And whereas, the services identified require Business Process
Re-engineering (BPR), so that the mode of delivery is compatible with the e-District
Application (e-District Application) platform to be developed and also facilitates
both horizontal and vertical integration of data, both within the Department and

strict enforcement incorporating guidelines on the mode of collection of data for
the digitization of records; operation of the services; time frame in availing the
services by the stakeholders; time frame in the delivery of services by the Officials;
duties and responsibility assigned to Officials at all levels; fixation of responsibility
in the cases of non-adherence to procedures; implementation, monitoring the
services and periodical reviews.
