The following draft of the proposal for revision of the minimum rates of wages payable to the employees

under employment in paper and paper products manufacturing industries (both machine made and handmade) in the

Union territory of Puducherry, which the Lieutenant-Governor, Puducherry proposes to make in exercise of the powers

conferred on him by clause (b) of sub-section (1) of section 3 read with sub-section (1) of section 13 of the Minimum

Wages Act, 1948 (Central Act 11 of 1948) is hereby published as required under clause (b) of sub-section (1) of section 5

of the said Act for information of all persons likely to be affected thereby and notice is hereby given that the said

proposal will be taken into consideration by the Government of Puducherry after the expiry of sixty days from the date

of publication of the said proposal in the official gazette, Puducherry.

2. Any objections or suggestions, which may be received from any person with respect to the proposal before

the expiry of the period specified above will be considered by the Government of Puducherry. The objections or

suggestions should be addressed to the Secretary to Government, Labour Department, Puducherry.

In exercise of the powers conferred by clause (b) of sub-section (1) of section 3 read with sub-section (1) of

section 13 of the Minimum Wages Act, 1948 (Central Act 11 of 1948), the Lieutenant-Governor, Puducherry has been

NOTE

1. Dearness allowance:- In addition to the above minimum wages, the employees shall be paid dearness

allowance as follows :

(i) The dearness allowance shall be linked to the Puducherry City Consumer Price Index for the month of

March, 2013 i.e. 226 points (with base year 2001=100) and for every raise of 1 point over and above 475

points an increase of ` 4.75 (Rupees four and paise seventy-five only) per month in respect of employment

in machine made paper industry and ` 4.55 (Rupees four and paise fifty-five only) per month in respect of

employment in handmade paper industry shall be paid.

(ii) The revision of dearness allowance shall be effective from the 1st April of every year on the basis of

the average of the indices of the proceeding twelve months i.e. January to December.

(iii) The first calculation shall thus be effective from the date of publication of this notification in the

official gazette, Puducherry, based on the average Puducherry City Consumer Price Index of the previous year.

2. Where the nature of work is the same, no discrimination in the payment of wages shall be made in the

case of men and women workers.

3. To arrive at the daily wages, the monthly wages shall be divided by 26.

4. To arrive at monthly rates of wages, the daily rates of wages, shall be multiplied by 30.

5. Wherever the existing wages are higher than the minimum wages fixed herein, the same higher wages

shall be continued to be paid.

ORDER

In the G.O. Ms. No. 1, dated 21st February, 2013 orders

were issued to implement tendering of works, goods and

services costing `10 lakhs and above through the

Government e-procurement portal of Union territory of

Puducherry viz. https://pudutenders.gov.in, as advised by

the Government of India, Ministry of Commerce and

Industry, Department of Commerce (Supply Division),

New Delhi which is funding this Mission Mode Project under

National e-Governance Plan. The said Ministry has recently

reviewed the progress of implementation of e-procurement

in Union territory of Puducherry and it has felt that the

volume of tenders processed through the e-procurement

platform is comparatively low though the infrastructure for

migrating to this new system is readily available. Hence, the

said Ministry has recommended to scale up the volume of

e-procurement by reducing the threshold value of

e-tendering and by including more departments in the ambit

of e-procurement. As advised by the said Ministry, the said

G.O. dated 21st February, 2013 shall be amended as follows,

namely:—

In the said G.O. dated 21st February, 2013, for para 2, the

following shall be substituted namely:—

“2. It has now been decided that all the Departments

and their attached Offices and Boards/Corporations/

Societies/Autonomous/Statutory bodies of Government

of Puducherry shall henceforth adopt Government

e-procurement system in respect of procurement of

goods, services and for executing works with an

estimated value of ` 5 lakhs or above with effect from

the month of October, 2013.”.

the period of three years with immediate effect.
