Whereas, the Revenue Complex, situated at Pudupalayam Revenue Village,

Saram, Puducherry has different multifaceted functions viz., Office of the Head of

Revenue Administration, Office of the District Magistrate, Office of the

District Collector, Office of the District Election Officer, Office of the District Census

Officer, etc., and is the apex office in the Puducherry Administration for managing

Disasters;

And whereas, apart from the Collectorate, Office of the Deputy Collector

(Revenue) North, Puducherry, the Court of the Sub-divisional Magistrate (North),

Puducherry, Directorate of Survey and Land Records, Puducherry, Department of

Planning and Research, and Directorate of Economics and Statistics, etc., are

situated in the campus of Revenue Complex, Saram, Puducherry;

And whereas, the said campus is not provided with safe compound walls

and the access control in the abovesaid Government buildings is also very limited;

And whereas, political parties, various organizations, agriculturalists,

labourers, students and Government servants very often resort to demonstrations,

etc., and at time, climb over the compound walls and reach up to the building/

offices, thereby threatening the security of their own as well as the said buildings

and the officers inside the buildings.

And whereas, such scenario encourages the agitators conduct snap

demonstrations with their available strength before the abovesaid offices suddenly,

which creates disorder and chaos;

And whereas, the unruly agitators do not care about the normal

functioning of the Government offices and also cause inconveniences to the

innocent public who comes to this office for redressing their grievances;

And whereas, conducting of demonstration, dharna, picketing, hunger

strike, etc., by raising violent slogans against Government within 200 metres

periphery of the Collectorate cause obstruction and hindrance to the Government

officials in performing their duties as well as to the innocent public;

And whereas, such demonstration, dharna, picketing, hunger strike etc.,

in front of this field office which is in cutting edge of the Administration Machinery

also affects the traffic movement in the main road connecting Puducherry town

to the rest the Union Territory and other States/Union Territories;

And whereas, there are sufficient grounds for passing orders under

section 144 of the Code of Criminal Procedure, 1973, to prohibit any means of

assembly for the purpose of conducting demonstration, dharna, hunger strike,

picketing, etc., by various political parties, organization, associations of Government

employees, labour unions, agriculturists, fishermen, students, etc., and also to carry

any type of placards, banners, flags, sticks, etc., within 200 metres periphery of

the Revenue Complex, Puducherry;

Now, therefore, I, D. Manikandan, I.A.S., District Magistrate, Puducherry,

do hereby prohibit conducting demonstration, dharna, hunger strike, picketing, etc.,

by various political parties, organization, associations of Government employees,

labour unions, agriculturists, fishermen, students, etc., and also to carry any type

of placards, banners, flags, sticks, etc., within 200 metres periphery of the Revenue

Complex, Puducherry with immediate effect.

This ban shall not be applicable to Government functions, funeral

processions and any other activities proposed by the Government departments.
