And whereas, as a result of it, on the same day the fishermen of
Vambakeerapalayam and Veerampattinam turned violent and beat each other in
Thengaithittu estuary. This incident turned further violent when more than
500 persons of Vambakeerapalayam and 500 persons of Veerampattinam
unlawfully gathered on the banks of Thengaithittu estuary and started stone
pelting on the other sides. In order to bring the situation under control, based
on the orders of the Tahsildar-cum-Executive Magistrate, Taluk Office,
Puducherry, 5 rounds of tear gas and 2 live rounds from pistol were fired.
Thereafter, situation was brought under control and a peace meeting was
conducted by the Deputy Collector (Revenue) (North), Puducherry, on 4-7-2013,
wherein, the leaders of both the villages agreed and handshaked to maintain
public tranquillity and also assured to control their youths, accordingly;
And whereas, eventhough the leaders of Vambakeerapalayam and
Veerampattinam agreed to maintain public tranquillity, in an unprecedented move
riot broke out at 4.00 a.m. on 8-7-2013 when 10 boats of Veerampattinam area
surrounded a boat of Vambakeerapalayam area and started attacking the
fishermen with deadly weapons and bottles. This message spread rapidly to both
the villagers, which remained as the main cause of fresh rioting by both the
villagers;
And whereas, this fresh attack immediately spread to both the villages
and fresh tug broke out between the fishermen of Vambakeerapalayam and
Veerampattinam in Fish Market in Big Market. With the sole motive to attack
their rival groups around 500 persons of Vambakeerapalaym and around
500 persons of Veerampattinam swiftly gathered in Thengaithittu estuary with
deadly weapon of long handled metal spears locally called as Suluki. Both the
sides started stone pelting and despite the presence of police forces in both
the sides of the river lead by Superintendent of Police (North) and
Superintendent of Police (Rural), the situation remained uncontrolled at one
stage. The fishermen of Veerampattinam in multiple number of boats penetrated
to the middle of the river and instigated the fishermen of Vambakeerapalayam
for fight. On the other hand the fishermen of Vambakeerapalaym continued stone
and bottle pelting on the Veerampattinam fishermen;
And whereas, as the situation remained uncontrol, the Tahsildar-cum-
Executive Magistrate, Taluk Office, Puducherry directed the police to open fire
and accordingly 7 tear gas and 7 number of live rounds from pistol were fired
and thereafter the situation came under control;
And whereas, according to the revenue intelligence, both the villagers
have ordered the entire villagers to gather in Thengaithittu estuary on the early
morning of 9-7-2013 with deadly weapons in order to attack the other side
vigorously as tit for tat, which includes damaging the boats;
And whereas, eventhough both the villagers have agreed to maintain
peace in the presence of the Deputy Collector (Revenue) (North), Puducherry,
they have breached their assurance and this continuing disturbance to the
public will affect the public tranquillity. Moreover, the only resort to control
the unlawful gathering on both the sides said to be in thousands is to initiate
a stringent action to bring the law and order under control. Thus, in order to
have control over this emergent situation within the grip of the District
Administration, situation warrants to impose section 144 of Criminal Procedure
Code by restricting the unlawful gathering of villagers of Vambakeerapalayam
and Veerampattinam;

under section 144 of Criminal Procedure Code in respect of Vambakeerapalayam

And whereas, I, Dr. S.B. Deepak Kumar, I.A.S., District Magistrate,

fishermen hamlet, Vambakeerapalayam seashore, Thengaithittu estuary,
Thengaithittu jetty, Veerampattinam fishermen hamlet and Veerampattinam
seashore is likely to endanger public tranquillity;
And whereas, in my opinion there is sufficient ground for

immediate prevention is desirable;
Now, therefore, I, Dr. S.B. Deepak Kumar, I.A.S., District Magistrate,
