NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read with the

Notification No. 24/78/68-DH(S), dated 24th September, 1968 of the Government of India, Ministry of Home Affairs,

New Delhi, the Lieutenant-Governor, Puducherry, hereby makes the following rules further to amend the Government

of Puducherry, Department of Science, Technology and Environment, Group 'A' post of Senior Scientific Officer

Recruitment Rules, 2011 notified vide G.O. Ms. No. l5/2011-Envt., dated 1st June, 2011 of the Chief Secretariat

(Environment), Government of Puducherry and published as a Supplement to the Gazette No. 24 of the 14th June,

2011 namely:—

1. Short title and commencement.— (i) These rules may be called the Government of Puducherry,

Department of Science, Technology and Environment Group 'A' post of Senior Scientific Officer Recruitment

(Amendment) Rules, 2019.

(ii) They shall come into force on and from the date of their publication in the Official Gazette.

2. For the existing rule 2 of the Government of Puducherry, Department of Science, Technology and

Environment, Group 'A' post of Senior Scientific Officer Recruitment Rules, 2011, the following rule shall be substituted,

namely:—

"2. Number of post, its classification and Level in the Pay Matrix.— The number of the said post,

its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the

said Schedule annexed hereto".

3. In the Schedule to the Government of Puducherry, Department of Science, Technology and Environment

Group 'A' post of Senior Scientific Officer Recruitment Rules, 2011;

In columns (4) and (11), for the existing column headings and the corresponding entries relating thereto,

the following column headings and the corresponding entries shall be substituted, namely:

"4. Level in Pay Matrix : Level - 11".

"11. In case of recruitment by promotion/deputation/absorption, grades from which promotion/deputation/

absorption to be made :

Promotion

Scientific Officer/Scientists in the Pay Matrix: Level 7 with 7 years service in the grade rendered after

appointment thereto on regular basis.

Deputation (Including Short-Term Contract) :

(a) (i)

Holding analogous posts in the parent cadre/department on regular basis; or

(ii)

with 6 years service with the grade rendered after appointment thereto on regular basis in the

Pay Matrix: Level 8 or equivalent in the parent cadre/department: or

(iii)

with 7 years service rendered in the grade rendered after appointment thereto on regular basis in

the Pay Matrix: Level - 7 or equivalent in the parent cadre/department; and

(b)

Possessing the educational qualification and experience prescribed for direct recruitment under

column (7).

New Delhi, the Lieutenant-Governor, Puducherry, hereby makes the following rules further to amend the Government

of Puducherry, Department of Science, Technology and Environment, Group 'B' post of Environmental Engineer

Recruitment Rules, 2010 notified vide G.O.Ms.No.22/2010-Envt., dated 16th November, 2010 of the Chief Secretariat

(Environment), Government of Puducherry and published as a Supplement to the Gazette No. 47 of the 23rd

November, 2010, namely:—

1. Short title and commencement.— (i) These rules may be called the Government of Puducherry,

Department of Science, Technology and Environment Group 'B' post of Environmental Engineer Recruitment

(Amendment) Rules, 2019.

(ii) They shall come into force on and from the date of their publication in the Official Gazette.

2. For the existing rule 2 of the Government of Puducherry, Department of Science, Technology and

Environment, Group 'B' post of Environmental Engineer Recruitment Rules, 2010, the following rule shall be

substituted, namely:—

"2. Number of post, its classification and Level in the Pay Matrix.— The number of the said post,

its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the

said Schedule annexed hereto".

3. In the Schedule to the Government of Puducherry, Department of Science, Technology and Environment

Group 'B' post of Environmental Engineer Recruitment Rules, 2010;

(i)

In column (4), for the existing column headings and the corresponding entry relating thereto,

the following entries shall be substituted, namely:

"4. Level in Pay Matrix : Level - 7".

(ii)

The existing column (6) and the corresponding entry relating thereto shall be deleted and the existing

columns (7) to (14) shall be re-numbered as (6) to (13)

(iii)

For the column (11), as so re-numbered and the corresponding entries relating thereto, the following

entries shall be substituted, namely:

"11. In case of recruitment by promotion/deputation/absorption, grades from which promotion/deputation/

absorption to be made :

Promotion

Junior Engineer (Environment) in the Pay Matrix: Level-6 with 5 years service in the grade rendered after

appointment thereto on regular basis.

Deputation (Including Short-Term Contract) :

(a) (i)

Holding analogous posts in the parent cadre/department on regular basis; or

(ii)

with 5 years service in the grade rendered after appointment thereto on regular basis in the Pay

Matrix: Level-6 or equivalent in the parent cadre/department: and

(b)

Possessing the educational qualification and experience prescribed for direct recruitment under

column (7).

1. Short title and commencement.— (i) These rules may be called the Government of Puducherry,

Department of Science, Technology and Environment Group 'B' post of Scientific Officer Recruitment

(Amendment) Rules, 2019.

(ii) They shall come into force on and from the date of their publication in the Official Gazette.

2. For the existing rule 2 of the Government of Puducherry, Department of Science, Technology and

Environment, Group 'B' post of Scientific Officer Recruitment Rules, 2012, the following rule shall be substituted,

namely:—

"2. Number of post, its classification and Level in the Pay Matrix.— The number of the said post,

its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the

said Schedule annexed hereto".

3. In the Schedule to the Government of Puducherry, Department of Science, Technology and Environment

Group 'B' post of Scientific Officer Recruitment Rules, 2012;

In columns (4) and (11), for the existing column headings and the corresponding entries relating thereto,

the following column headings and the corresponding entries shall be substituted, namely:

"4. Level in Pay Matrix : Level - 7".

"11. In case of recruitment by promotion/deputation/absorption, grades from which promotion/deputation/

absorption to be made :

Promotion

Technical Assistant in the Pay Matrix: Level 6 with 5 years service in the grade rendered after appointment

thereto on regular basis and subject to completion of minimum 10 days of training in the field of Science and

Technology, organized by the Department of Science and Technology, Government of India or State Councils for

Science and Technology, recognized University/Research Institution.

(The eligibility service shall continue to be 3 years for persons holding the feeder post on regular basis on

the date of notification of these rules and they will not be required to have completed training for promotional

purpose).

Deputation (Including Short-Term Contract) :

(a) (i)

Holding analogous posts in the parent cadre/department on regular basis; or

(ii)

with 5 years service with the grade rendered after appointment thereto on regular basis in the

Pay Matrix: Level 6 or equivalent in the parent cadre/department: and

(b)

Possessing the educational qualification and experience prescribed for direct recruitment under

column (7).

of Puducherry and published as a Supplement to the Gazette No. 21 of the 22nd May, 2012, namely:—

1. Short title and commencement.— (i) These rules may be called the Government of Puducherry,

Department of Science, Technology and Environment Group 'B' post of Scientist Recruitment (Amendment)

Rules, 2019.

(ii) They shall come into force on and from the date of their publication in the Official Gazette.

2. For the existing rule 2 of the Government of Puducherry, Department of Science, Technology and

Environment, Group 'B' post of Scientist Recruitment Rules, 2012, the following rule shall be substituted, namely:—

"2. Number of post, its classification and Level in the Pay Matrix.— The number of the said post,

its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the

said Schedule annexed hereto".

3. In the Schedule to the Government of Puducherry, Department of Science, Technology and Environment

Group 'B' post of Scientist Recruitment Rules, 2012;

In columns (4) and (11), for the existing column headings and the corresponding entries relating thereto,

the following column headings and the corresponding entries shall be substituted, namely:

"4. Level in Pay Matrix : Level - 7".

"11. In case of recruitment by promotion/deputation/absorption, grades from which promotion/deputation/

absorption to be made :

Junior Scientific Assistant in the Pay Matrix: Level 6 with 5 years service in the grade rendered after

appointment thereto on regular basis and subject to completion of minimum 10 days of training in the field of Science

and Technology, organized by the Department of Science and Technology, Government of India or State Councils

for Science and Technology, recognised University/Research Institution.

(Persons holding the feeder posts on regular basis on the date of notification of these rules will not required

to have completed training for promotional purpose).

Deputation (Including Short-Term Contract) :

(i) (a)

Holding analogous posts in the parent cadre/department on regular basis; or

(b)

5 years regular service with the grade rendered after appointment thereto on regular basis in the

Pay Matrix: Level-6 or equivalent in the parent cadre/department: and

(ii)

Possessing the educational qualification and experience prescribed for direct recruitment under

column (7).

Department of Science, Technology and Environment Group 'B' post of Junior Scientific Assistant

Recruitment (Amendment) Rules, 2019.

(ii) They shall come into force on and from the date of their publication in the Official Gazette.

the following column headings and the corresponding entries shall be substituted, namely:

"4. Level in Pay Matrix : Level - 6".

"11. In case of recruitment by promotion/deputation/absorption, grades from which promotion/deputation/

absorption to be made :

Promotion

Junior Laboratory Assistant in the Pay Matrix: Level - 2 with 18 years service in the grade rendered after

appointment thereto on regular basis and subject to completion of minimum 10 days of training in Ambient Air and

Stack Monitoring/Water Quality Monitoring/Microbiological Assessment in the waste water, conducted by Central

Pollution Control Board or State Pollution Control Board or Union Territory Pollution Control Committee or recognized

University/Research Institution.

(The eligibility service shall continue to be 10 years for the existing incumbents holding the feeder post on

regular basis on the date of notification of these rules and they will not be required to have completed training for

promotional purpose).

Deputation (Including Short-Term Contract) :

(a) (i)

Holding analogous posts in the parent cadre/department on regular basis; or

(ii)

with 6 years service with the grade rendered after appointment thereto on regular basis in the

Pay Matrix: Level-5 or equivalent in the parent cadre/department: and

(b)

Possessing the educational qualification and experience prescribed for direct recruitment under

column (7).

(Amendment) Rules, 2019.

(ii) They shall come into force on and from the date of their publication in the Official Gazette.

Environment, Group 'B' post of Technical Assistant Recruitment Rules, 2012, the following rule shall be substituted,

namely:—

its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the

said Schedule annexed hereto".

3. In the Schedule to the Government of Puducherry, Department of Science, Technology and Environment

Group 'B' post of Technical Assistant Recruitment Rules, 2012;

In columns (4) and (10), for the existing column headings and the corresponding entries relating thereto,

the following column headings and the corresponding entries shall be substituted, namely:

"4. Level in Pay Matrix : Level - 6".

"10. Method of recruitment, whether by direct recruitment or promotion or by deputation/absorption and

percentage of the vacancies to be filled by various methods:

By direct recruitment

Note: vacancies caused by the incumbents being away on deputation or long illness or study leave or

under other circumstances for a duration of one year or more may be filled on deputation basts from Officers of

Central Government/State Government/Union Territory.

(a) (i)

Holding analogous posts on regular basis in the parent cadre/department; or

(ii)

with 6 years service with the grade rendered after appointment thereto on regular basis in the

Pay Matrix: Level - 5 or equivalent in the parent cadre/department; and

Department of Science, Technology and Environment Group 'C' post of Junior Laboratory Assistant

Recruitment (Amendment) Rules, 2019.

(ii) They shall come into force on and from the date of their publication in the Official Gazette.

2. For the existing rule 2 of the Government of Puducherry, Department of Science, Technology and

Environment, Group 'C' post of Junior Laboratory Assistant Recruitment Rules, 2012, the following rule shall be

substituted, namely:—
