NOTIFICATION
The Lieutenant-Governor, Puducherry is pleased to enhance
the financial assistance towards construction of sanitary latrine and
for the said purpose hereby makes the following amendments to
“The Pondicherry Chief Minister’s Sanitation Scheme for Grant of
Financial Assistance to Below Poverty Line Families for Construction
of Sanitary Latrines Rules, 2005” issued vide notification under G.O. Ms.
No. 3/2005-Hg., dated 10-3-2005 of the Chief Secretariat (Housing),
Puducherry and published in the Extraordinary Official Gazette, Part-II,
No. 19, dated 11th March 2005, namely:—

1. Short title, commencement and application.— (1) These rules
may be called “The Puducherry Chief Minister’s Sanitation Scheme for
Grant of Financial Assistance to Below Poverty Line Families for
Construction of Sanitary Latrines (Amendment) Rules, 2015”.
(2). They shall come into force on and from the date of their
publication in the official gazette.
2. Amendment of rule 2.— In “The Pondicherry Chief Minister's
Sanitation Scheme for Grant of Financial Assistance to Below Poverty
Line Families for Construction of Sanitary Latrines Rules, 2005”
(hereinafter referred to as the said rules), in sub-rule 2(b) of the said
rule, for the words, brackets and figures “` 24,000 (Rupees twenty-four
thousand only)”, the figures, brackets and words “` 1,00,000 (Rupees
one lakh only)” shall be substituted
3. Amendment of rule 4.— In the said rules 4 (1), the following
shall be inserted after the words Houseless Poor, “(Phase I & II)”. And
after rule 4 (2), the following shall also be inserted, namely:—
“(3) a person who has availed financial assistance for the
construction of toilet under the Swachh Bharat Mission (Gramin)/
(Urban)”.
Note: This scheme is not applicable to the beneficiaries who
availed financial assistance under Perunthalaivar Kamaraj Centenery
Housing Scheme Phase-III onwards (or) under Pondicherry Chief Minister’s
Sanitation Scheme.
4. Amendment of rule 9.— In rule 9 of the said rules, under
category (i); for the figure “` 10,000”, the figure “` 20,000” shall be
substituted and the words “of suitable size and in useable condition”
shall be added further after the words ‘Septic Tank’.
Under Category (ii); for the figure “` 5,000”, the figure “`10,000”
shall be substituted and the following: “Note” shall be inserted after
category (iii).

Note : In case, this scheme is dovetailed with Swachh Bharat
Mission (Gramin)/(Urban); the Financial Assistance under this scheme
will be to complement the Central assistance so as to make the total
financial assistance to “` 20,000”-per beneficiary for the construction
of latrine with septic tank (or) “` 10,000”-per beneficiary for the
construction of latrine without septic tank having the outlet linked to
underground sewerage system.
5. Amendment of Form-I.— In the said rules, in Form-I for Sl. No. 15,
and the entries therein; the following shall be substituted, namely:—
“15(a) Election Identity Card Number
(b) Aadhaar Card Number
(c) Bank Account Number
Name of Bank
Branch Address”
6. Amendment of Form-III.— In the said rules, in Form-III the
words, “Sub-Inspector of Survey”; the words, namely “Assistant Engineer”
shall be substituted, and the words-
“Junior Engineer,
Puducherry Slum Clearance Board,
Puducherry” shall be added below the word ‘Note’
