Puducherry, the 6th August 2018.
TENDER-CUM- AUCTION NOTICE
Public are hereby informed that the unserviceable
articles of this institution as listed in the Annexure will
be disposed off in as-where-is condition by tender-cum-
auction sale on 04-09-2018 at 11.00 a.m.
Terms and conditions
1. The sealed tenders should be addressed to the
Medical Superintendent, Government Hospital for
Chest
Diseases,
Gorimedu,
Puducherry,
duly
superscribing on the envelope as “Tender for purchase
of unserviceable/obsolete articles” and should reach
this office on or before 04-09-2018 at 10.00 a.m. The
tenders will be opend at 11.00 a.m. on the same day in
the presence of the tenderers present if any, in the
chamber of the undersigned at Government Hospital
for Chest Diseases, Gorimedu, Puducherry.
2. The tender will be awarded to the highest
tenderer on the spot.
3. If, the highest tender amount offered by the
tenderer is found to be not acceptable by the
undersigned, then the public auction will be conducted
on the spot keeping the highest tender amount as the
minimum upset price for bid of auction.
4. The intending tenderers should deposit an
earnest money of ` 3,000 (Rupees three thousand
only) along with sealed tenders. The earnest money
deposit of the unsuccessful tenderers will be refunded
on the same day soon after completion of the tender/
auction sale.
5. The successful tenderer/bidder should pay the
entire amount soon after the completion of the tender/
auction sale and should clear the sold materials at his
own arrangements/cost before 5.00 p.m. on the same
day, failing which the office will not be held
responsible either for the safe custody or for loss or
damage of articles once the tender/auction sale is over.
6. GST/Sales tax will be charged extra as per the
rate applicable at the time of tender/auction sale.
7. No claim on the quantity or quality of the
articles will be admitted once the tender/auction sale
is over.

8. The intending
tenderers can
inspect the
unserviceable articles during the office hours from 10.00 a.m.
to 12.00 noon on any working day, but, on or before the
date of tender/auction sale at this institution with the
permission of the undersigned.
9. The tenders offered after the due date and time
will be rejected.
10. The undersigned reserves the right to accept or
reject any or all tenders without assigning any reason
thereof and the decision of the undersigned in this
regard will be final and binding on all the tenders. If,
the tender/auction date falls in a holiday, the tender/
auction sale will be held on the next working day.
11. Along with the tender, a copy of all the
following self attested documents should be submitted
by the tenderer.
(a) Aadhaar Card,
(b) Valid Family Ration Card/Smart Card,
(c) Valid GST Certificate.
12. Individuals/Partner of a firm who have/has been
punished under Criminal Procedure Code or any
criminal case is under process is not eligible for
participating in the tender-cum-auction. Any false
representation is found during the tender process, the
tender offered by them/him will be cancelled and their/
his earnest money deposit will be forfeited.
13. If, any or all participant(s) misbehaves during
the tender/auction process, the tenderer(s) will be
removed from the place of auction, also his/their
tender(s) will be removed from the place of auction
and also his/their tender(s) will be rejected and the
earnest money deposit will be forfeited.
14. Any other person other than the tenderer or his
authorised person will not be admitted at the time of
opening the tenders/auction process.
15. This office will not be in any way held
responsible for the safe custody or any loss of the
sold articles, once the tender is finalised. No claim on
the quantity and quality of the materials will be
entertained.

(a) The intending bidders shall offer their bids and
it will commence on the date and time given above.
(b) The intending bidder who desires to participate
in the e-auction shall furnish the following certificate
through online before the day of auction (before 24th
September 2018 by 12.00 noon). After verification of
the document only, the bidder is admitted to participate
in the e-auction.

3. All the intending bidders are compulsorily
required to possess Digital Signature Certificate.
A training class for the participating bidders shall be
imparted at e-Procurement Cell at the Chief Secretariat,
Puducherry, if needed.
4. The intending bidders shall offer their bids only
through online.
5. For this purpose, the intending bidders who
satisfy all the condition will use password, user name,
and alter-name to maintain their confidentiality. The
intending bidder can enter his/her bid from any place
at the time and date notified above by having access
to e-auction site in the internet through his password
and user name. The identity of the bidder will be kept
confidential and bid amount alone will be displayed.
6. The e-auction will be conducted through online
in English.

7. The bidder can participate in the e-auction
process only after verification of required documents
and enrolment as bidders by this Directorate.
8. The
Director,
Stationery
and
Printing,
Puducherry, may accept the highest amount quoted.
Award of the e-auction will be intimated to the
successful bidder after finalization.
9. The earnest money deposit of the unsuccessful
bidders will be refunded immediately after the
e-auction is over.
10. After completion, the successful bidder should
pay either ` 2,00,000 (Rupees two lakhs only) or 25%
of the bid value whichever is high as Security Deposit.
If, the highest bidder fail to pay the remaining amount
within 2 days the earnest money deposit will liable to
be forfeited. The highest bidder will also be required
to clear/remove the materials within 48 hours at his
own risk from the date of receipt of clearance order
from the competent authority.
11. The successful bidder should pay the cost of
the articles including applicable GST.
12. This Directorate will not be held responsible in
any way for the safe custody or any loss of the sold
articles, once the tender is finalized. No claim on the
quantity and quality of the materials will be
entertained.
13. In case of any dispute arising from the said sale,
the decision of the undersigned will be the final.
