Whereas, the Government is of the opinion that an

industrial dispute has arisen between the Puthuvai

(Contractor) over charter of demands in respect of the

matter mentioned in the Annexure to this order;

And whereas, in the opinion of the Government, it

is necessary to refer the said dispute for adjudication;

Now, therefore, by virtue of the authority delegated

vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of

the Labour Department, Puducherry to exercise the

powers conferred by clause (d) of sub-section (1) of

section 10 of the Industrial Disputes Act, 1947 (Central

Act XIV of 1947), it is hereby directed by Secretary to

Government (Labour) that the said dispute be referred

to the Industrial Tribunal, Puducherry for adjudication.

The Industrial Tribunal, Puducherry shall submit the

Award within 3 months from the date of issue of

reference as stipulated under sub-section (2-A) of

section 10 of the Industrial Disputes Act, 1947 and

in accordance with rule 10-B of the Industrial

Disputes (Central) Rules, 1957. The party raising the

dispute shall file a statement of claim complete with

relevant documents, list of reliance and witnesses to

the Industrial Tribunal, Puducherry within 15 days of

the receipt of the order of reference and also forward

a copy of such statement to each one of the opposite

parties involved in the dispute.

NOTIFICATION

Whereas, the Principal, Dr. Ambedkar Government

Law College, Puducherry, being the authority who

proposed to apply the fund donated by Tmt. K. Padmapriya,

daughter of Thiru E. V. Kumar, (Retd.) Chief Judge

of Puducherry for charitable purposes has applied

for vesting of the funds mentioned in Schedule-A

annexed hereto to the Treasurer of Charitable

Endowments for Puducherry for the settlement of a

scheme for the administration of the said funds;

2. Now, therefore, upon the application for the

vesting of the fund as aforesaid, the Hon’ble

Lieutenant-Governor, Puducherry in exercise of the

powers conferred by sections 4 and 5 of the

Charitable Endowments Act, 1890 (Central Act No. IV

of 1890), hereby orders that the amount as set out in

Schedule ‘A’ annexed hereto shall, as from the date

of publication of this notification, be vested in the

Treasurer of Charitable Endowments for Puducherry

to be held by him and his successors in Office

(subject to provisions of the said Act and the rules

made thereunder) and to hold the said amount and

income thereof and accrual thereto in accordance

with the trust and terms as set out in the scheme

annexed

administration of the said funds;

3. And further notified that the scheme as setforth

in Schedule ‘B’ annexed hereto has, under sub-section

(1) of section 5 of the said Act, been settled for the

administration of the said funds read with sub-section (3)

of section 5 of the said Act and it is hereby further

ordered that it shall come into force with

immediate effect.

SCHEDULE-A

A sum of ` 50,000 (Rupees fifty thousand only)

donated by Tmt. K. Padmapriya, daughter of

Thiru E.V. Kumar and Tmt. Kalavathy Kumar residing

at HIG, No. 246, Housing Board Colony, Ashok

Nagar, Lawspet, Puducherry- 605 008.

SCHEDULE-B

The fund shall be known as “Thiru E. V. Kumar,

M e m o r i a l G o l d M e d a l ( J u r i s p r u d e n c e )

a n d T mt. Kalavathy Kumar Memorial Gold Medal

(Intellectual Property Rights) for Dr. Ambedkar

Government Law College, Puducherry”.

2. The object of the fund shall be to award

Memorial Gold Medal (l) “Thiru E.V. Kumar

Memorial Gold Medal” (2) “Tmt. Kalavathy Kumar

Memorial Gold Medal” from the interest accrued to

the students of Dr. Ambedkar Government Law

College, Puducherry, who have excelled in their

studies and made academic distinction in the

subjects Jurisprudence and Intellectual Property

Rights, respectively, without any arrears from the

academic year 2017-18. Since this subject is

common to both 5 years and 3 years course of LL.B,

there is no separate award for each course. The

award will be given to two students only among the

students studying LL.B (5 years course) and LL.B,

(3 years course) considering them as a whole, as the

subject is common to both the courses.

3. The fund shall be constituted with the amount of

` 50,000 (Rupees fifty thousand only) donated by

Tmt. K. Padmapriya, daughter of Thiru E.V. Kumar and

Tmt. Kalavathy Kumar residing at HIG, No. 246, Housing

Board Colony, Ashok Nagar, Lawspet, Puducherry-605 008,

as mentioned in the Schedule-‘A’ and such other donation

and contributions accruing to the funds including the

income from the interest of the fund.

4. Regular accounts of the amount in the fund shall be

kept by the Principal, Dr. Ambedkar Government

Law College, Puducherry and shall be audited by the

Examiner of Local Funds, Puducherry.

5. All contracts, other assurances and other

instruments shall be in the name of the Principal,

Dr. Ambedkar Government Law College, Puducherry and

signed on behalf the Principal, Dr. Ambedkar Government

Law College, Puducherry.

6. The Principal, Dr. Ambedkar Government Law

College, may receive any endowment, donation or other

contributions in the augmentation of any of the objects

and general purpose of the fund. He may also receive

endowments, donations or other contributions for any

special purposes connected with the charity not

inconsistent with or calculated to impede the due working

of the provisions of the scheme.

Hospital, Karaikal and the Union for All Staff in

Vinayaga Missions Medical College and Hospital,

Karaikal, over the parity in salary of their Union

Workman, Thiru G. Lakshmikandan, Housekeeper in

respect of the matter mentioned in the Annexure to

this order;

And whereas, in the opinion of the Government, it

is necessary to refer the said dispute for adjudication;

Now, therefore, by virtue of the authority delegated

vide G.O.Ms. No. 20/91/Lab./L, dated 23-5-1991 of

the Labour Department, Puducherry to exercise the

powers conferred by clause (d) of sub-section (1) of

And whereas, in the opinion of the Government, it

is necessary to refer the said dispute for adjudication;

NOTIFICATION

Whereas, the manufacture, storage, distribution or

sale of Gutkha and Panmasala and any other food

products containing tobacco or nicotine as ingredients

were banned in the whole of the Union territory of

Puducherry for a period of one year vide Notification

No. 1388/CS/Health/H7/2013, dated 18th June, 2013

and published in the Gazette of Puducherry No. 27,

dated 2nd July, 2013 and thereafter, being renewed

periodically, the last notification having been issued on

15th November 2016, published in the Gazette of

Puducherry No. 48, dated 29th November, 2016;

Whereas, the validity period of the abovesaid

notification expired on 17-11-2017;

Whereas, it has been brought to notice that, of late,

the banned food products containing tobacco or

nicotine, which are injurious to health are widely

available in the market in contravention of the

provisions of the Food Safety and Standards Act, 2006

(Central Act 34 of 2006) and the rules made thereunder;

Whereas, in the public interest, it is expedient to

prohibit consumption of Gutkha and Panmasala in the

Union territory of Puducherry, being the food products

in which tobacco and nicotine are widely used as

ingredients;

Now, therefore, in exercise of the powers conferred

by clause (a) of sub-section (2) of section 30 of the

Food Safety and Standards Act, 2006 (Central Act 34

of 2006), the Commissioner of Food Safety of the

Union territory of Puducherry, in the interest of public

health, hereby prohibits the manufacture, storage,

distribution or sale

of Gutka and Panmasala

(containing tobacco or nicotine) and any other products

marketed separately to constitute as Gutka or

Panmasala as final product, by whatsoever name

called, whether packaged or unpackaged and/or sold as

one product, or though packaged as separate products,

sold or distributed in such a manner so as to easily

facilitate mixing by the consumer, in the whole of the

Union territory of Puducherry, for a further period of

one year from 18-11-2017.

off in as-is-where-is condition.

Terms and conditions

1. The sealed tenders should be addressed to the

Deputy Director (Adult Education and Mid-Day

Meals), Directorate of School Education, Puducherry

duly superscribing on the envelope as “Tender for the

purchase of old unserviceable furniture and dead stock

articles of Adult Education” and should reach this

office on or before 18-12-2017 at 10.00 a.m. The tenders

will be opened at 10.30 a.m. on the same day in the

presence of tenderers present if any, in the chamber

of the undersigned.

2. The intending tenderers can inspect the above

articles during office hours on 15-12-2017 with the

permission of the Deputy Director(Adult Education),

Puducherry.
