NOTIFICATION

In accordance with the directions issued by the

Government of India under D.O. Lr.No.2-16/2017-E.E.3,

dated 05-03-2018 of the Joint Secretary (SE.1), MHRD,

Department of School Education and Literacy,

Government of India. The ‘Sarva Shiksha Abhiyan Union

territory of Puducherry Mission Authority’is hereby

changed its name clause in the Memorandum of

Association of the Society as “Samagra Shiksha Union

territory of Puducherry Mission Authority”, which

consists of Sarva Shiksha Abhiyan (SSA), Rashtriya

Madhyamik Shiksha Abhiyan (RMSA) and Teacher

Education (TE).

2. This issues with the concurrence of the Finance

Department vide their I.D.No.2180/F4/A4/FC/2019, dated

25-11-2019.

NOTIFICATION

Whereas, Startup India is a flagship initiative of the

Government of India, intending to build a strong

eco-system for nurturing innovation and startups in the

country that will drive sustainable economic growth and

generate large scale employment opportunities. The

Government through this initiative aims to empower

startups to grow through innovation and design with

respect to the digital/technology sector and extend to

a wide array of sectors including agriculture,

manufacturing, social sector, healthcare, education, etc.

On the sound footing of the new Industrial Policy, 2016

of Puducherry and to rekindle the glory of the past and

to achieve the National Mission on innovation and

startups, Startup Policy proposes to achieve the goal

through effective administration across the following

areas:. Simplification and Handholding

. Funding Support and Incentives

. Industry-Academia Partnership and Incubation

The Government of Puducherry, being a proactive

administration, strengths in good infrastructure,

communication, connectivity, serene industrial ambience

and is well poised to play the leading role in promotion

of startup, at par with the pioneers.

2. Whereas, the industrial sector plays a vital role

in the economic development and there is a need to

create conducive environment to the entrepreneurs to

nurture and transforms their ideas into innovation,

incubation, prototype and scaling up to commercialize

the product or services without any hassle. The Aspiring

Puducherry – Innovation and Startup Policy, 2019

emphasis laid by the Government of India’s Flagship

Programme Startup India initiative to create strong

ecosystem in this Union territory of Puducherry leads

to newer products/service results in the economy and

to secure additional employment opportunities of the

youth.

3. Whereas, several round of consultative and

interactive meeting with, Startup India, Invest India,

New Delhi, CII, Higher and Technical Educational

Institutions were held and their valuable suggestions/

inputs are incorporated in the Aspiring Puducherry –

Innovation and Startup Policy, 2019.

4. Whereas, the Aspiring Puducherry – Innovation

and Startup Policy 2019 has been formulated with the

vision to create Prosperous Puducherry through

accelerated industrial growth for the overall economic

development and better quality of life of the people of

Union territory of Puducherry through proactive

services and effective administration.

5. Whereas, the Aspiring Puducherry – Innovation

and Startup Policy, 2019 was approved by the Council

of Ministries on 16/10/2019.

6. And now, therefore, the Hon’ble Lieutenant-Governor

is pleased to accord approval for the Aspiring

Puducherry – Innovation and Startup Policy, 2019.

7. The Department of Industries and Commerce shall

formulate

guidelines

wherever

required

for

implementing the Schemes.

GOVERNMENT OF PUDUCHERRY

LABOUR DEPARTMENT

(G.O. Rt. No. 126/AIL/Lab./T/2019,

Puducherry, dated 06th December 2019)

NOTIFICATION

Whereas, the Government is of the opinion that an

industrial dispute has arisen between the management

of M/s. Puducherry Power Corporation Limited,

(A Government of Puducherry Undertaking), Polagam,

T.R. Pattinam, Karaikal and union workmen represented

by Puducherry Power Corporation Employees Social

Welfare Union, T.R. Pattinam, Karaikal, to declare the

amendment of Recruitment Rules to the post of Tester

Gr.-I and conversion of 2 posts of Tester Gr.-I into Line

Inspector/Foreman in respect of the matter mentioned in

the Annexure to this order;

And whereas, in the opinion of the Government, it

is necessary to refer the said dispute for adjudication;

Now, therefore, by virtue of the authority delegated

vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of the

Labour Department, Puducherry to exercise the powers

conferred by clause (c) of sub-section (1) of section 10

of the Industrial Disputes Act, 1947 (Central Act XIV

of 1947), it is hereby directed by the Secretary to

Government (Labour) that the said dispute be referred

to the Labour Court, Puducherry, for adjudication. The

Labour Court, Puducherry, shall submit the Award

within 3 months from the date of issue of reference

as stipulated under sub-section (2-A) of section 10 of

the Industrial Disputes Act, 1947 and in accordance with

rule 10-B of the Industrial Disputes (Central) Rules, 1957.

The party raising the dispute shall file a statement of

claim complete with relevant documents, list of reliance

and witnesses to the Labour Court, Puducherry within

15 days of the receipt of the order of reference and also

forward a copy of such statement to each one of the

opposite parties involved in the dispute.
