NOTIFICATION

The Lieutenant-Governor, Puducherry is pleased to approve the

“Distribution of a Unit of 5 female goats and a male goat to Below

Poverty Line Scheduled Caste Beneficiaries at Free of Cost” by

integrating Rashtriya Krishi Vikas Yojana (RKVY) and State Scheduled

Castes Sub-Plan (SCSP) in the Union territory of Puducherry. It shall

come into force with immediate effect.

2. This issues with the concurrence of the Finance Department

vide their U.O. No. 4017/2014-15/F4, dated 26-3-2015.

GUIDELINES FOR THE IMPLEMENTATION OF THE

SCHEME “DISTRIBUTION OF A UNIT OF 5 FEMALE

GOATS AND A MALE GOAT TO BELOW POVERTY LINE

SCHEDULED CASTE BENEFICIARIES AT FREE OF COST”

A. Short title, extent and commencement.— (1) This scheme shall

be called “Distribution of a Unit of 5 female goats and a male goat to

Below Poverty Line Scheduled Caste Beneficiaries at Free of Cost”.

(2) It shall extend to the whole of Union territory of Puducherry.

(3) It shall come into force with immediate effect.

B. Objective.— The objective of the scheme is—

(1) To encourage rearing of goats by the farmers of Puducherry

Union Territory.

(2) To increase the meat production by increasing the goat

population.

(3) To meet out the demand for meat locally within the

Puducherry Union Territory.

(4) To improve the economic status of the farmers.

C. Scope.— The assistance by way of subsidy to an extent of

100% shall be made available to the beneficiaries to establish and

maintain a unit of 5 female goats and a male goat. The ratio of subsidy

between RKVY and State SCSP will be 50:50.

D. Eligibility.— (1) Applicant must be a native or resident of the

Union territory of Puducherry which shall be proved by UID or Aadhaar

Card/Family Ration Card/Electoral Identity Card.

(2) Applicant must belong to Below Poverty Line Scheduled

Caste category.

(3) Applicant must be an adult citizen below 55 years of age.

(4) The applicants who are eligible for assistance under the

scheme should not have been in receipt of any similar assistance from

the Animal Husbandry and Animal Welfare Department within a period

of 3 years from the date of application.

(5) The applicant must not be an employee of Central/State

Government or Central or State Government run Public Sector Undertakings.

(6) Preference will be given to applicants with prior experience

in goat rearing.

E. Implementing agency.— The Animal Husbandry and Animal

Welfare Department is the implementing agency.

F. Methodology of selection.— The application forms shall be

available with the respective Veterinary Assistant Surgeons of the

Veterinary Dispensaries of Puducherry/Karaikal/Yanam and Mahe

regions, who shall issue the same to the eligible applicants in a transparent

manner in accordance with the Circular No. 4305/PRD-2010/JD(PC)/

PO(PC2), dated 24-10-2011 of

the Chief Secretary to Government,

Puducherry Union Territory. The applicants shall submit the filled-in

application with required documents to the concerned Veterinary

Assistant Surgeon of the Veterinary Dispensaries. The Veterinary

Assistant Surgeon concerned will examine the applications and

recommend the same to the selection committee. The selection committee

shall scrutinise and approve the intending beneficiaries/applicants.

G. Selection committee.— The selection of beneficiaries will be

made by a committee consisting of the following members in respect of

each Veterinary Dispensary:

H. Pattern of assistance.—

(1) The cost estimate for establishing a 5+1 Goat Unit : ` 16,000

Cost estimate of Does/Female goat (5 x ` 2,500) : ` 12,500

Cost estimate of Buck/Male goat (1 x ` 3,500) : `

3,500

(2) Subsidy under RKVY (50%)

: ` 8,000

(3) Subsidy under State SCSP (50%)

: ` 8,000

(4) The pattern of assistance will be in the form of 100% subsidy

amount released by the Department of Animal Husbandry and Animal

Welfare by integrating RKVY and State SCSP in the ratio of 50:50 for

the purchase of 5 female goats and a male goat.

(5) Payment will be made through ECS to the beneficiaries as per

Circular No. l822/FS(PA)/2011, dated 23-9-2011 of the Finance Department,

Puducherry after completion of the project components.

I. Mode of purchasing the animals.— (1) The committee shall

intimate the selection of the beneficiary through the concerned

Veterinary Assistant Surgeon and would advice the beneficiary to

purchase the animals.

(2) Insurance premium and transit cost of the animals must be

borne by the beneficiary.

(3) After ascertaining the establishment of the 5+1 goat unit

by the beneficiary, the committee shall allow the subsidy portion as back

ended investment subsidy.

J. Terms and conditions for the purchase of the goats.—

1. Goats with definitive breed characters should be purchased.

2. Age of the animals shall be not be less than 1 year.

3. Own animals of the beneficiary should not be induded.

4. The animals should be apparently healthy and free from any

diseases.

5. The animals should not have ear tag marks from previous tagging.

6. The animals must be purchased from shandies of States other

than Puducherry Union Territory where the breedable goats are

available abundantly at compective price.

7. Animals purchased must be examined and certified fit by the

Veterinary Assistant Surgeon.

K. Insurance coverage.— Insurance coverage shall be facilitated

through master policy of any nationalised insurance company based on

the valuation certificate given by the Veterinarian for the goats for 3 years.

The animal purchased under this scheme shall be necessarily identified,

insured based upon the Veterinarian’s certificate.

L. Inspection after purchase and health coverage.— The inspection

of the goat shall be made at periodical intervals by any member of the

selection committee to ensure proper maintenance of the goat. The

Veterinary Assistant Surgeons of the concerned Veterinary Dispensaries

shall be responsible for complete health coverage including the breeding

aspect, insurance and claims, etc.

M. Recovery/Cancellation of subsidy.— Before the distribution

of the subsidy under this scheme, an undertaking shall be obtained

from the beneficiary to the effect that she/he will not sell the animal

for a period of 3 years and in case, if it is proved/found subsequently

that the information furnished by her/him is false or if the animal is

found to have been sold, the total cost of the animal is liable to be

returned to Government or to be recovered from the beneficiary.

N. Interpretation and clarification.— In the implementation of

the scheme, if any doubt arises in regard to the interpretation of any of

the provisions of the scheme or if any point requires clarification, the

matter shall be referred to the Director of Animal Husbandry and Animal

Welfare Department and the decision of the Director shall be the final.
