NOTIFICATION
Whereas, in pursuance of clause (f) of rule 2 of the Building and
Other Construction Workers’ Welfare Cess Rules, 1998, Cess Collectors
were appointed for the purpose of collection of cess under the Building
and Other Construction Workers’ Welfare Cess Act, 1996 (Central
Act 28 of 1996) vide G.O. Ms. No. 8/2002/Lab./G, dated 5-3-2002
of the Labour Department, Puducherry published in Gazette No. 45,
dated 12-3-2002;

Whereas, apart from the Cess Collectors appointed, cess is also
being collected by several Cess Collection Agencies and forwarding the
same to the Board;
And whereas, the Ministry of Labour and Employment,
Government of India, New Delhi has issued direction vide letter
No. Z-20011/05/2010-BL, dated 27-2-2014 under section 60 of the
Building and Other Construction Workers’ (RECS) Act, 1996 which
mandates that all building plan approving authorities (PRIs) in urban
and rural areas like the Urban Local Bodies and Panchayat Raj
Institutions (PRIs) and other Local Self-Governments, Public Works
Department, Irrigation, etc., should be notified as Additional Cess Collectors;
Now, therefore, in pursuance of clause (f) of rule 2 of the Building
and Other Construction Workers’ Welfare Cess Rules, 1998, the
Lieutenant-Governor, Puducherry hereby appoints the following officers
mentioned under column (2) of the Table below to be the Additional Cess
Collectors in respect of building and other construction works coming
within their purview, for the purpose of collection of cess under the
Building and Other Construction Workers’ Welfare Cess Act, 1996
(Central Act 28 of 1996), namely:—
