Thiru G. Seenu Naidu, Welder of the Government

Automobile Workshop, Transport Department,

Puducherry remains absent himself from duty with effect

from 15-7-2013.

2. Thiru G. Seenu Naidu, Welder was issued a

memorandum, dated 22-5-2014 to his residential address,

with instructions to join the duty immediately. But, the

communication was returned from the postal authorities

with the remarks “Not claimed”. Hence the whereabouts

of the incumbent is not known.

3. It is informed that failure to join the duty

immediately by Thiru G. Seenu Naidu, Welder will be

considered as sufficient grounds to take disciplinary

action against him under CCS (CCA) Rules, 1965 and

inquiry will be be held ex parte.

Terms of Reference

(i) To verify the number of fishermen actually

affected duly adopting the detailed modalities

followed by Government of Andhra Pradesh and as per

the guidelines framed by Government of Puducherry for

making payment of compensation to the affected fishermen

of Yanam region vide G.O. Ms. No. 3/Fy, dated 26-3-2013

and G.O. Ms. No. 2/Fy, dated 10-1-2014 respectively.

(ii) Recommend whether any further compensation

is due to be received from M/s. GSPC Ltd., conforming

to the period of neighbouring State of Andhra Pradesh

and further subject to actual period for which the

livelihood of fishermen was affected.

(iii) If so, the actual estimated quantum of

compensation payable.

2. The GSPC has in their letter dated 5-6-2014 to the

Office of the Chief Vigilance Officer, Chief Secretariat,

Puducherry raised certain concerns. The committee

should address these concerns in the course of their

enquiry. The committee may if necessary take the

assistance of the Fishermen Co-operative Societies in

the process of their enquiry.

3. This committee shall complete the exercise within

a period of 2 months from the date of its constitution

and submit a report to the Directorate of Fisheries,

Puducherry, who shall in turn submit the report to the

Government for further necessary action.

NOTIFICATION

Commander M. Anand (Retired) has been appointed

as Director, Department of Sainik Welfare, Puducherry

on full-time contract basis for a period of two years on

a consolidated pay of ` 50,000 (Rupees fifty thousand

only) per month with effect from the forenoon of

29th September 2014 subject to the terms and conditions

as detailed below:-

(i) The appointment will be on full-time contractual

basis for a period of two years or till the age of 60

years whichever is earlier.

(ii) The Director will be eligible for leave and

leave salary (not leave encashment) as per the

relevant orders and rules in force.

(iii) Will be eligible for medical facilities as per

medical allowance rules in force.

(iv) Will be eligible for travelling allowance and

dearness allowance as admissible to Group ‘A’

officers of this Union Territory.

(v) The Director will also be governed by other

rules and regulations applicable to the Government

officials of this Union Territory of similar status

wherever it is necessary for its application.

(vi) The Director will be responsible for

discharging of all executive and other functions

attached to the post and will be overall in-charge of

the Department.

ORDER

Whereas, Thiru J.S. Suresh Jean, Compositor Grade-II,

Government Central Press, Puducherry has applied for

EOL without Medical Certificate from 1-7-2002 to 31-12-2004

in various spells to go to France to settle his family

affairs. He has again applied for extension of EOL for

further period of one year from 1-1-2005 vide his Fax

received, dated 25-11-2004;

And whereas, instructions were issued to him

addressing to the officially known address, both in India

and France vide Memoranda, dated 18-5-2012, 26-6-2012,

11-12-2012 to rejoin the duty immediately, informing the

consequences on failure if any. The memoranda was

returned undelivered from his officially known address both

in India and France with the remarks of the postal

authorities

“Not

claimed, return to the sender”/

“Not known, no such person in that address”/“Non re'clame”.

There is no communication from the Government servant

and he had not rejoined the duty in this Directorate;

And whereas, disciplinary proceedings were initiated

against him by issue of charge memorandum vide

No. 11259/DSP/Estt./E3/2014/671, dated 13-6-2014.

The same was returned undelivered with the remarks “Not

known, No such person at that place”, dated 18-6-2014. A

notification of disciplinary action was also published in the

daily newspaper providing a fair opportunity to defend the

charges framed against him vide “Dinamalar”, dated 6-

9-2014 and the same was made available in the official

website: http://styandptg.puducherry.gov.in.

And whereas, Thiru J.S. Suresh Jean, Compositor

Grade-II, Government Central Press, Puducherry has

neither submitted any defence statement nor appeared in

person before the expiry period offered to him by the

disciplinary authority;

And whereas, Thiru J.S. Suresh Jean was directed to

present himself for an inquiry at 11.00 a.m. on 13-10–2014

in the Chamber of the undersigned. Further he was

informed of the consequences that if he fails to appear in

person on the scheduled date and time, orders will be

passed “ex parte”. This was published in the official

departmental website and sent to last known address. The

incumbent has not responded or turned up for the inquiry;

And whereas, the Disciplinary Authority, accordingly,

invoking the provisions under rule 19 of the CCS (CCA)

Rules 1965, as it is not reasonably practicable to

hold an inquiry, as the whereabouts of the individual

is unknown to this Directorate and considering the fact

that ample opportunity has been given to the individual

to represent himself, has come to conclusion that the

charges have been proved beyond doubt;

Now, therefore, in exercise of the powers conferred

under rule 11 of CCS (CCA) Rules of 1965, the

undersigned hereby award the Major penalty of

dismissal from service which shall ordinarily be a

disqualification for future employment under the
