WOMEN AND CHILD DEVELOPMENT SECRETARIAT

NOTIFICATION
The Government of India, Ministry of Women and
Child Development has set up POSHAN Abhiyaan with
an objective to achieve improvement in nutritional
status of Children from 0-6 years, Adolescent Girls,
Pregnant Women and Lactating Mothers in a time-
bound manner during the next three years beginning
2017-18 with fixed targets. The mission aims to reduce
mal-nutrition from the Country in a phased manner,
through the life cycle concept, by adopting a synergized,
convergent and result oriented approach.
2. The Ministry of Women and Child Development,
Government of India has requested the State Governments
to constitute the State Level Sanctioning Committee(SLSC)
to sanction projects or activities under the flexi-fund
component of the POSHAN Abhiyaan Scheme in the
Union territory of Puducherry.
3. Therefore, the Lieutenant-Governor is pleased to
constitute State Level Sanctioning Committee (SLSC) to
sanction projects or activities under the flexi-fund
component.

NOTIFICATION
Whereas, the Government is of the opinion that an
industrial
dispute
has
arisen
between
the
management of M/s. Puducherry Tourism Development
Corporation Limited, Puducherry and the Union
workmen represented by Puducherry Suttrula Valarchi
Kazhaga Thinacooli Oozhiyargal Nala Sangam,
Kirumampakkam, Puducherry, over non-employment of
54 daily rated employees as listed in Annexure-I in
respect of the matter mentioned in the Annexure to this
order;
And whereas, in the opinion of the Government, it is
necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated
vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of the
Labour Department, Puducherry, to exercise the powers
conferred by clause (c) of sub-section (1) of section 10
of the Industrial Disputes Act, 1947 (Central Act XIV of
1947), it is hereby directed by the Secretary to
Government (Labour) that the said dispute be referred
to the Labour Court, Puducherry, for adjudication.
The Labour Court, Puducherry, shall submit the Award
within 3 months from the date of issue of reference as
stipulated under sub-section (2-A) of section 10 of the
Industrial Disputes Act, 1947 and in accordance with
rule 10-B of the Industrial Disputes (Central)
Rules, 1957. The party raising the dispute shall file a
statement of claim complete with relevant documents,
list of reliance and witnesses to the Labour Court,
Puducherry, within 15 days of the receipt of the order
of reference and also forward a copy of such statement
to each one of the opposite parties involved in the
dispute.

NOTIFICATION
Whereas, the Government is of the opinion that

of M/s. Jyothy Laboratories Limited, Ujala Nagar,
Industrial Complex, Puducherry and Thiru E. Prakash,
Thirukannur, Puducherry, over non-employment in
respect of the matter mentioned in the Annexure to this
order;

it is necessary to refer the said dispute for adjudication;

vide G. O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of the
Labour Department, Puducherry to exercise the powers

ORDER
Whereas, an order was made, vide reference cited,
under sub-section (1) of section 126 of the Puducherry
Co-operative Societies Act, 1972, directing the
winding up of the affairs of the M. Kuchipalayam
Cotton and Silk Weaver Co-operative Society Limited,
No. P. 81;
And whereas, the financing bank
viz., the
Pondicherry State Co-operative Bank Limited was
consulted in the matter of appoinment of a Liquidator,
as required under section 127 of the said Act;
And whereas, the Pondicherry State Co-operative
Bank has stated that it has no objection for the
appointment of a Liquidator for the said Society;
Now, therefore, in exercise of the powers conferred
on under sub-section (1) of section 127 of the
Puducherry Co-operative Societies Act, 1972, I hereby
appoint Thiru K. Dhanabalan, Co-operative Officer, as
the Liquidator for the purpose of winding up of the
said Society.
Thiru K. Dhanabalan, Co-operative Officer/ Liquidator
shall take into his custody all the properties, effects and
actionable claims to which the said Society is or appears
to be entitled and complete the liquidation proceedings
as per law.

MEMORANDUM
Thirumathi C. Lavanya, Lecturer in Commerce,
Bharathi Government Higher Secondary School, Bahour,
Puducherry, who initially applied for Commuted Leave
for a period from 21-8-2017 to 7-9-2017 had then applied
for EOL without Medical Certificate on subsequent
occasions for a further period up to 4-6-2018. Being a
temporary Government Servant she is entitled for EOL
with or without Medical Certificate up to 3 months only.
The instructions given to her to report for duty in the
exigency of public service vide Office Memoranda No.
56/BGHSSB/Estt./2017, dated 13-9-2017, 15-9-2017 and
27-10-2018 of the Bharathi Government Higher Secondary
School, Bahour, Puducherry, were not responded by her,
as reported by the Principal, Bharathi Government Higher
Secondary School, Bahour, Puducherry.

2. The issue was brought to the notice of the Directorate.
The Office Memorandum of even No., dated 01-02-2019
of the Directorate of School Education, Puducherry, was
issued to the individual giving final opportunity to her to
report for duty on or before 18-2-2019 and intimating
the fact that her failure to report for duty on or before
the prescribed date will be viewed seriously and dealt with
appropriately, as per relevant rules. The Memorandum
sent by Registered Post with acknowledgment due at
her address, available with the Directorate was however,
returned as ‘Unclaimed’.
3. Thirumathi C. Lavanya, Lecturer is however, given
another opportunity to report for duty within 10 days
from the date of publication of this Memorandum, failing
which it will be construed that she is not interested in
resuming duty and accordingly necessary action for
terminating her from service under relevant rules will be
taken without any further notice.
