NOTIFICATION
Whereas, the Government is of the opinion that an
industrial dispute has arisen between the management
of M/s. Siechem Technology Private Limited, Puducherry
and Thiru S. Manikandan over non-employment in respect
of the matter mentioned in the Annexure to this order;
And whereas, in the opinion of the Government, it is
necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/90/Lab./1, dated 23-5-1991 of the
Labour Department, Puducherry to exercise the powers
conferred by clause (c) of sub-section (1) of section 10 of
the Industrial Disputes Act, 1947 (Central Act XIV of
1947), it is hereby directed by Secretary to Government
(Labour) that the said dispute be referred to the Labour
Court, Puducherry for adjudication. The Labour Court,
Puducherry shall pass the award within 3 months from
the date of issue of reference as stipulated under
sub-section (2-A) of section 10 of the Industrial

National Institution for Transforming India (NITI)
Aayog of Government of India which replaces the
Planning Commission, in its first Governing Council
meeting held on 16th March 2015 has constituted a
Central Task Force on Agriculture Development under
the Chairmanship of the Vice-Chairman, NITI Aayog.
Further, the Government of India, has suggested to the
State/Union Territory Governments to constitute a Task
Force on Agriculture Development to address the region
specific problems of potential levels in agriculture.
2. Approval of the Lieutenant-Governor is hereby
accorded for constitution of a Task Force on Agriculture
Development comprising of the following members:

(ii) To formulate strategies for reforms, innovation
and technology diffusion in respect of Bio-Technology,
Post Harvest Technology, Integrated Farming System,
Multiple Livelihood Opportunities, Organic Farming
and Ecological Safety.
(iii) To identify strategies for reduction of land
degradation and improvement of sodic soils (gypsum
application, tolerance crops, application of extra
nitrogen, zinc nutrition, growing fodder crops, grass
and afforestation).
(iv) To devise strategies for export oriented
agricultural development.
(v) Any other measures.

4. General:
(a) The Chairman may co-opt any other official/
non-official expert/representative of any organization
as Member to assist the Task Force.
(b) The expenditure on TA/DA in connection with
the meeting of the sub-group in respect of a Member
or any co-opted official well be borne by the
respective Government organizations. However, in
case of co-opted non-official persons, they will be
entitled for TA/DA as admissible to Grade-I officials
of the Government of India Limited to economy class
in case of air journey where applicable and the
expenditure in this regard would be met by the
Department of Agriculture.
(c) The Task Force will be serviced by the Department
of Agriculture, Puducherry.
(d) The Task Force will ensure that the report on
the strategies recommended by the Ttask Force are
submitted to the Central Task Force within two weeks
after its notification.

ORDER
Based on the recommendations of Sixth Central Pay
Commission as well as citing the facts that both the posts
of Planning Officer and Deputy Director are having
identical Scale of Pay/Pay Band of ` 6,500-200-10,500
(in Fifth Central Pay Commission) and ` 9,300-34,800+G.P
of ` 4,600 (in Sixth Central Pay Commission) for the
past two decades, the Technical Staff Association of
Planning and Research Department demanded for merger
of the above two posts into single entity as Deputy
Director in the Pay Band of ` 9,300-34,800 with Grade
Pay of ` 4,600. The demand of the Service Association
has been examined carefully by Planning and Research
Department and found that the level of responsibilities
and duties attached to the above two posts are one and
the same and that the merger of both the grades
amounts to rationalise the hierarchy and to remove the
stagnation in the technical cadre. The work study group
has approved the proposal of Planning and Research
Department for merger of the two posts viz., Planning
Officer and Deputy Director into single entity as Deputy
Director.
2. Accordingly, the Lieutenant-Governor, Puducherry
is pleased to accord approval to the merger of two posts
namely, Planning Officer and Deputy Director having the
identical Pay Scale in the Pay Band of ` 9,300-34,800
with Grade Pay of ` 4,600 into single entity as Deputy
Director (Group ‘B’ – Gazetted) in the Pay Band of
` 9,300-34,800 with Grade Pay of ` 4,600 with immediate
effect.

an industrial dispute has arisen between the management

it is necessary to refer the said dispute for adjudication;

the date of issue of reference as stipulated under
sub-section (2-A) of section 10 of the Industrial
Disputes Act, 1947 and in accordance with rule 10-B
