(PUDUCHERRY) AMENDMENT BILL, 2018

futher to amend the Salary, Allowances and Pension

of Members of the Legislative Assembly

(Puducherry) Act, 1964.

BE it enacted by the Legislative Assembly of

Puducherry in the Sixty-ninth Year of the Republic

of India as follows :—

1.

(1) This Act may be called the Salary,

Allowances and Pension of Members of the Legislative

Assembly (Puducherry) Amendment Act, 2018.

(2) It shall come into force at once.

In the Salary, Allowances and Pension of

Members of the Legislative Assembly (Puducherry)

Act, 1964, in section 10, in sub-section (1), for the

words “Rupees ten thousand per mensem”, the words

‘Rupees twenty-five thousand per mensem’ shall be

substituted.

STATEMENT OF OBJECTS AND REASONS

The Salary, Allowances and Pension of Members of the Legislative

Assembly (Puducherry) Act, 1964 was enacted by Act No. 16 of 1964,

to provide Salary, Allowances and Pension of Members of the Puducherry

Legislative Assembly.

2. The Salary, Allowances and Pension of Members of the

Legislative Assembly (Puducherry) Act, 1964 have not been amended

after the year 2010. The Ex-Members in the adjoining States of Karnataka

are getting higher pension compared to the Ex-Members in Puducherry.

Also by way of implementation of recommendations of the Seventh Pay

Commission, the Salaries and Allowances of the Officers have also been

increased. Cost of living is increasing day-to-day, in order to offset the

increasing cost of living and to enable the Ex-MLAs to have a decent

life style befitting their status in society, it is proposed to enhance the

pension of Ex-Members of Puducherry Legislative Assembly in this

Union Territory from ` 10,000 per month to ` 25,000 per month on par

with Karnataka State, with immediate effect.

3. For the above purpose, it is proposed to amend sub-section (1)

of section 10 of the Salary, Allowances and Pension of Members of the

Legislative Assembly (Puducherry) Act, 1964 so as to increase the pension

to the Ex-Members of the Puducherry Legislative Assembly.

4. For the above purpose, a Bill titled as “The Salary, Allowances

and Pension of Members of the Legislative Assembly (Puducherry) Amendment

Bill, 2018” is proposed to be enacted.

5. The Bill seeks to achieve above objects

FINANCIAL MEMORANDUM

The proposed provision for increasing the pension of Ex-Members

of this Union Territory would involve the recurring annual expenditure

of ` 1,89,90,000 (Rupees one crore eighty-nine lakhs and ninety thousand

only) approximately from the Consolidated Fund. The provisions of the

Bill do not involve any other recurring or non-recurring expenditure.
