and beyond the scope of recovery and it is proposed to

NOTIFICATION

Whereas, the Government of India, Ministry of

Labour, New Delhi have requested the Government of

Puducherry to constitute a Tripartite Monitoring

Committee for speedy implementation of the Majithia

Wage Board’s recommendations for working journalists

and non-journalist newspaper employees (other than

newspaper employees in news agency) vide their

Letter No. V-24011/1/2009-W.B, dated 16-8-2012;

2. And, whereas, the Commissioner of Labour,

Puducherry in the I.D. Note No. 4475/Lab./AIL/

G/2012/292, dated 12-7-2013 has sent necessary

proposals for the constitution of Tripartite Monitoring

Committee as suggested by the Government of India;

3. Now, therefore, the Lieutenant-Governor,

Puducherry after careful consideration is pleased to

constitute a Tripartite Monitoring Committee consisting

of the following Chairman and Members for speedy

implementation of the Majithia Wage Board's

recommendations for the working journalists and

non-journalist newspaper employees :—

4. The Chairman may call for a meeting of the

committee, as the case may be, at any time as he thinks

fit, after giving prior notice of the same.

5. No business shall be transacted at any meeting

unless at least one-third of the members and at least

one representative each of both the employers and the

employees are present:

Provided that when at any meeting, no representative

of the employers or employees has turned up or less

than one-third of the members are present, the Chairman

may adjourn the meeting to a date not later than seven

days from the date of the original meeting and it shall

thereupon be lawful to dispose of the business at such

adjourned meeting irrespective of the number or class

of members present.

6. The non-official members are eligible for travelling

allowance and daily allowance at the rate admissible to

Group ‘A’ Officers of the Government of Puducherry.

The term of office of a non-official member of the

committee shall be three years from the date of issue of

this order:

Provided that such member shall, notwithstanding

the expiry of the said period of three years, continue to

hold office until his successor is nominated.

7. The Labour Officer (Enforcement), Office of the

Labour Officer (Enforcement), Puducherry is the

Drawing Officer and is authorised to countersign the

travelling allowance bills of the non-official members of

the Tripartite Monitoring Committee.

8. The expenditure towards the travel expenses shall

be debited to the head of account:—

NOTIFICATION

The appointment of Thiru P. Rajkumaran, Manufacturing

Chemist as the Controlling Authority and Licensing

Authority, Department of Drugs Control, Puducherry

for the whole of the Union territory of Puducherry

under the Drugs and Cosmetics Rules, 1940 issued vide

G.O. Ms. 4, dated 22-1-2009 and G.O. Ms. 53, dated

13-7-2010 of Health Secretariat, Puducherry are withdrawn

with immediate effect.

2. Thiru V. Karthikeyan, Pharmacist, Department of

Health and Family Welfare Services, Puducherry is

appointed as Licensing Authority for the whole of

the Union Territory of Puducherry in pursuance of

the rules 59(1), 67-A(1), 69(1), 85-B(1), 138(1) and 152 of

the Drugs and Cosmetics Rules, 1945 for the purpose of

Part-VI, Part VI-A Part-VII, Part-VII-A, Part-XIV and

Part-XVI of the said rules.

3. This appointment of Licensing Authority will

not confer any administrative or financial powers on

Thiru V. Karthikeyan.

4. The Licensing Authority shall submit every file in

connection with the issue/revocation of drug license for

obtaining approval of the Head of Department

i.e., Secretary to Government (Health) through the

Head of Office of the Department of Drugs Control,

Puducherry before issue.
