Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/90/Lab./1, dated 23-5-1991 of the
Labour Department, Puducherry to exercise the powers
conferred by clause (c) of sub-section (1) of section 10
of the Industrial Disputes Act, 1947 (Central Act XIV
of 1947),
it is hereby directed by Secretary to
Government (Labour) that the said dispute be referred
to the Labour Court, Puducherry for adjudication.
The Labour Court, Puducherry shall pass the award
within 3 months from the date of issue of reference
as stipulated under sub-section (2-A) of section 10 of
the Industrial Disputes Act, 1947 and in accordance with
rule 10-B of the Industrial Disputes (Central)
Rules, 1957. The party raising the dispute shall file a
statement of claim complete with relevant documents,
list of reliance and witnesses to the Labour Court,
Puducherry within 15 days of the receipt of the order
of reference and also forward a copy of such statement
to each one of the opposite parties involved in the
dispute.

NOTIFICATION
Whereas, the Government is of the opinion that an
industrial dispute has arisen between the management
of M/s. AVA Cholayil Health Care Private Limited,
P ud u ch e rr y an d T h i r u P. S u n i l K u m a r o v e r
non-employment in respect of the matter mentioned in
the Annexure to this order;
And whereas, in the opinion of the Government, it is

Terms and conditions
1. Tenders superscribing on the envelope as “Tender
for purchase of unserviceable library books” should
reach the Principal, Avvaiyar Government College for
Women, Karaikal on or before 20-3-2015 at 3.30 p.m.
The tenders will be opened on the same day at 3.45 p.m.
in the presence of the tenderers, if any.
2. The intending tenderers should deposit an earnest
money deposit of ` 200 (Rupees two hundred only)
while submitting tender.
3. The earnest money deposit of unsuccessful
tenderers will be refunded after finalising the tenders.
4. Tenders received after the stipulated date and time
will not be accepted.
5. The successful tenderer should pay the amount
in full immediately and remove the articles at his/her
own cost.
6. The Principal, Avvaiyar Government College for
Women, Karaikal reserves the right to accept or reject
any or all tenders without assigning any reasons
thereof.
7. Sales tax at the admissible rate will be collected
extra on the sale proceeds.
8. The intending tenderers can inspect the items
during working hours with the permission of the
Principal.
9. No claim about the quality, quantity of condemned
library books will be entertained once the tender is
finalised.
10. In case of dispute, if any, the decision of the
Principal will be final and binding on all concerned.

and the tender forms cannot be purchased from the Office of PIPDIC by remitting the cash in the Office of PIPDIC
and no pre-request for issue of tender forms will be entertained in Office of PIPDIC.
3. Submission of earnest money deposit and cost of tender document : (i) The cost of tender document is
` 500 (Rupees five hundred only) for work costing less than ` 50.00 lakhs plus VAT 4% (Non-refundable).
(ii) The cost of tender document and earnest money deposit [as noted in column (6) and (5) of the Table
above] are to be in the form of demand draft of any nationalised/schedule bank in favour of the Managing Director,
PIPDIC, Puducherry on the above-mentioned dates. Both the demand draft of earnest money deposit and tender
document cost are to be scanned and uploaded in the appropriate cover of the e-tender and the demand drafts in
physical form are to be submitted to M/s. PIPDIC, using the tender box, in sealed envelope superscribed as “Tender
fee/earnest money deposit for the work of providing, supplying, erecting and commissioning two Nos. of 1,000
litres/hour Reverse Osmosis Water Treatment Plants in the campus of pumphouse (2) at Sedarapet Industrial
Estate and in the pumphouse (5) at Mettupalayam Industrial Estate, Puducherry” on or before the closing date
and time on 4-3-2015 at 3.30 p.m.
4. On the schedule time and date of opening, the Managing Director, PIPDIC authorises the opening of
tender on the notified time. Reputed firms can access the particulars, after opening of tender in the website.
The department will not be liable for any delay in submission of tender.
5. A copy of the registration of firm issued by the competent authority should also be submitted,
(i.e.) copy of registration, in the form of scanned copy along with earnest money deposit cover.
6. The reputed firms having completed three similar works are eligible to participate in tenders and
performance reports are also to be furnished.
7. The reputed firms should submit a self-declaration showing the details of work on their hand in the form
of scanned copy along with earnest money deposit cover.
8. The time allowed is 2 (two) months for carrying out the work as noted in column (8) of the Table above
which will be including monsoon period.
9. If the last date of opening day of tenders happen to be public holiday the same will be opened on the
next working day.
10. The Managing Director, PIPDIC reserves the right to reject any or all the tenders without assigning any
reason thereof.
11. The tender box is kept in the Chamber of the Managing Director, PIPDIC for dropping of earnest money
deposit covers.
