NOTIFICATION

The Hon’ble Lieutenant-Governor, Puducherry hereby makes the

following bye-laws further to amend the rules relating to enhancement

of subsistence allowance in the Department of Sainik Welfare, Government

of Puducherry issued vide Notification in G.O. Ms. No. 49, dated

28th September 2012 of the Home Department, Government of

Puducherry and published in Extraordinary Gazette Part-II, No. 37, dated

3rd October 2012 namely:-





1. Short title and commencement.— (i) These bye-laws may be

called “The Management Committee for Armed Forces Flag Day Funds

(Amendment) Bye-laws, 2015”.

(ii) They shall come into force from the date of their publication

in the official gazette.

2. Amendment of clause 13.— In the Management Committee for

Armed Forces Flag Day Funds Bye-laws (hereinafter referred to as the

said bye-laws), for the existing clause 13, the following shall be

substituted, namely:-

“13. Deposit and investment of money.— The Managing

Committee shall deposit the money in a Nationalised Bank and

only one account shall be maintained for the purpose and shall

be operated jointly in the names of the Director of Sainik Welfare

and the Additional/Joint/Deputy/Under Secretary (Home),

Home Department, Government of Puducherry”.

3. Amendment of clause 14.— In the said bye-laws, for the existing

clause 14, the following shall be substituted, namely:-

“14. Operation of account.— (i) The accounts of the fund

shall be operated jointly in the names of the Director of Sainik

Welfare and the Additional/Joint/Deputy/Under Secretary (Home),

Home Department, Government of Puducherry.

(ii) Drawal of funds shall be made by way of cheque

signed by any one of the abovesaid officers.

(iii) Drawal of amount up to ` 25 lakhs shall be made by

the Director of Sainik Welfare and drawals in excess of ` 25 lakhs

shall be made by both the Director of Sainik Welfare and the

Additional/Joint/Deputy/Under Secretary (Home), Home Department,

Government of Puducherry.

(iv) All payments shall be made only through e-mode.

(v) The account shall be audited by the Director of

Accounts and Treasuries, Puducherry, bi-annually.

(vi) Change of Bank/Branch shall be made with the

clearance of Finance Department (Ways and Means).

(vii) Any change in the guidelines prescribed in the

maintaining of funds shall be reported to Finance Department

(Ways and Means) for issue of further orders by Government.

(viii) The account is to be operated only for the Armed

Forces Flag Day Fund.”

4. Amendment of clause 15.— In the said bye-laws, for the existing

clause 15, the following shall be substituted, namely:-

“15. Accounts and audit.— Regular accounts shall be kept

of all moneys and properties belonging to the fund and shall be

audited by the Director of Accounts and Treasuries, Government

of Puducherry, bi-annually and the report thereon shall be got

verified and approved by the Chairman of sub-committee, to

ascertain the correctness of the expenditure incurred out of the

fund in accordance with the objects of the fund.”
