And whereas, the Inspector of Police, Bahour Police Station has lodged
a complaint against you vide Letter No. 32/2016, dated 13-5-2016 read with
FIR.No. 14/2016, under section 110 Cr.Pc of Kirumampakkam Police Station. It is
stated by the Inspector of Police, Bahour Police Station that you are making
disturbance to the public tranquility and order and you have created panic in the
minds of local inhabitants of Manamedu village. It is also stated that you are active
criminal in the Bahour Police Station limit and your movement is being closely
watched to curb illegal activities by opening History Sheet at Kirumampakkam

of Cr.Pc to maintain peace, during election period.
And whereas, the Inspector of Police, Bahour Police Station submitted that
he has received information through Returning Officer-VIII that you are found
wandering in the village of Manamedu, which falls in the limit of Karayambuthur
outpost and Bahour Police Station limit and the general public of the
Karayambuthur village feels in secure about the wandering of you in the limit of
Manamedu and surrounding areas. Hence, the Inspector of Police prayed to pass
necessary orders to control your activities, movements in the said village to conduct
the election peacefully in the said area.
And whereas, based on the report laid before me, I am of the opinion
that if you are allowed to enter the village of Manamedu and Karayambuthur of
my jurisdiction, you will become a perennial source of threat to the community
and disturb public peace and order during the ensuing General Elections to the

effectively by taking recourse to usual procedures contemplated by law and hence,
it is necessary that special provision under section 144 of Cr.P.C. is invoked to
take action against you to prevent harm to life and properties of citizens and
uphold public peace and order, and for conduct of free and fair poll.
