner

of Sugars, Puducherry.

(vi) The Department should ensure that the

subsidy is credited to the beneficiaries account by the

concerned banks and collect the disbursement details

immediately and render adjustment to the Directorate of

Accounts and Treasuries, Puducherry,
