ORDER UNDER SECTION 144 of Cr. P.C.

Whereas, the Deputy Director (Public Health), Puducherry has laid

information that a child named Master Rithick, S/o. Vaidyanathan (3 years 9 months old)

resident of Keezhsathamangalampet, near Ariyur, Puducherry died due to Japanese

Encephalitis on 1-8-2015. He further stated that another fever case also reported

from the same area, since pigs are considered as amplifying host to Japanese

Encephalitis virus, the pigs rearing has to be controlled/banned.

And whereas, it has been learnt from the information laid by the reliable

sources that roaming of pigs in the region under the control of my jurisdiction has

caused health hazards to the public, obstruction to the movement of vehicles and

danger to human life, health and safety. These pigs are the sources/amplification

host for viral infections and health related issues, apart from causing road accidents

and putting safety of elder people and small children at stake;

And whereas, I am satisfied that roaming pigs will cause unhygienic

atmosphere and threat to public health and safety endangering human life.

Therefore, to safeguard the public and to prevent any untoward incident an

immediate action is required for curtailing these activities in the locality;

And whereas, it has been observed by the undersigned that the

Commisioners of Puducherry Municipality, Oulgaret Municipality and Ariankuppam

Commune Panchayat have been entrusted with the responsibility of keeping good

sanitary condition and preventing roaming of pigs in the locality;

Now, therefore, I, A. Vincent Rayar, Subdivisional Magistrate (North),

Puducherry in exercise of powers vested upon me under section 144 of Cr. P.C.

do hereby prohibit the roaming of pigs in the public places in the region under the

control of my subdivision for a period of two months from the date of this order.
