TENDER-CUM-AUCTION NOTICE

Sealed tenders offering the rate per kilogram are

invited for (sale/clearing) from the local bidders for the

following old items belonging to the Chief Secretariat,

Puducherry.

2. The sealed tenders should be addressed to the

Under Secretary to Government (Establishment), Chief

Secretariat, Puducherry, duly superscribing on the

envelope “Tender for purchase of old newspapers and

magazines, waste paper and scrap materials (Plastic &

Metal)” and to reach the undersigned on or before 12.00

noon on 3-7-2019. The tender will be opened at 4.00 p.m. on

the same day in the presence of the tenderers those

who are present in the office of the undersigned at the

Chief Secretariat, Puducherry.

3. If necessary, the public auction will be conducted

among the tenderers to fix the highest rate.

4. The intending tenderers should deposit an amount

` 1,000 (Rupees one thousand only) as earnest

money deposit. Tenderer should submit a copy of any

identity and address proof along with GST particulars.

5. The earnest money deposit of the unsuccessful

tenderers will be refunded immediately, soon after the

tender sale is over. Tenderer should produce valid

identity proof for returning their earnest money deposit

amount.

6. Tender(s) received after the due date and time will

be rejected.

7. The undersigned reserves the right to accept or

reject any or all the tenders without assigning any

reason thereof.

8. The successful tenderer should pay the full

amount immediately as and when a call is made and clear

the old items within 24 hours at his own risk and cost,

failing which the earnest money deposit will be forfeited.

9. No claim on the quantity and quality of the

articles will be admitted once the tender sale is finalized.

10. The intending tenderers can inspect the articles

during the office hours in the Chief Secretariat,

Puducherry.

11. In case of any dispute, the decision of the

undersigned will be the final.

12. A separate rate must be quoted on each items.

13. The highest bid rate will be valid for 01 (one)

year from the date of issue of the acceptance letter by

the undersigned.

14. GST will be collected on the sale of old

newspapers and magazines, waste papers and to scrap

material as per the rates prevailing at the time of

disposal/sale. Bidders with registered Goods and

Services Tax (GST) only must participate in the tender.

TENDER NOTICE

Sealed tenders quoting the rate per Kilogram

(excluding Sales-tax) are invited from the local bidders

for sale of old newspapers (Tamil & English) and old

magazines/periodicals (Tamil & English) which are

available in all Branch Libraries in Puducherry region,

Romain Rolland Library and other sub-offices of the

Department of Art and Culture, Puducherry.

2. Sealed tenders should be addressed to the

Director, Department of Art and Culture, Puducherry,

duly superscribing on the envelope as “Tender for

purchase of old newspaper and old periodicals/

magazines” and reach this office on or before 5-7-2019

at 10.30 a.m. The tenders will be opened at 4.00 p.m.

on the same day in the presence of the tenderers, if any,

in the Chamber of Director of Art and Culture,

Puducherry.

3. The intending tenderers can inspect the items

during office hours in the Government Branch Libraries

/Roman Rolland Library and sub-offices of this

Department with prior permission of the in-charges of

the concerned libraries.

4. A copy of the following self-attested documents

should be submitted by the tenderers along with the

tenders;

(a) Valid Family Ration Card/Smart Card;

(b) Valid GST Certificate;

5. The intending tenderers should deposit a sum of

` 2,000 (Rupees two thousand only) as an earnest

money deposit to the Cashier, Department of Art and

Culture, Puducherry, at the time of submitting their

tenders. The tenders without earnest money deposit will

summarily be rejected.

6. The earnest money deposit of the unsuccessful

tenderers will be returned immediately after the tender

sale is over, whereas, the earnest money deposit of the

successful tenderers will also be returned after the

official process is completed in all respects.

7. The tenders received after the due date and time

will not be entertained.

8. The undersigned reserves the right to accept or

reject any tender in part or whole without assigning any

reason thereof.

9. The successful tenderer should pay the full amount

including Sales-tax as applicable under the rules in

force and clear the items within 15 days from the

Government Branch Libraries, Romain Rolland Library

and the sub-offices of this Department at his/her own

risk and cost, failing which the entire amount of earnest

money deposit will be forfeited.

10. Once the tender process is completed, no claim

in relation to the quantity and quality of the

newspapers/magazines/periodicals will be admitted.

11. In case of any dispute, the decision of the

Director will be the final.

12. GST/Tax will be collected on the sale of old

newspaper, periodicals and old magzines as per the rates

prevailing at the time of sale/disposal.
