NOTIFICATION

Under sub-section 2 of Section 4 of the Right to Fair Compensation and

Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013

Whereas, certain lands were acquired for formation of link road south of

Puducherry - Villupuram railway line bye-passing of Arumparthapuram Natesan

Nagar, segment of NH45A of No. 46 - Odiampet Revenue Village under Land

Acquisition Act, 1894.

2. Few of the land owners aggrieved by the acquisition process, approached

the Hon'ble High Court, Madras, with a prayer to quash the proceedings.

Consequent to the directions of the Hon'ble High Court, Madras, the Land

Acquisition Proceedings were initiated as per the provisions of the Right to Fair

Compensation in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

3. Now, the Government intends to acquire the lands of the said

land owners, the details of which are given below located at No. 46 - Odiampet

Revenue Village of Villianur Taluk for formation of link road south of Puducherry

Railway line bye-passing Arumparthapuram Nadesan Nagar segment of NH45A

under the Right to Fair Compensation in Land Acquisition, Rehabilitation and

Resettlement Act, 2013.

4. In the process of the said acquisition proceedings, under rule 9(1) of

Puducherry Right to fair Compensation and Transparency in Land Acquisition,

Rehabilitation and Resettlement Rules, 2015 the State Social Impact Assessment

Team has been constituted to carry out the Social Impact Assessment Study in

the affected area at No. 33 - Kurumbapet Revenue Village, Villianur Taluk,

Puducherry.

6. The Social Impact Assessment Team shall carry out the following

activities:

1.

Consultation

:

With stakeholders of the proposed area

including Villianur Commune Panchayat.

2.

Survey (Organization

:

Tahsildar, Taluk Office, Villianur will complete

undertaking the study)

survey of proposed area under acquisition

within 15 days from the date of publication of

this Notification.

3.

Public Hearing(s)

:

Social Impact Assessment (SIA) unit will decide

the time and place for public hearing before

submitting Social Impact Assessment (SIA) report.

4.

Time-line

:

Social Impact Assessment (SIA) report and

Social Impact (SI) Management Plan should be

completed within two months from the date of

issuance of this Notification and to be published

on the notice-board of Collectorate, Puducherry.

7. The Social Impact Assessment Team shall submit its report in Form-III,

as per rule 7(4) of the Puducherry Right to Fair Compensation and Transparency in

Land Acquisition, Rehabilitation and Resettlement Rules, 2015, within a period of

two months.

8. Any attempt of coercion or threat during this period will render the

exercise null and void.
