ORDER
The Lieutenant-Governor, Puducherry is pleased to make the
following amendments to the scheme “Puducherry Rules for Free Supply
of Dhoties and Sarees to Scheduled Castes” notified in the G.O. Ms.
No. 26/87-Wel.(SCW), dated 30th April 1987 of the Welfare Secretariat,
Government of Puducherry and published in the Gazette of Puducherry,
Part-II, Extraordinary No. 46, dated the 31st December 1987 of
Government of Puducherry, namely:—

AMENDMENT
In the Puducherry Rules for Free Supply of Dhoties and Sarees to
poor Scheduled Castes,
1. Amendment of rule 1.— In rule 1 of the Puducherry Rules for
free supply of Dhoties and Sarees to poor Scheduled Castes, the short
title, extent and commencement shall be substituted:-
“(i) These rules may be called “Puducherry Rules for Free Supply
of Dhoties and Sarees to Scheduled Castes as through cash
assistance/hereafter referred to as the said rules”.
(ii) They shall extend to the whole of Union territory of Puducherry.
(iii) They shall come into force on and from the date of their
publication in the official gazette.”
2. Amendment of rule 2.— In the said rules, for the existing rule 2,
the following shall be substituted, namely:-
“Object of the scheme.— The object of the scheme is to provide
either clothing items free of cost or cash assistance through
Electronic Clearance System (ECS) to all the scheduled caste
people of the Union territory of Puducherry who are in possession
of red or yellow Ration Cards or Smart Card issued by the
Department of Civil Supplies and Consumer Affairs, Government
of Puducherry for procuring clothing items at their own choice.”
3. Amendment of rule 5.— In the said rules, for the existing rule 5,
the following shall be substituted, namely:-
“Nature of assistance.— (i) A cash assistance will be granted
to a scheduled caste male member for procuring one Dhoti of
3.65 metres or Lungi with width 2.00 metres and length 1.27 metres
and a polyester shirting cloth of 2.00 metres. A cash assistance
will also be granted to a scheduled caste female member for
procuring one polyester saree of 5.5 metres and a blouse piece
of 0.90 metres preferably during Deepavali festival and Pongal
festivals.
(ii) Value of assistance : The value of cloth cash assistance for
procuring material in respect of male/female beneficiaries under the
scheme will be decided by a three member committee headed by
the Hon’ble Chief Minister including Hon'ble Minister for Welfare
and the Secretary to Government (Adi Dravidar Welfare) as other
members.”

4. Amendment of rule 6.— In the said rules, for sub-rule (i)
the following shall be substituted, namely:-
“(i) The beneficiaries shall be selected from the survey report by
the Anganwadi Workers of Department of Women and Child
Development, Puducherry/Welfare Inspector of the Department of
Adi Dravidar Welfare of the area concerned by the Selection
Committee and the beneficiary shall be a Ration Card or Smart Card
holder or with Aadhaar number. The survey report shall be approved
by the Deputy Director (General), Adi Dravidar Welfare Department,
Puducherry, Assistant Director, Adi Dravidar Welfare Department,
Karaikal/Yanam as the case may be.”
(ii) In the said rules, in clause (c) of sub-rule (2) of rule 6,
the following shall be substituted, namely:-
“The Anganwadi Worker of the Department of Women and Child
Development, the Welfare Inspector of the Department of Adi Dravidar
Welfare of the area concerned . . Member.”
5. Amendment of rule 7.— In the said rules, for the existing rule 7,
the following shall be substituted, namely :-
"Mode of distribution.— Based on the recommendation of the
Selection Committee, the Director, Adi Dravidar Welfare Department,
Puducherry after obtaining necessary approval of the Government,
shall arrange to distribute the value of cloth in cash through ECS
to the selected scheduled caste beneficiaries in order to facilitate the
beneficiaries to purchase the cloth materials of their own choice from
open market.”
2. This issues with the concurrence of the Finance Department,
Puducherry vide their U.O. No. 2426/F5/A2, dated 16-10-2014.
