LA GAZETTE DE L’ETAT
GOVERNMENT OF PUDUCHERRY
DIRECTORATE OF SCHOOL EDUCATION
(SECRETARIATWING)
(G.O. Ms. No. 76, dated 18th March 2015)
ORDER
In exercise of the powers conferred by sub-section (1)
of section 23 of the Right of Children to Free and
Compulsory Education Act, 2009 (RTE Act, 2009), the
Central Government has authorised the National Council
for Teacher Education (NCTE) as the academic authority
to lay down the minimum qualifications for a person to
be eligible for appointment as a teacher vide their
notification No. S. O. 750 (E), dated 31st March 2010.
2.
Accordingly, the National Council for Teacher
Education vide its notification No. 61-3/20/2010/NCTE/
(N&S), dated 23rd August 2010, has laid down the
minimum qualifications for a person to be eligible for
appointment as a teacher in class I to VIII in a school
referred to in clause (n) of section 2 of the RTE Act, 2009.
One of the minimum qualifications prescribed by the
National Council for Teacher Education is that he/she
should pass the Teacher Eligibility Test (TET) which will
be conducted by the appropriate Government.
3. The National Council for Teacher Education has
further communicated broad guidelines for conducting
Teacher Eligibility Test vide their letter No. 76-4/2010/
NCTE/Acad, dated 11-2-2011. The said guidelines have
given liberty to State Government / Union Territory with
legislature to consider the Teacher Eligibility Test
conducted by another State/Union Territory with
legislature. It has also been stipulated that the State/
Union Territory would consider the Teacher Eligibility
Test conducted by the Central Government in case it
decides not to conduct its own Teacher Eligibility Test.
Further, as per the National Council for Teacher
Education guidelines, Governments may consider giving
concessions to persons belonging to SC, ST, OBC,
Differently-abled persons etc. in accordance with their
extant reservation policy.
4. As the Union territory of Puducherry does not have
a Board of Education of its own, Puducherry and Karaikal
regions are following the curriculum of Tamil Nadu, while
Mahe and Yanam regions are following the curriculum of
Kerala and Andhra Pradesh respectively. Considering
this, the Director of School Education had proposed to
recognise the Teacher Eligibility Test conducted by the
Governments of Tamil Nadu (TNTET), Andhra Pradesh
(APTET) and Kerala (KTET), in addition to the Central
Teacher Eligibility Test (CTET) conducted by the Central
Board of Secondary Education (CBSE). Accordingly
in principle approval was accorded for considering,
Tamil Nadu Teacher Eligibility Test, Kerala Teacher
Eligibility Test, Andhra Pradesh Teacher Eligibility Test
and Central Teacher Eligibility Test for the purpose of
appointment in this Union Territory.
5. Now, the Director of School Education has stated
that the Governments of Tamil Nadu, Kerala and Andhra
Pradesh have prescribed different qualifying marks for
considering a person Teacher Eligibility Test passed and
that the Central Board of Secondary Education, which
conducts Central Teacher Eligibility Test, has left the
decision to the recruiting authorities concerned.
6. The Director of School Education has further
explained the practical difficulties involved in
considering all the Teacher Eligibility Tests in view of
the different qualifying marks prescribed in each Teacher
Eligibility Test, as listed below:
(i) There is no uniformity in qualifying marks for
various reserved categories in the Teacher Eligibility
Tests conducted by Tamil Nadu, Kerala and Andhra
Pradesh as they have prescribed their own qualifying
marks depending upon the situation prevailing there.
(ii) Difference in qualifying marks for reserved
categories in each region of this Union Territory has
led to alleged discrimination.
(iii) The Government of Andhra Pradesh has
converted the Andhra Pradesh Teacher Eligibility Test
as Teacher Eligibility Test-cum-Teacher Recruitment
Test and resultantly candidates from Yanam region
are not allowed to appear for Andhra Pradesh Teacher
Eligibility Test.
(iv) Absence of orders clearly specifying the
applicability of Teacher Eligibility Test gives liberty
to job seekers to draw their own inference.
7. Therefore, the Director of School Education has
submitted a proposal to recognise and consider only the
Central Teacher Eligibility Test conducted by the Central
Board of Secondary Education for the purpose of
appointment in the Union territory of Puducherry for the
following reasons:
(i) Central Teacher Eligibility Test is conducted
on all India basis with a uniform syllabus.
(ii) It is conducted twice in a year regularly.
(iii) Central Teacher Eligibility Test has been
made applicable to schools of the Central Government
(KVS, NVS, Central Tibetan Schools, etc.) and schools
224

[31 March 2015
under the administrative control of Union teritories of
Chandigarh, Dadra and Nagar Haveli, Daman and Diu
and Andaman and Nicobar Islands, Lakshadweep and
NCT of Delhi.
(iv) The Central Board of Secondary Education
has left the issue of fixing qualifying marks to the
recruiting authorities concerned and hence, there may
be no legal impediment in fixing our own qualifying
marks.
(v) Government orders have already been issued
to introduce Central Board of Secondary Education
syllabus in a phased manner from this year and
accordingly Central Board of Secondary Education
syllabus has been introduced in I standard in all
Government schools in all the regions and hence it
would be apt and appropriate to consider Central
Teacher Eligibility Test in this Union Territory.
8. The Director of School Education has further
proposed to prescribe qualifying marks in Central Teacher
Eligibility Test for various categories as follows:
Sl. No.
Category
Qualifying marks
(1)
(2)
(3)
1
General Category
60% (90 marks)

6
Scheduled Caste
50% (75 marks)
7
Backward Tribe
50% (75 marks)
8
Differently-abled persons
50% (75 marks)
9. It has been further suggested that all those who
have already appeared for Tamil Nadu Teacher Eligibility
Test, Kerala Teacher Eligibility Test and Andhra Pradesh
Teacher Eligibility Test may be considered eligible till
the validity period of the certificates, which is seven
years as per National Council for Teacher Education
norms, provided they have scored the marks prescribed
above. If they have not obtained the minimum qualifying
marks, they should appear for Central Teacher Eligibility
Test only in future for the purpose of employment in this
Union Territory. It has also been suggested that those
who have appeared for Central Teacher Eligibility Test
and obtained the minimum qualifying marks as above
need not appear again for Central Teacher Eligibility Test
and those who have failed to secure the abovesaid marks
may appear for Central teacher Eligibility Test to qualify
themselves.
10. After careful consideration of the proposal, and
except as respects things done or omitted to be done
before such order, the Lieutenant-Governor is pleased
to order that hereafter, only the Central Eligibility Test
(CTET) conducted by the Central Board of Secondary
Education (CBSE) shall be considered recognised for
the purpose of appointment as teacher in class I - VIII in
the Union territory of Puducherry.
11. The Lieutenant-Governor is pleased further to
prescribe the qualifying marks in Central Teacher
Eligibility Test for various categories of persons in the
Union territory of Puducherry as follows:
Sl. No.
Category

(1)
(2)

7

12. It is further ordered that those who have already
appeared for Tamil Nadu Teacher Eligibility Test, Kerala
Teacher Eligibility Test and Andhra Pradesh Teacher
Eligibility Test may be considered eligible till the validity
period of the certificates, i.e. for seven years, as per
National Council for Teacher Education norms, provided
they have scored the marks prescribed above. If they
have not obtained the minimum qualifying marks, they
should appear for Central Teacher Eligibility Test only
in future for the purpose of employment in this Union
Territory. Those who have already appeared for Central
Teacher Eligibility Test and obtained the minimum
qualifying marks prescribed above need not appear again
for Central Teacher Eligibility Test and those who have
failed to secure the abovesaid marks may appear for
Central Teacher Eligibility Test to qualify themselves.
13. This order takes prospective effect only and the
past cases decided otherwise shall not be reopened.
