NOTIFICATION
The Government of India has launched a comprehensive
programme namely "Pradhan Mantri Krishi Sinchayee
Yojana (PMKSY)" for integrated development of water
resources with the objective of expanding the access of
water to each farm and to provide end-to-end solutions
in irrigation supply chain such as creation of water
sources, rain water harvesting, distribution network,
efficient on farm application and extension services on
new technologies/information.
2. The Ministry of Agriculture, Government of India
has requested the State Governments/Union Territories to
reconstitute the State Level Sanctioning Committee (SLSC)
which was already constituted for the implementation
of the National Agriculture Development Programme/
Rashtriya Krishi Vikas Yojana (RKVY) to oversee the
implementation of the Pradhan Mantri Krishi Sinchayee
Yojana (PMKSY).
3. Accordingly, the Lieutenant-Governor, Puducherry
is pleased to amend the G.O. Ms. No. 22/Ag., dated
24-12-2008 of the Under Secretary to Government
(Agriculture), Chief Secretariat (Agriculture), Puducherry
as hereunder:

minimum with due concern for economy in
expenditure and also in conformity with the
cannons of financial propriety, transparency
and probity.
(xv) To ensure that Panchayat Raj
Institutions
(PRI) are actively involved in implementation
of PMKSY, especially in selection of beneficiaries,
conducting social audit, etc.,
(xvi) The SLSC will be supported by the Inter-
Department Working Group (IDWG) and the
State Nodal Cell/Coordinating Agency will
ensure timely receipt of District Irrigation
Plans (DIPs) formulation of State Irrigation
Plan and its approval by the SLSC. The SNC
will then convey the approval and monitor
implementation of the work plans by the line
Departments.
(e) This issues with the concurrence of the Finance
Department vide U.O. No. 1489/F5/A3, dated 6-7-2016.

NOTIFICATION
Government of India has launched a comprehensive
programme namely, "Pradhan Mantri Krishi Sinchayee Yojana
(PMKSY)" for integrated development of water resources
with the objective of expanding the access of water to each
farm and to provide end-to-end solutions in irrigation

The duration of the scheme is 5 years (2015- 2020) and
100% Central Assistance will be extended to Union
territory of Puducherry for implementation of the said
programme.
2. As per the guidelines of the scheme, State Agriculture
Department will be the Nodal Department for implementation
of "Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)"
and a IDWG with the officials from the relevant departments
dealing with Irrigation/Water/Environment and Forest/
Agriculture has to be constituted, and will be responsible
for day to day coordination and management of the scheme
activities within the State.
3. Therefore, approval of the Lieutenant-Governor is
accorded to constitute a "Inter-Departmental Working
Group (IDWG)" with the officials from the relevant
Departments as follows:-

4. The IDWG will be responsible for day to day
coordination and management of the Scheme activities
within the State. IDWG will be the coordinating agency
among all the Ministries/Departments/Agencies/
Research/Financial Institutions Engaged in creation/use/

recycling/conservation of water to bring them together
under a single platform to take a comprehensive and
holistic view of the entire water cycle so as to ensure
that each drop of water is put to the best possible use.
It will scrutinise/prioritise the project proposals/DPRs
in conformity with the guidelines and that they emanate
from SIP/DIPs, besides being consistent with technical
standards and financial norms. IDWG will further
examine and ensure that:
(a) Funds available under other schemes of the
State Government and/or Government of India
for the proposed projects have been accessed
and utilized/planned for utilization before they
are brought under the PMKSY ambit;
(b) PMKSY projects/activities should not create
any duplication or overlapping of assistance/
area
coverage
vis-a-vis
other
schemes/
programmes of State/Central Government;
(c) PMKSY funds are not being proposed as
additional or 'top-up' subsidy to other ongoing
schemes/programmes of State/Central Government
excepting for topping up of material cost
beyond the approved limit of the respective
schemes like programmes (material component
is restricted of the 40% of the exact cost) under
MGNREGS;
(d) DPRs have included provision for monitoring
and evaluation;
(e) Convergence with other State/Central Schemes
has been attempted.
5. The Inter-Departmental Working Group (IDWG)
shall meet as and when required, but, shall meet
at least once in a quarter.
6. This issues with the concurrence of the Finance
Department vide U.O. No. 1489/F5/A3, dated 6-7-2016.

4. The responsibilities of the District Level
Implementation Committee (DLIC) are as follows:-
(a) To act as the field level Coordinator between
the various implementation agencies/line
departments in the District and to ensure that
the agreed District Irrigation Plan/Annual
Irrigation Plan is successfully implemented
(b) To prepare the District Irrigation Plan (DIP),
showing the contribution of various funding
streams and programmes towards specific
outputs and outcomes and seek approval of the
SLSC for the same.
(c) To prepare Annual Irrigation Plans (AIPs)
arising out of the DIPs and to forward them to
the SLSC for approval.
(d) To monitor the progress of various components
of the AIPs, to remove implementation hurdles
and make periodic reports to SLSC.
(e) To undertake public awareness and publicity
efforts for engaging farmers, PRIs, media and
other local stakeholders to build support for
the implementation of the DIPs.
5. The Project Director, Agricultural Technology
Management Agency (ATMA) will make use of the
existing infrastructure and staff under ATMA in Districts
and Blocks for discharging duties under PMKSY.
6. The DLIC will prepare the District Irrigation
Plan (DIP) for the District in accordance to the
operational guidelines of PMKSY and the ATMA
Management Committee will assist DLIC in coordinating
and executing extension related activities under PMKSY.
7. The District Level Implementation Committee
(DLIC) shall meet as and when required, but, shall
meet at least once in a quarter.

Whereas, the Government is of the opinion that an
industrial dispute has arisen between the management
of M/s. Dr. Miltons Laboratories Private Limited,
Puducherry and Tmt. S.K. Kalaiselvi, Puducherry over
reinstatement into service along with other legal
benefits;
And whereas, in the opinion of the Government, it
is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of
the Labour Department, Puducherry to exercise the
powers conferred by clause (d) of sub-section (1)
of section 10 of the Industrial Disputes Act, 1947
(Central Act XIV of 1947), it is hereby directed by the
Secretary to Government (Labour) that the said dispute
be referred to the Labour Court, Puducherry for
adjudication. The Labour Court, Puducherry shall
submit the award within 3 months from the date of
issue of reference as stipulated under sub-section (2-A)
of section 10 of the Industrial Disputes Act, 1947 and
in accordance with rule 10-B of the Industrial Disputes
(Central) Rules, 1957. The party raising the dispute
shall file a statement of claim complete with relevant
documents, list of reliance and witnesses to the Labour
Court, Puducherry within 15 days of the receipt of the
order of reference and also forward a copy of such
statement to each one of the opposite parties involved

NOTIFICATION
Whereas, the Government is of the opinion that an
industrial dispute has arisen between Thiru V. Ramakrishnan,
Nannilam against the management of M/s. Karaikal
Co-op. Milk Producers Union Limited, P.8, Karaikal,
over his reinstatement with wages from 12-5-2001
to his construed date of retirement;
And whereas, in the opinion of the Government, it
is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of
the Labour Department, Puducherry to exercise the
powers conferred by clause (c) of sub-section (1)
of section 10 of the Industrial Disputes Act, 1947
(Central Act XIV of 1947), it is hereby directed by the
Secretary to Government (Labour) that the said dispute
be referred to the Labour Court, Puducherry for
adjudication. The Labour Court, Puducherry shall
submit the award within 3 months from the date of
issue of reference as stipulated under sub-section (2-A)
of section 10 of the Industrial Disputes Act, 1947 and
in accordance with rule 10-B of the Industrial Disputes
(Central) Rules, 1957. The party raising the dispute
shall file a statement of claim complete with relevant
documents, list of reliance and witnesses to the Labour
Court, Puducherry within 15 days of the receipt of the
order of reference and also forward a copy of such
statement to each one of the opposite parties involved
in the dispute.

NOTIFICATION

of M/s. Deepak Cable (India) Limited, Puducherry and

Federation,
Chennai
over
retrenchment of 39 workers as listed in Annexure-I;
And whereas, in the opinion of the Government, it
is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
