NOTIFICATION

Approval of the Hon’ble Lieutenant-Governor, Puducherry is

hereby accorded for the implementation of the Scheme Components

“Construction of New Ponds” and “Input Cost for Fresh Water Fish

Culture” under the Central Sector Scheme “Blue Revolution : Integrated

Development and Management of Fisheries” in the Union territory of

Puducherry, with 50% central share and 50% beneficiary share, as per

the Guidelines appended to this notification.

Guidelines for implementation of the Scheme Components

“Construction of New Ponds” and “Input Cost for

Fresh Water Fish Culture” under the Central Sector Scheme,

in the Union territory of Puducherry

1. Title of the scheme.— (i) This Scheme may be called as "Blue

Revolution : Integrated Development and Management of Fisheries”.

(ii) It shall be extended to the whole of the Union territory of

Puducherry.

(iii) It shall come into force from the date of its publication in

the Official Gazette of Government of Puducherry.

2. Objective.— (i) To incentivize the public/entrepreneur/fish

farmers to invest in the Fresh Water Fisheries sector.

(ii) To bring more water spread area under fresh water fish

farming activities.

(iii) To maximize the returns to the farmers in the field of Fresh

Water Fisheries sector.

(iv) To encourage private entrepreneurs and farmers to adopt

good aquaculture practices in fresh water farming.

(v) To bring about quantifiable changes in the production by

addressing them in a holistic manner.

4. Targeted Group.— Target group comprises Government

Organizations/Private entrepreneurs/Aquaculturists and all resident fish

farmers fulfilling the eligibility criteria.

6. Modus operandi and eligibility criteria for the above two

components.— (i) Private entrepreneurs are eligible to undertake this

Scheme component.

(ii) 50% subsidy would be extended with Central Government

share and the balance 50% would be borne by the individual

entrepreneur.

(iii) The constructed ponds shall have a minimum water depth

of 1.5 metres.

(iv) Beneficiary shall provide documentary evidence of

availability of requisite land free from all encumbrances and financial

resources alongwith necessary clearance/permission, etc., in the DPR.

No funds shall be provided for the land.

(v) Central financial assistance shall be restricted to the

maximum of 2 ha. for individual beneficiary; 2 ha. x number of members

for co-operatives/collectives subject to viability of pond size and with

ceiling of 20 ha. for group/collectives.

(vi) For Central and State Government Organization/Federation/

Corporation/Co-operative/Agencies, etc., financial assistance for quantum

of hectarage shall be decided on case to case basis, in consultation with

concerned applicant.

(vii) The Prospective private entrepreneur should be a resident

of Puducherry/Karaikal/Yanam and should possess own land or land

leased out for continuous period of 10 years.

(viii) A certificate issued by the Village Administrative Officer

of the jurisdiction showing the land details should be submitted.

(ix) A detailed project report in this regard shall be prepared

and certified by the Junior Engineer of FFDA and placed before the

Monitoring-cum-Selection Committee for approval.

(x) The applicant should submit requisite bills/vouchers for

claiming the subsidy after completion of the construction.

(xi) The applicant should submit requisite bills/vouchers for

claiming 50% subsidy after procuring the inputs such as seeds, feeds,

fertilizers, manure, etc.

(xii) The input cost for fish production would be extended only

for the first year i.e., alongwith the subsidy for construction of ponds/

tanks.

7. Mode of payment.— All the payments i.e., subsidies would be

extended to the beneficiaries through ECS only.

8. Application for beneficiary under the Scheme component.—

The application in Form-I shall be had from the Pondicherry State

Fishermen Co-operative Federation, Puducherry/The Karaikal Fishermen

Co-operative Marketing Union Ltd., Karaikal/The Assistant Director of

Fisheries and Fishermen Welfare, Yanam of the respective regions. The

filled in applications shall be submitted alongwith the aforesaid

documents within the prescribed period to the respective implementing

agencies.

10. Methodology of selection.— (i) Duly filled in applications in

the prescribed Form-I alongwith the recommendations of the

Field Officers of the Department of Fisheries and Fishermen Welfare/

Fish Farmers Development Agency, Puducherry/Karaikal shall be placed

before the Selection Committee constituted for the purpose of scrutiny

and selection of candidate for grant of assistance under this Scheme.

(ii) Applications recommeded by the Field Officer of the

concerned jurisdication alone shall be accepted.

(iii) Selection Committee shall scrutinize the applications and

on satisfying itself that the applicants are eligible, shall forward their

recommendation thereon to the Department of Fisheries and Fishermen

Welfare for grant of assistance under this Scheme.

11. The Scheme guidelines issued by Government of India should

be followed without deviation.

12. Interpretation and Clarification.— Any doubt arises, if any,

with regard to the interpretation of any of the provisions of this Scheme

and implementation thereof, the matter shall be referred to the Secretary

to Government (Fisheries), Puducherry whose decision thereon shall be final.
