ORDER
Whereas, an order was made, vide reference cited,
under sub-section (1) of section 126 of the Puducherry
Co-operative Societies Act, 1972, directing the
winding up of the affairs of the Tagore Arts College
Students Co-operative Stores Limited, No. P. 230;
And whereas, the financing bank
viz, the
Pondicherry State Co-operative Bank Limited was
consulted in the matter of appointment of a
liquidator, as required under sub-section (1) of
section 127 of the said Act;
And whereas, the Pondicherry State Co-operative
Bank has stated that it has no objection for the
appointment of a liquidator for the said stores;
Now, therefore, in exercise of the powers conferred
on me under sub-section (1) of section 127 of the
Puducherry Co-operative Societies Act, 1972 I hereby
appoint Thiru R. Rangababu, Co-operative Officer, as
the liquidator for the purpose of winding up of the
said stores.
Thiru R. Rangababu,
Co-operative Officer/
liquidator shall take into his custody all the properties,
effects and actionable claims to which the said stores
is or appears to be entitled and complete the
liquidation proceedings as per law.

NOTIFICATION
Whereas, the Government is of the opinion that an
industrial dispute has arisen between the management
of M/s. M.R.F. Limited, Eripakkam Puducherry and
Thiru K. Ponnurangam over non-employment in respect
of the matter mentioned in the Annexure to this order;
And whereas, in the opinion of the Government, it is
necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/90/Lab./1, dated 23-5-1991 of the
Labour Department, Puducherry to exercise the powers
conferred by clause (c) of sub-section (1) of section 10 of

the Industrial Disputes Act, 1947 (Central Act XIV of
1947), it is hereby directed by Secretary to Government
(Labour) that the said dispute be referred to the Labour
Court, Puducherry for adjudication. The Labour Court,
Puducherry shall pass the award within 3 months from
the date of issue of reference as stipulated under
sub-section (2-A) of section 10 of the Industrial
Disputes Act, 1947 and in accordance with rule 10-B of
the Industrial Disputes (Central) Rules, 1957. The party
raising the dispute shall file a statement of claim
complete with relevant documents, list of reliance and
witnesses to the Labour Court, Puducherry within 15 days
of the receipt of the order of reference and also forward
a copy of such statement to each one of the opposite
parties involved in the dispute.

(a) Whether the dispute raised by the petitioner
Thiru K. Ponnurangam, against the management of

Whereas, a vacancy in the post of Member of the
District Consumer Disputes Redressal Forum, Puducherry,
has arisen;
And whereas, in order to fill up the post, after
following the procedures, by calling for applications
from eligible person, the selection committee has
recommended the name of Thiru V.V. Steephen for
appointment to the post of Member in the District
Consumer Disputes Redressal Forum, Puducherry;
Now, therefore, in exercise of the powers conferred by
clause (b) of sub-section (1) of section 16 of the
Consumer Protection Act, 1986 (No. 68 of 1986) the
Lieutenant-Governor of Puducherry is pleased to appoint
Thiru V.V. Steephen, No. 7, I Main Road, Kumaran Nagar
Extension, Lawspet, Puducherry-605 008 as Member of
the District Consumer Disputes Redressal Forum,
Puducherry for a period of 5 years from the date of
assumption of charge or, up to the age of sixty-five years
whichever is earlier.
2. The terms and conditions of the above appointment
shall be governed by the Puducherry Consumer Protection
Rules, 1987.

LOCAL ADMINISTRATION SECRETARIAT
(G.O. Ms. No. 13/LAS/A4/2015, dated 15th July 2015)
NOTIFICATION
As per the provisions contained under section 121(3)
(i) and (ii) of the Puducherry Municipalities Act, 1973,
the Municipal Council shall in the case of lands, which
are not used exclusively for agricultural purposes and
are not occupied by or adjacent and appurtenant to,
buildings, levy these taxes, at such percentage of the
capital value of such lands, not exceeding six per cent
of such capital value or at such rates with reference to
the extent of such lands, as it may fix.
2. The Government of Puducherry had already
notified the Municipalities to collect 0.5% of capital
value of vacant lands as vacant land tax vide G.O. Ms.
No. l33/LAS/98-99, dated 4-11-1998 of Local
Administration Secretariat, Government of Pondicherry.
3. Various sections of the general public, particularly
those who intend to construct new houses have
expressed their inability to pay accumulated arrears of
vacant land tax, as they feel the same as abnormal and
beyond their capacity. Consequent to the periodical
increase of guideline value, which is the basic yardstick
for arriving of capital value of those vacant lands in
question, the quantum of vacant land tax is on higher
side and this has increased manifold over a period of
years in view of the manifold increase of the base value
of Guideline Value Register (GLR).
4. It is brought to the knowledge of the Government
that the plot owners desist from paying the tax and
resort to construction of unapproved buildings to
evade payment of arrears of vacant land tax and this
result in violation of Town and Country Planning and
building guidelines apart from causing revenue loss to
the Municipalities. The Commissioner of Puducherry
Municipality has also reported that the arrears of vacant
land tax, which are high, are unfruitful without revenue
collection.

5. Section 121(3)(1) of the Puducherry Municipalities
Act,1973 permits the Municipalities to levy property tax
on vacant lands on the basis of the capital value not
exceeding 6 per cent of such capital value and at such
rates as the Municipal Council may fix Rules 6,7 and 8
of the Puducherry Municipalities (Property Tax)
Rules, 1978 lay down the procedure and method of
assessment of property tax in respect of vacant lands.
6. The Government has examined the issue and
considered that the grievances are reasonable and
considered that reduction of the rate of taxes will
encourage the people to come forward to obtain NOC
from local bodies and also to construct buildings after
obtaining approvals.
7. It has been therefore, decided by the Government
that all the Municipalities in the Union Territory of
Puducherry shall impose the property tax on vacant
lands at the minimum rate of 0.1 per cent (Rupee one per
thousand) of the capital value of such vacant lands.
This shall not have any effect on the amount of taxes
already paid.
8. In partial modification of the G.O. Ms. No. l33/
LAS/98-99, dated 4-11-1998 of Local Administration
Secretariat, Government of Pondicherry the Commissioners
of all the Municipalities are hereby directed to place this
matter before the Municipal Councils (Authorised/
Designated Officers) and cause to resolve to levy property
tax on vacant lands at the minimum rate of 0.1 per cent
(Rupee one per thousand) of the capital value of the
vacant lands.

2. The High Powered Steering Committee will-
(a) Provide guidence to the Mission and provide
State level platform for exchange of ideas pertaining
to development of Smart Cities.
(b) Oversee the process of first stage intra-State
competition on the basis of stage-1 criteria.
(c) Review the Smart City Proposal (SCP) and
send to the Ministry of Urban Development for
participation in the challenge.
3. The Secretary to Government (Town Planning) will
be the State Mission Director for the Smart City Mission
in the Union territory of Puducherry.
4. The High Powered Steering Committee shall meet
often or as and when it is necessary.

National Institution for Transforming India (NITI)
Aayog of Government of India which replaces the
Planning Commission, in its first Governing Council
meeting held on 16th March 2015 has constituted
a Central Task Force on “Poverty Elimination” under the
Chairmanship of the Vice-Chairman, NITI Aayog.
Further, the Government of India has suggested to the
State/Union Territory Government's to constitute
“Task Force on Poverty Elimination” to address the
region specific problems of potential level in Poverty
Elimination.

3. The terms of reference of the Task Force will be
as follows:
(i) To co-ordinate and to recommend strategies to
the Central Task Force for revitalising Poverty
Elimination in the Union territory of Puducherry.
(ii) To develop a working definition of poverty.
(iii) To prepare a roadmap for the elimination of
poverty.
(iv) To suggest strategies and anti-poverty
programmes including reform of the existing ones.
(v) To identify successful anti-poverty programmes
from which all sources can learn.
(vi) Any other relevant measures.
4. The Chairman may co-opt any other official/non-
official expert/representative of any organisation as
member to assist the Task Force.
5. The expenditure on TA/DA in respect of an official
member or any co-opted official will be borne by the
respective department. However, in case of non-official
person/co-opted non-official person, they will be
entitled for TA/DA as admissible to Grade-I officials of
this administration.
6. This has the concurrence of the Finance Department
vide U.O.No.1540/ 2015-16 /F4, dated 25-6-2015.

ORDER
Whereas, an order was made, vide reference cited,
under sub-section (1) of section 126 of the Puducherry
Co-operative Societies Act, 1972, directing the
winding up of the affairs of the Bharathidasan
Consumers Co-operative Stores Limited, No. P. 650;
And whereas, the financing bank
viz, the
Pondicherry State Co-operative Bank Limited was
consulted in the matter of appointment of a
liquidator, as required under sub-section (1) of
section 127 of the said Act;
And whereas, the Pondicherry State Co-operative
Bank has stated that it has no objection for the
appointment of a liquidator for the said stores;
Now, therefore, in exercise of the powers conferred
on me under sub-section (1) of section 127 of the
Puducherry Co-operative Societies Act, 1972, I hereby
appoint Thiru R. Rangababu, Co-operative Officer, as
the liquidator for the purpose of winding up of the
said stores.
Thiru R. Rangababu,

effects and actionable claims to which the said stores
is or appears to be entitled and complete the
